About this file
This is a Question and Answer document for Amendment 26-416CMS-BOPM4-B-50267, a carpentry services solicitation by the State of Illinois, Department of Central Management Services (CMS). The solicitation involves JPMC Carpentry services organized by region, with a bid opening scheduled for January 16, 2025, at 10:00 AM. The contract requires bidders to submit both line items for each county to be considered responsive, and vendors are permitted to submit different pricing for different counties. A prebid call was conducted, and recordings may be obtained through a FOIA request submitted to CMS.FOIA@illinois.gov after a Notice of Award is posted in BidBuy.
The solicitation requires vendors to submit the signed contract as part of their bid package in BidBuy, along with vendor registration documentation. Prospective bidders must complete either an IPG registration approval process followed by submission of an IPG Active Registered Vendor Disclosure, or may submit the vendor disclosure concurrently with their bid, depending on their timeline relative to the bid opening date. The State's procurement strategy indicates an intent to award both line items for each county, making submission on both line items a critical requirement for bid responsiveness.

JPMC Carpentry by Region
Question 1: Does the contract need attached in BidBuy?
Answer 1: Yes, the Contract is one of the required documents that will need to be attached with your quote in BidBuy. Please reference Section A.1 of the Invitation for Bid Vendor Instructions and Requirements document attached to the solicitation in BidBuy.
Question 2: We have submitted our IPG registration. Do we need to wait on it to be approved and then submit the IPG Active Registered Vendor Disclosure?
Answer 2: Depending on when you submit your bid will determine which form to submit. If you want to wait to see if your IPG registration is approved and then complete the IPG Active Registered Vendor Disclosure that is fine, just keep in mind the bid opening date and time to make sure you allow enough time to submit you bid. Or, you can complete the Vendor Disclosure and submit it with your bid.
Question 3: Do we have to bid on both line items for each county to be considered?
Answer 3: The State is looking to award both line items for each county. Any vendor who does not bid on both lines is at risk of being made non-responsive.
Question 4: Can we put different pricing in for different counties?
Answer 4: Yes.
Question 5: Are we able to obtain a copy of this recorded prebid call?
Answer 5: Once any Notice of Award is posted in BidBuy, a FOIA request may be submitted via CMS.FOIA@illinois.gov for a copy of the prebid call.
