1. Introduction

Due to the planned expansion of combat air operations at PSAB, it will experience significant increased use by US and Coalition aircraft requiring effective and reliable NAVAID systems.

Currently, PSAB has (3ea) Instrument Landing Systems w/ Distance Measuring Equipment (ILS/DME) as well as a Very High Frequency Omni-directional Range Tactical Navigation (VORTAC) in place. The systems are deteriorating and no longer economically supportable. It is AFCENT’s intention to replace these systems with modern equivalents as well as add an additional ILS/DME system. Installation of one new system (CLIN 0001) will be fully funded. Installation of remaining systems (CLINs 0002-0005) will be optional. Optional CLINs will be initiated if/when funding is available. Conversely, changes in mission requirements or absence of available funds could negate some or all optional CLINs.

2. Program Objectives/Description of Work

5.5. Reserved

5.6. Additional Considerations

Specific System Requirements:

AFCENT requires Selex specific systems to meet requirements outlined in section 4.

AFCENT remotely monitors and maintains theater NAVAIDS from a single regional maintenance center (RMC) located at Al Udeid Air Base, Qatar.

IAW section 4.1.3, Selex systems (2100 ILS, 1118A DME, 1150A VOR and 1120A TACAN) are remote maintainable (RM), as well as remote flight check capable. All are compatible with the Selex 2238 Remote Control Status Unit (RCSU), which is the only certified and accredited interface approved to connect AFCENT RM NAVAIDs to the DoD WAN via NARAS.

Non-Selex systems are incompatible with the Selex 2238 and therefore negate our ability to remotely manage systems over the DoD WAN. This would significantly degrade the CENTCOM flying mission requiring significant time and expense to resolve. Reference Attachment 7 for NARAS architecture details.

IAW section 4.1.4, Selex meets our 15-year warranty requirement. Because commercial NAVAID systems are proprietary, repair and replacement parts are only available from the manufacturer. The 15-year warranty ensures the Government has the support necessary to keep the systems operational for their expected lifespan.

Additional advantages to Selex systems:

AFCENT currently operates (5) Selex NAVAID systems in theater and is actively installing (2) additional systems. Adding similar Selex systems ensures compatibility and interchangeability with current inventory of contingency spare parts and avoids complicating the logistics chain by adding other manufacturers. In addition, RMC technicians are trained to maintain Selex systems.

5.7. Green/Sustainable Procurement Practices/Requirements:

In accordance with FAR Part 23.103, “Sustainable Acquisitions,” Federal agencies shall advance sustainable acquisition by ensuring that 95 percent of new contract actions for the supply of products and for the acquisition of services (including construction) require that the products are— (1) Energy-efficient (ENERGY STAR® or Federal Energy Management Program (FEMP)-designated);(2) Water-efficient; (3) Biobased; (4) Environmentally preferable (e.g., EPEAT-registered, or non-toxic or less toxic alternatives); (5) Non-ozone depleting; or (6) Made with recovered materials. And, that the required products in the contract actions for services include products that are— (1) Delivered to the Government during performance; (2) Acquired by the Contractor for use in performing services at a Federally-controlled facility; or (3) Furnished by the Contractor for use by the Government.

The purpose of the statutes and executive orders is to create, demonstrate the viability of, and sustain markets for green products and services. Green purchasing requirements apply to direct purchase of products by the Government, products supplied or used in the performance of a Government contract, micro-purchases, simplified acquisitions, and the purchases of commercial items. Below is a chart representing the elements of FAR Part 23 that apply to the requirements defined in this PWS. If for any reason the Government has failed to identify an applicable requirement in the chart below, the Contractor shall notify the Government immediate and a modification to the PWS clauses and the chart below shall be completed. The Contractor shall comply with the Executive Orders, and applicable Laws/official “Acts” and Government timelines that are enacted/in place at the time of contract award, without exception. The applicable laws, regulations and clauses are identified in the chart below:
