GENERAL CONTRACT INFORMATION
B.1.1 BACKGROUND.
The U.S. Army Corps of Engineers Saylorville Lake Project is a flood control reservoir in Iowa with numerous developed recreation areas, lake access areas, and natural areas. Saylorville Lake’s recreation areas offer a wide variety of park facilities including boat launching ramps, campgrounds, picnic areas, beaches, and trails. Saylorville Lake Dam is located in Johnston, Iowa. A map of Saylorville Lake Project can be found on the internet at:

B.1.2 PERIOD OF PERFORMANCE.
The resulting Contract will be for a base period with four (4), one (1) year option periods (if exercised). Option periods will be priced and may be exercised by a contract modification, in accordance with the clause FAR 52.217-9, Option to Extend the Term of the Contract.
Performance of the Mowing Contract with option period are as follows:

B.1.3 REQUIRED INSURANCE.
In accordance with FAR Clause 52.228-5, Insurance-Work on a Government Installation, the Contractor shall obtain and maintain, during the period of performance under this contract, the following types and minimum dollar amounts of insurance*:
Workmen’s Compensation Coverage complying with applicable State statute** Employer’s Liability Minimum $100,000 Commercial General Liability Minimum $500,000 per occurrence Commercial Automobile Liability Minimum $200,000 per person Minimum $300,000 per occurrence for bodily injury Minimum $20,000 per occurrence for property damage

B.1.4 PRE-WORK CONFERENCE.
After award, but prior to commencement of work, the Contracting Officer’s Representative (COR) will contact the Contractor to arrange a mutually agreeable time to meet at the Saylorville Lake Project Office to review the work requirements. At this meeting the Contractor shall also submit a current copy of the following items:
B.1.4.1 Certificate of Insurance. The contractor shall submit a “Certificate of Insurance”, with thirty (30) day cancellation clause as proof of insurance coverage.
B.1.4.2 Letter designating On-the-Job Supervisor and including phone numbers.
B.1.4.3 Environmental Protection Plan. The Contractor shall comply with federal, state, and local laws, regulations and standards regarding environmental protection. All environmental protection matters shall be coordinated with the COR.
B.1.4.4 Accident Prevention Plan. The Contractor shall prepare a written Accident Prevention Plan, IAW EM 385-1-1, and submit it to the COR at the pre-work conference.
The Safety Plan shall include at a minimum the following: analysis of job hazards, policy and procedures to minimize hazards, required employee safety equipment, and emergency contacts.
Additional meetings with the contractor may be held as necessary. Meetings shall be scheduled to take place at the project office as necessary to ensure strict compliance with the terms of the contract and to coordinate work schedules in compliance with the contract specifications.
B.1.5 SUSTAINABLE PRODUCTS REQUIREMENTS.
The United States Department of Agriculture (USDA) designates certain bio-based products for federal procurement and specifies minimum bio-based content levels for those products. Any designated product that is being offered or supplied under this contract shall meet USDA Bio- Preferred’ s minimum bio-based content level. B.1.6 DOCUMENTS AND CORRESPONDENCE.
After award, all documents and related correspondence shall be routed through the Contracting Officer’s Representative (COR) located at the Saylorville Lake Project Office.
B.1.7 SUPERVISION OF WORK
The contractor shall give personal supervision to the work or have a competent foreman or superintendent, with authority to act, on the job at all times while work is being performed. The Contractor shall furnish the COR the names of all persons so designated. The contractor shall have licensed Pesticide Applicators on site and shall supply the employee(s) name and certification to the COR prior to performing on site work.
B.1.8 SAFETY.
B.1.8.1 All work shall be performed in accordance with safety requirements set forth in Corps of Engineer’s Safety and Health Requirements Manual, EM 385-1-1, dated 15 March 2024, or current copy, a reference copy is available at the Saylorville Lake Office, 5600 NW 78th Ave, Johnston, IA 50131. After award the COR will provide a copy of the Safety and Health Manual to the Contractor. B.1.8.2 The Contractor shall prepare a written Accident Prevention Plan (APP) and submit it to the COR at the pre-work conference as specified in B.1.4.4. The APP shall include at a minimum the following: signature sheet, background information, statement of safety & health policy, responsibilities & lines of authority, subcontractors & suppliers, training, safety & health inspection, accident reporting, emergency plans, and risk management process (AHA-activity hazard analysis). No on-site work shall be performed until the Contractor Accident Prevention Plan and insurance certificate are submitted and approved. This is normally accomplished at the Pre-Work meeting.
