About this file
This document is a Questions and Answers (Q&A) file for the Oregon Department of Transportation's (ODOT) Fiber Optic Management Software Request for Proposal (RFP), Bid Solicitation Number S-73000-00012165. The RFP seeks a commercially available off-the-shelf (COTS) software solution to manage outside plant fiber optic cable assets, with ODOT anticipating approximately five read/write and five read-only software licenses. The proposal is due on July 17, 2025, at 10:00 am, to be submitted electronically through the OregonBuys eProcurement system, with an initial contract term projected to span 10 years. The Q&A document addresses specific technical inquiries from potential proposers, including data migration capabilities, existing infrastructure, and potential additional services such as infrastructure validation and data entry.
The procurement emphasizes flexibility in deployment options, including contractor cloud-hosted, agency on-premises, or Azure cloud-hosted solutions, with a non-exclusive Price Agreement structure. ODOT encourages participation from small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity, specifically targeting disadvantaged, minority-owned, woman-owned, veteran-owned, and emerging small businesses. The evaluation will primarily focus on pricing, with specific emphasis on administrative/full user rights licenses, read-only licenses, and five years of annual maintenance and support. The agency is open to negotiating additional services like infrastructure validation through separate work order contracts and has an existing price agreement with a fiber installer for potential supplementary services. Pricing adjustments will be limited and generally restricted to the most recent year-over-year Producer Price Index.

Bid Solicitation Number: S-73000-00012165 Fiber Optic Management Software Questions and Answers 7/8/2025
The following answers to questions submitted by a prospective proposer are intended only as clarification and do not change any requirements or specifications of the RFP or resulting contract.
Q1: Will Oregon DOT be able to provide the data from OSPI to the selected vendor in a SQL Server backup file (.back) or and Esri personal geodatabase (.mdb) as the input file type for the data migration?
A1: ODOT can provide a full database backup file (.bak), not an esri .mdb file
Q2: Does Oregon DOT have any connectivity between individual ducts or micro ducts typically used with blown fiber in OSPI today?
A2: ODOT just started using micro ducts. ODOT’s existing infrastructure is typically with single 2” conduit and fiber that is pulled in.
Q3: Has Oregon DOT made any customizations to the OSPI product or data model and if so can you please describe them?
A3: No.
Q4: Do you need validation and audits of underground infrastructure such as splices, conduit and cable, and/or do you require endpoint validation only via OTDR and traces?
A4: ODOT needs validation of underground infrastructure and data entry. ODOT has limited staff and pulling staff members off maintenance duties to perform validation and data entry is problematic. ODOT is interested in whether a selected Contractor can provide these services. This scope of work would be negotiated and handled separately through a work order contract process. ODOT currently has a price agreement with a fiber installer for fiber optic services. They can perform OTDR and power metering tests if necessary. However, if a Proposer can provide these services too they can propose these capabilities as well.
Q5: How many points are required for test, or can you provide any information about the size of the validation and audit project?
Q5: This would be negotiated with the selected Proposer that can provide these services. Again, this type of work would be handled as a work order contract where scope, schedule, costs would all be negotiated.
