About this file
This is a Questions and Answers document (Q&A No. 4) issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) on August 5, 2026, addressing inquiries from potential proposers regarding RFP No. AE141998 for CEQA/NEPA Environmental Compliance Services. The document clarifies proposal formatting requirements, staffing qualifications, and submission guidelines. Key clarifications include confirmation that professional engineering licensure is required only when staff perform engineering-related functions rather than CEQA/NEPA document preparation; 11x17 page sizes are acceptable and count as one page toward the 60-page limit; the page limitation applies exclusively to Volume I (Technical Proposal) while Volumes II-IV are exempt; organization charts count toward page limits; and headers and footers may extend beyond the required one-inch margins. The RFP maintains a proposal due date of August 19, 2026, with questions due by August 5, 2026. The document also confirms that DIR (California Department of Industrial Relations) registration is required only for subcontractors performing prevailing wage work, though prime contractors with such subcontractors must also be registered regardless of their own scope. Additional clarifications address prohibited formatting elements including QR codes, graphics extending beyond margins, and fonts smaller than 10-point.
The Q&A document notes that Amendment 3 extended the proposal deadline and clarified additional requirements including Experience Performance Questionnaires. The document explicitly states that all information provided is for guidance purposes only and is not binding on LACMTA, with formal written amendments being the only mechanism for revising solicitation documents. No pricing, set-asides, or funding information is addressed in this Q&A document, as it serves solely to provide technical clarification on proposal preparation requirements and contractual definitions rather than substantive business terms.

On RFP page 101, there’s a requirement that “Contractor and all Subcontractors must be registered with California Department of Industrial Relations (DIR) to be eligible to work on public works projects in accordance with California Labor Code §1725.5.” Given the scope of this contract, some of our subcontractors are not registered with the DIR because the nature of their work does not require the registration.
Will Metro please confirm that this is only required for subcontractors that will perform prevailing wage work on this contract?
It is correct that the DIR Registration requirement is only applicable to subcontractors that are performing prevailing wage work. However, any prime contractors that have subcontractors that perform prevailing wage work must also be registered with the DIR regardless of their scope of work.