B.1.8.3 Contractor shall be familiar with Iowa Administrative Code Chapters 44, 45, 48, 206 and any other applicable Federal, State, or Local laws/regulations– Safety Requirements can be referenced in APP submittal.
B.18.4 PRESCRIBED DRESS. At a minimum, the Contractor and employees shall remain fully clothed wearing short/long sleeved shirts, safety shoes, eye protection, hearing protection, safety vest or high visibility shirt and long pants without holes as stated in EM 385-1-1. The Contractor’s Accident Prevention Plan shall address appropriate shoes, gloves, and other required apparel and equipment.
B.1.8.5 EQUIPMENT. Equipment used to accomplish mowing and trimming shall be suitable to perform the work as described herein. All equipment shall be equipped with manufacturer's recommended safety protective devices to always ensure worker and public safety. Equipment shall be inspected daily by the contractor and maintained in good working condition.
B.1.9 INSPECTION.
The Contractor shall inspect all work performed by employees prior to submittal of invoice to ensure that all work has been performed as described in the Scope.
B.1.9.1 The work will be performed in accordance with contract specifications and is subject to inspection to insure compliance with the terms of the contract and the Quality Assurance Surveillance Plan (QASP).
B.1.9.2 The COR shall be notified the day upon completion of each scheduled round.
Any work not meeting the specifications contained within the PWS shall be corrected within five (5) business days at the expense of the contractor or payment deductions will be made for the scheduled mowing round.
B.1.10 WORK LOCATIONS.
Bob Shetler Campground (East, West and Main), Cherry Glen Campground, and Prairie Flower Campground. Please see the maps, attached hereto as Technical Exhibit #1.
B.1.11 PAYMENT PROCEDURES.
Payment for services performed under this contract will be made after satisfactory performance of work according to schedule and upon receipt of invoice. No invoice shall be received or accepted until Contractor inspects own performance first. Floods, high lake pool, construction, plant dormancy, and other circumstances may prohibit access to some areas or render mowing unnecessary. If this occurs, the COR will notify the contractor which areas will be excluded from mowing and/or trimming during that round. Payment will be made only for services performed.
Invoices shall be submitted to the Saylorville Lake Office, 5600 NW 78th Ave, Johnston, IA 50131. The Contractor shall submit an original invoice upon completion. Each invoice shall contain the following information:

B.1.12 TIME EXTENSIONS FOR ADVERSE WEATHER.
In the event of adverse weather conditions, the Contractor must submit a request for a time extension to the Contracting Officer’s Representative (COR). A time extension will be granted by the COR or the Contracting Officer (KO) if it is determined that such conditions render the work unsafe or unworkable. Adverse weather must prevent work from being performed and must be beyond the control of, and without fault or negligence on the part of, the Contractor.
B.1.13 EMPLOYEE CONDUCT.
Most of the work will be performed in the presence of the general public. Thus, the conduct of all contractor employees is critical. The Contractor shall be responsible for ensuring that their employees strictly comply with all Federal and State laws. In accordance with FAR 52.226-7, employees of the Contractor are prohibited from engaging in the unlawful possession or use of a controlled substance. Any perceived or suspected illegal or criminal activity may result in the removal of Contractor employee(s) from the project. Any public complaints on contractor employee(s) behavior will result in removal of the employee(s) from the project.
B.1.13.1 DRUGS OR ALCOHOL.
The Contractor or employees, while working on this contract, shall not consume or be under the influence of alcohol and/or drugs.
B.1.13.2 FULLY CLOTHED.
All workers are to be fully clothed, in accordance with EM 385-1-1, "Safety and Health Requirements Manual", and maintain a neat and clean appearance.
B.1.13.3 IDENTIFICATION.
While working on this contract, all workers shall have some form of exterior identification that is easily recognizable to the general public, such as uniforms, hats, t-shirts and/or I.D. badges, to designate them as employees of the Contractor. Prior to beginning work, the Contractor shall submit the identification to the COR for approval.
B.1.13.4 COOPERATION.
Contractor shall at all times cooperate fully with and maintain a courteous, polite, and respectful manner with all members of the public, other contractors, volunteers, and Government employees.
B.1.13.5 ENFORCEMENT OF REGULATIONS.
Enforcement of Federal Regulations is the responsibility of the Corps of Engineers personnel and not part of the duties or responsibilities of this contract.
B.1.14 DAMAGES.
