About this file
This document is a Question and Answer (Q&A) Set #1 DRAFT related to RFP DGS 56956 for Alternate Fuel Vehicles. The solicitation is being issued by the State of California Department of General Services (DGS). The RFP seeks bids for various categories of alternate fuel vehicles, including medium-duty and heavy-duty trucks, with delivery required by October 14, 2024. Multiple awards are not part of this solicitation; instead, awards will be made to the single responsive and responsible bidder with the lowest cost for each individual line item. Addendums have been issued to revise certain technical requirements, such as decreasing the GCWR for medium-duty and heavy-duty trucks. This solicitation does not include a bidder's conference, and all questions must be directed to the Procurement Official in writing no later than four working days prior to the bid due date.
Regarding pricing, the State will allow contractors to option up any line item, but the included options cannot cause the vehicle to conflict with any other line on any other vehicle contract. Bidders that desire to propose multiple vehicles for a specific line-item must submit separate Pricing Workbooks for each vehicle. The resulting contracts from this solicitation will not replace the existing Alternate Fuel/Electric contracts, which will remain in effect. Bidders are not required to bid CARB-aligned vehicles, but the resulting contracts are subject to Vehicle Manufacturer Purchasing Restrictions per the State Administrative Manual.
