About this file

This document contains Questions and Answers from a pre-bid conference for the Illinois Department of Central Management Services' Invitation for Bid (IFB) for a Color Digital Production Press contract, IFB #B-44338. The IFB requires bidders to submit pricing and adhere to the specified requirements, including providing a monthly leased color digital production press with maintenance, repairs, and supplies for 25,000 color and 2,000 black and white impressions. The contract term is 5 years, with a maximum total term of 10 years, and delivery and installation must be completed within 48 hours of contract execution. Bidders must submit all required documents, including vendor disclosure forms and utilization plans, through the BidBuy online procurement system by the bid opening date of October 10, 2024. A pre-bid conference was held on October 3, 2024, where the Business Enterprise Program (BEP) Goal or Veteran Small Business Participation (VSBP) Goal requirements were discussed.

The IFB does not have a BEP Goal, and there were no questions asked at the pre-bid conference. The procurement is open to all qualified vendors, but may be designated as a small business set-aside. No bid bond or performance bond is required, and the contract may be partially or fully funded with federal funds. The contract will be awarded to the lowest priced, responsive and responsible bidder, and successful bidders may be eligible for employment tax credits. The current incumbent vendor and contract value are not specified, and the available budget range is also not provided in the documentation.

Questions and Answers #1 Date: 10/07/2024 Q1 Can you confirm the four types of signatures that are acceptable?

A1 CMS requires that the signature be from the CEO, Owner, President, or Executive Director. If someone other than those four individuals provide the signature, then a letter of signature authority must accompany the documents. This letter must be from one of the four previously identified individuals.

Requests for signature authority from titles other than those previously identified in this response will be evaluated by the CMS procurement legal team for approval.

Q2 Are you planning to have a summary of the conference available on the website? Or could I get a summary?

A2 This solicitation does not have a BEP Goal, there were no questions asked at the pre-bid conference, and the information shared at the pre-bid can be found in the documents already attached to the solicitation.