The Contractor is responsible for taking any action necessary to protect all supplies, and property, including material and supplies issued by the Government to accomplish a job, against damage, theft, or loss. Government assumes no responsibility for loss or damage to any material, supplies, or property after it is received by, or in the possession of the Contractor. The Contractor, at no cost to the Government, shall replace any Government property lost or stolen due to negligence of the Contractor. The Contractor shall replace or repair the damage at no expense to the Government within a time frame approved by the Contracting Officer. If the Contractor fails or refuses to make such repairs or replacement, within the time frame, the Contractor shall be liable for the cost to make the repair or replacement, which will be deducted from the contract payment.
B.1.14.1 CAUTION.
The work area is in heavily used recreational areas. The term "heavily used" shall be construed as areas receiving frequent use by hikers, bicycle traffic, motor vehicles, campers, and day use activities. The contractor must mow and trim each occupied site, including campsites and picnic areas, using extreme caution.
B.1.14.2 DAMAGE PREVENTION.
It shall be the Contractor's responsibility while performing the contractual work to guard against destruction, injury, defacement, removal, or any alteration of public and private property including, but not limited to developed facilities and vegetative growth. If the public claims that personal property is damaged, it shall be the Contractor's responsibility to notify the Contracting Officer of the incident within 24 hours. The Contractor shall be responsible for repairing or replacing damaged property to the satisfaction of the Contracting Officer. Repair or replacement of damaged property shall be completed within twenty-four hours of the incident, or, as agreed upon by the COR. If the Government must make necessary repairs or replacements, the charge will be deducted from the next invoice received from the Contractor.

CONTRACTOR FURNISHED ITEMS
B.2 EQUIPMENT AND OTHER QUALIFICATIONS NECESSARY UNDER THIS CONTRACT.
B.2.1 Contractor must be able to provide trained, competent person to operate all required equipment.
B.2.2 Equipment shall be in good working order, not leaking, and capable of accurate calibration for mowing deck height. Proper deck height calibration shall be checked prior to beginning work and shall be monitored periodically.
B.2.3 Equipment shall be of suitable size and type for intended use and must comply with current Corps of Engineers Safety and Health Requirements Manual. The safety manual is available at: https://www.usace.army.mil/Safety-and-Occupational- Health/Safety-and-Health-Requirements-Manual/
B.2.4 All equipment must have required safety protection for the operator (i.e. ROPS, deflection plates, or other manufacturer approved protective devices on the discharge ports).
B.2.5 The Contractor shall be responsible to provide all equipment needed to fulfill requirements of the contract. Equipment breakdowns do not relieve the contractor of the responsibility to complete work on time.

SCOPE OF WORK
B.3.1 The Contractor shall provide all equipment, supplies, labor, manpower, fuel, transportation, and supervision necessary to perform the work described herein at, Bob Shetler Campground, Cherry Glen Campground, and Prairie Flower Campground. All work will be performed in accordance with the contract and inspected per the QASP.
B.3.2 MOWING AND TRIMMING
B.3.2.1. Grass shall be cut on approximately 65 acres of improved grounds as indicated in the attached maps. A schedule of 17 mowing rounds will be provided at the pre-work meeting. A single mowing round will consist of all 65 acres being completed during the scheduled weekly timeframe. The schedule is subject to change, in the sole discretion of the Government, due to turf conditions, public use patterns, weather, and other factors.
The Contractor will be given a minimum of three calendar days’ notice when schedule changes are required. The Contractor is to arrive on site on the day scheduled with adequate equipment, labor and supervision to perform a complete mowing and trimming of all scheduled areas within four calendar days.
B.3.2.2. If weather or turf conditions warrant an extension of time for completion of a mowing round the Contractor shall make a specific request for extension to the COR which is subject to approval.
B.3.2.3. The Contractor shall attempt to minimize work adjacent to occupied campsites and picnic facilities when possible. The government reserves the right to designate the starting point and sequence of mowing areas if deemed necessary during any mowing round.
B.3.2.4. All mowing and trimming must be performed in such a manner as to prevent rutting, scalping, or tearing of turf or damage to Government facilities or private property.
B.3.2.5. Mower decks will be set at a height of 3 inches (+/- ½ inch) and the Contractor shall set and maintain equipment to closely meet that range.
B.3.2.6. The Government may add or remove vegetation (trees, flower/pollinator beds, prairies, etc.) or structures (signs, sheds, electrical equipment, plumbing equipment, etc.) during the mowing period in the mowing area outlined in Technical Exhibit #1.
