About this file

This document is a Questions and Answers document related to the "JPMC Propane Gas" contract opportunity issued by the Illinois Department of Central Management Services. The contract solicits vendors to provide propane gas service across various Illinois locations. The contract will award by individual line item to the lowest responsive and responsible bidder who meets the specifications. Vendors are required to bid on all line items, with the exception of Line 1 which is not evaluated. The contract term and renewal options are not specified.

The pricing for this contract is based on the DTN Low Rack price, with vendors required to enter the applicable DTN market area (Chicago or Rockford) for each location. Vendors are permitted to take exceptions to the terms and conditions of the solicitation. There is a $0.86 per gallon unit cost line item that will not be evaluated but will be used by end users to order bulk propane.

Questions and Answers #1 07/25/24

Q1
Will BidBuy let you download the county address with gallon amount list?
A1
Yes, CMS will provide the Vendor Instructions for the export/import items feature. Please see the attached file named: Vendor Instructions Export Upload Items.
Q2
Do you have this in an excel format that is easier for vendors to utilize for the bid?
A2
Yes, CMS will provide the Vendor Instructions for the export/import items feature. Please see the attached file named: Vendor Instructions Export Upload Items.
Q3
The pricing for this bid says on page 29 section 2.1.5, pricing published from DTN Low Price on Monday will be effective Monday through Sunday. However, our systems do not have the ability to update same day, so depending on the time DTN publishes Monday we may have already delivered to state customers and now have to correct invoices and orders creating confusion. Most contracts have the new pricing start the next day, for example Monday’s DTN effective Tuesday through Monday, can this be accommodated?
A3
For changes to the terms and conditions please see Section 3, C. Exceptions to Solicitation and Contract Terms and Conditions. Bidders will be required to enter all provisions or exceptions in this section for review and approval.
Q4
How do I know which DTN Chicago or Rockford is supposed to go with each line item or do vendors make that decision?
A4
See section A.20.1.7. Bidders should enter the Market Area of either Chicago or Rockford in the alternate description field of their quote for each location.
Q5
Where does the $0.86 come from? Is that what you are determining as the current cost?
A5
See Section A.20.1.6. The unit cost of $0.86 per gallon will allow the State to capture a more accurate cost during the award process of this differential contract. This line item will not be evaluated and will only be used later by the end user to order bulk propane and enter the weekly DTN Low Rack price.
Q6
Are we able to bid on only certain line items or are we required to bid on all line items?
A6
See Section A.17.1. The State intends to award by line item to the lowest responsive and responsible bidder who meets the specifications. Bidder should note that lines 2 thru 91 are the only lines that will be evaluated. Line 1 will not be evaluated, and the bidder should enter a unit cost of $0.86 as explained in section 20.1.6. Line 1 will be awarded to each responsive and responsible bidder(s) who receive an award.
Q7
Is the offer supposed to be submitted in a certain format?
A7
The Offer is Section 2 and starts on page 14. It is submitted in BidBuy as a file attachment with your quote.
