About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services regarding a contract with the Department of Natural Resources (DNR). Change Order #3 pertains to Dam Safety Studies for the Sears and Steel Dams in Rock Island County under contract reference number 26-422DNR-WTRRE-B-50266 (P-63892). The change order extends the contract timeline to accommodate a public meeting and stakeholder input process for the project's final report. The draft report was completed in November 2025, and a public meeting is now scheduled for early 2026 to allow adequate planning time and provide stakeholders along the Rock River an opportunity to review and comment on the findings before the final report is published. The contract extension enables the contractor to incorporate necessary modifications based on public and stakeholder feedback prior to report publication.
This is a no-cost time extension change order, meaning the modification does not increase the contract's overall cost. The change order satisfies the state's requirement to post contract modifications involving cost increases exceeding $25,000 or time extensions of 180 days or more on the bulletin board for public notice. The extension is deemed germane to the original contract scope and addresses circumstances related to stakeholder coordination that could not have been reasonably foreseen when the original contract was executed.

| thedetails: This CO #3 on P-63892 is a no cost time extension change order. The DRAFT report was completed in November 2025 and a public meeting was to be held prior to publication of the final report to allow public/stakeholder input. However, due to the large number of stakeholders along the Rock River that might be interested in this topic, it will be best to schedule a public meeting in early 2026 to avoid the holidays and provide adequate lead and planning time. This date is beyond the current contract end date. The extension allows the contractor to incorporate any needed changes/modifications from the public/stakeholders to the report before it is published. |
