About this file
This document contains questions and answers regarding Solicitation 47QFWA21R0006 for NAVAIDS installation at Prince Sultan Air Base in Saudi Arabia. The solicitation requires installation and maintenance of ILS, DME, and VORTAC systems to include line replaceable spares, test equipment, and initial on-site training for personnel. The systems will be remotely monitored and maintained by qualified technicians. Concrete pads and interconnecting infrastructure will be provided by the government. The response deadline is June 28, 2021. The General Services Administration is the contracting agency, and this represents a new requirement, though similar services have been performed previously.

Solicitation 47QFWA21R0006
NAVAIDS Installation, Prince Sultan Air Base, Saudi Arabia
Questions and Answers
Q1. Please advise if the monitoring system is required to be upgraded in Qatar too?
A1. Any configuration or upgrade required at Qatar will be performed by the AFCENT Regional Maintenance Center (RMC) in conjunction with the installation contractor’s requirement to establish the NARAS connection mentioned in PWS paragraph 4.1.3.
As mentioned in Attachment-1 of the PWS, “the Government will provide technical details and procedures associated with NARAS as needed.”
Q2. Is there a need for NF and FF monitoring equipment?
A2. No, not for a Category-1 ILS.
Q3. Is there a need for design reviews (Critical + preliminary) A3. No
Q4. Since the monitoring and maintenance are planned to be remotely conducted, will there be a need for site technicians and if positive, should they be trained?
A4. Paragraph 4.1.13 identifies a training requirement. While systems will be remotely maintained by qualified technicians, personnel on PSAB (both US and host nation) will have some oversite responsibility of systems. Therefore, on-site initial systems orientation/familiarization training is required.
Q5. Need for site spares and test equipment since monitoring and maintenance are remotely achieved?
A5. Para 4.1.15 of the PWS states- “The Contractor shall provide a list (with pricing) of manufactured recommended line replaceable spares for all systems. Finalized requirements subject to Government approval.” We expect the effort to include some spare Line Replaceable Units (LRU), typically any single-point-of-failure item that would render a system unusable if it were to fail. We also expect the spares to be included in the 15-year warranty requirement outlined in section 4.1.4 of the PWS. If we use a spare LRU to restore a system, we would return the defective unit to the manufacture who would in-turn provide us a repaired LRU to put back in our spare inventory. Please refer to revised PWS dated 9 June 2021, specifically Appendix B, Paragraphs B1.1.1 and B1.1.5.1.
Paragraph 4.1.2 of the PWS mentions test equipment. We expect the contractor to provide the minimum required test equipment needed to maintain systems as identified in the manufacturer’s (in this case Selex) technical manuals.
Q6. Difficulties in quoting a financial proposal since quantities and projected unit pricings are not specified.
A6. Offerors are required to provide a proposal based on the requirements outlined in the Performance Work Statement (PWS).
Q7. Failure of the maintenance link will render the site equipment in a relatively long faulty status.
A7. This is not a question, nor is it necessarily accurate.
Q8. Civil works scope is not addressed; please advise if civil work is part of the scope.
A8. It is unclear as to what is meant by “Civil Work.” In Attachment 1 of the PWS it states, “The Government will provide the NIPR connection required for NARAS connection to the DoD WAN as well as any required interconnecting infrastructure (copper or fiber) between system components and shelters.” “The Government will provide concrete pads (per Contractor’s specification) to mount ILS/DME and VORTAC system antennas, shelters, diesel generators and fuel tanks as needed. If anything must be imbedded in the concrete or placed in ground prior to pouring concrete, the Contactor shall inform the Government and ensure those details are included in the Contractor provided PSA. In addition, the Contractor shall provide materials to be installed in or underneath concrete, unless otherwise specified.”
Q9. Will any part of the current project require interface and/or commissioning be accomplished in Qatar too?
A9. See A1. RMC must be able to confirm NARAS network connection is functioning properly in order to meet requirement.
Q10. Does the ILS system include a low power DME?
A10. In accordance with PWS paragraph 2, all ILS systems must include low power DME. Paragraph 5.6 of the PWS specifies the type of DME.
Q11. Connection between the RCU and the tower cab status indicator is not specified;
please advise.
A11. Planned connectivity between systems remote status unit and the control tower cab will likely be fiber optic cable. In accordance with Attachment-1 of the PWS, “The Government will provide the NIPR connection required for NARAS connection to the DoD WAN as well as any required interconnecting infrastructure (copper or fiber) between system components and shelters.” This will include the connection between systems and the remote status unit.
Q12. Depending on the site terrain, either a DVOR or a CVOR is needed; please confirm.
A12. It’s the installation contractor’s responsibility to advise the Government on the appropriate system dependent on findings during their initial site survey. However, due to the relatively flat terrain on and around PSAB, we suspect a CVOR would be sufficient.
Q13. Is there an incumbent contractor currently performing these services, have similar services been performed in the past, or is this a new requirement?
A13. This is a new requirement; however, similar services have been performed in the past.
Q14. Could you verify the deadline for Notice ID 47QFWA21R0006?
A14. Please refer to the document entitled “47QFWA21R0006_RFP_First_Step_READ _ME_FIRST” posted on sam.gov under this announcement. Proposals shall be submitted by June 28, 2021 at 2:00pm Central Time.
