About this file

This Performance Work Statement outlines requirements for new flooring at the Buckley Space Force Base Fire Station, specifically for the Apparatus Bay (5,995 sq ft) and garage/weightroom (975 sq ft) areas. The project requires quartz flooring with specific chemical resistance properties to handle diesel fuel, hydraulic fluid, transmission fluid, and brake fluid, while being durable enough to withstand 20+ ton fire trucks without damage. The installation includes a double broadcast quartz system with 100% solid epoxy base, gray-tinted grout coat, and polyaspartic topcoat.

The related solicitation (FA254325Q0013) from the U.S. Air Force 460th Contracting Squadron sets a delivery requirement of 120 days after receipt of order. Questions are due by March 11, 2025, at 10:00 AM MST to both the Contracting Officer and Contract Specialist, with responses due by March 18, 2025, at 4:30 PM MST. Contractors must submit quotes with a statement of work, company information, and CAGE Code/UEI number. Work will be performed during normal business hours (7 AM-4 PM, Monday-Friday), and installers must pass a background check for base access.

The 460th Civil Engineering Squadron (CES) Fire Emergency Services has a requirement to complete new flooring scheme for their Apparatus Bay and garage/weightroom and other concrete surfaces.

2. REQUIRMENT:

Quartz flooring for two areas.

Floor Area Description:
Floor Area Size in Sq Ft.
Garage/Weightroom
975 Square Feet
Main Apparatus Bay Floor

3. SPECIFICATIONS:

Main Apparatus Bay A. Floor Coating Scheme Requirements

1. Chemical Resistance: The floor coating must resist exposure to diesel fuel, hydraulic fluid, transmission fluid, and brake fluid.

2. Durability: It must withstand hot tire pickup from fire trucks weighing over twenty tons without paint bubbling or lifting, preventing bare concrete spots.

B. Additional Requirements

1. Physical Properties: The floor coating must be impact, wear, scratch, and abrasion-resistant. It should also be slip-resistant, even when wet, and easy to clean and maintain.

2. Surface Preparation: Profile the concrete using shot blasting and grinding to create a uniform surface profile.

3. Repair and Maintenance: Remove, repair, and fill all control joints (coated to match the floor) and all concrete spalled areas.

4. Installation: Apply a double broadcast quartz system with 100% solid epoxy for the base and intermediate coats, followed by a gray-tinted grout coat and a final high-solid polyaspartic coat, also tinted gray.

5. Features: Colored sand media embedded in epoxy for an aesthetically appealing and durable surface. Approximately 1/8" thick with a polyaspartic topcoat.

C. Backup Parking Lines

1. Preparation and Application:

· Sand the area where the lines will be installed.

· Apply polyaspartic coating tinted safety red for the demarcation of backup parking lines.

2. Marking: Once the floor has cured, mark out the parking lines for each vehicle parking area, maintaining the same layout as the current lines unless otherwise specified by the Fire Department (FD).

3. Phased Work: The job will be split into two phases, with work performed on 5 of the 10 truck parking areas per phase.

Garage/Weight Room (Including Some Areas of Main Apparatus Bay) D. Deco Flake Floor Coating

1. Application Areas:

· Garage and weight room area.

· Main Apparatus Bay along the south wall, including doorways and foundation wall.

· All platformed concrete areas north and south in the engine storage room (referred to as Area One).

2. Aesthetic and Functionality:

· Apply a deco flake floor coating to improve aesthetics and hide minor dirt, dust, and debris.

· Use a full-flake commercial-grade system featuring black, white, gray, and red flakes, and finish with a clear topcoat containing silica for slip resistance.

3. Fire Department Decal: Install a 36” x 42” Fire Department decal logo (provided by the Fire Department) at the entrance to the apparatus bay before applying the final clear topcoat.