Contractor shall maintain the vegetation around new or removed objects (vegetation/structures) in accordance with section B-4 at no additional cost to the Government for Mowing and Trimming. Road shoulder mowing shall be performed by the Contractor to the pavement edge and shall include rocky shoulder areas and trimming as necessary to provide a smooth uniform height of cut.
B.3.2.7. Contractor personnel shall properly reposition picnic tables after mowing and trimming under them.
B.3.2.8. Mowers shall be operated so clippings, residue, or gravel from mowing decks are not deposited on roadways, parking lots, sidewalks, campsites, picnic shelter or comfort station/shower building floors and entryways or bike trails. Contractor shall have proper equipment with each mowing crew and shall sweep, use a power blower or otherwise remove material deposited on those areas by their operations within 2 hours of cutting so that all facilities remain fully usable by the public and that the grass and material are not tracked into facilities.
B.3.3. TRIMMING.
B.3.3.1. Grass and weeds shall be trimmed around trees, shrubs, buildings, campsites, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles. The Contractor shall trim the borders of flower beds and in and around single or multiple trees and shrub mulched plantings. Trimming height shall match surrounding area grass heights (+/- 1 inch).
B.3.3.2. Re-sprouting woody stumps shall be trimmed to the same height as the stump.
B.3.3.3. Trimming involves all improved grounds. All areas shall be trimmed concurrent with mowing.
B.3.3.4. Damage to trees and shrubs from trimming shall be repaired by the contractor.
If a plant should die or become unhealthy due to damage, the contractor will be responsible for replacing the damaged plant with a plant of same size and type. Plant replacement shall occur within 15 days of noticed damage.
B.3.3.5. Herbicide may be used in place of mechanical trimming by the Contractor according to the terms set forth herein. Contractor must provide evidence of properly licensed applicators prior to approval of herbicide use. Contractor must meet the requirements in B.4.3.5.1 through B.4.3.5.8. Herbicide application is OPTIONAL and is not required. The amount of hand trimming and all other costs shall be included in the Contractor's offer.
B.3.3.5.1. Proposed herbicide formulations must be submitted to the COR for Government review and approval. Products must also be on the Rock Islands District’s list of Pre-Approved Pesticides. Use of any other pesticide is prohibited unless approval is received from the Rock Island District Pesticide Coordinator.
Requests for pesticide approval should be sent to the COR for preliminary review and then forwarded to the District Coordinator for final review. All herbicides must be in accordance with Federal, State, and local laws, rules and regulations governing the use of such herbicides and pesticides. RESTRICTED USE
PESTICIDES ARE PROHIBITED.
B.3.3.5.2. The Contractor shall employ the least hazardous materials, most precise application technique, and minimum quantity of pesticide necessary to achieve control. Pesticides used by the Contractor must be registered with the U.S. Environmental Protection Agency, state and/or local jurisdiction. Transport, handling, and use of all pesticides shall be in strict accordance with the manufacturer’s label instructions and all applicable Federal, State, and local laws and regulations. All chemicals shall be in the original manufacturer’s containers and properly labeled.
B.3.3.5.3. Only qualified, trained, and certified personnel or licensed Contractors shall apply any chemicals. Uncertified individuals working under the supervision of a certified pest applicator or licensed Contractor shall not be permitted to provide service under the terms of this contract.
B.3.3.5.4. The Contractor shall notify and coordinate with the COR prior to any chemical application to avoid conflicts with park users, other Contractors, and Corps staff. The Contractor assumes all responsibility and liability for improperly applied chemical.
B.3.3.5.5. All spraying equipment shall be calibrated for proper rate/acre.
B.3.3.5.6. No spraying shall be performed when the following conditions exceed specifications listed on the herbicide label including but not limited to: wind speeds, temperatures, rain, prediction of immanent rain, humidity, or other conditions. No spraying shall occur if wind directions are likely to result in significant drift to surface water, high public use areas, or other non-target locations.
B.3.3.5.7. The Contractor is required to complete the Daily Application Record Sheet, CEMVR Form 55-E, Aug 2000, report for each time any chemical is used.
The report shall be completed daily and submitted to the Saylorville Lake Project Office within one week after application, see Technical Exhibit #6.
B.3.3.5.8. The government reserves the right to decline any or all use of herbicide, at any time for the duration of the contract. If a Contractor is not allowed to utilize herbicide in place of mechanical trimming, the Contractor is required to complete all required trimming at no extra cost to the government.
B.3.4. TIME PERIOD
B.3.4.1 No on-site work will be permitted on Fridays after 2:00PM, Saturdays, Sundays, Federal holidays, or between the hours of 6:00 PM and 8:00 AM unless this restriction is specifically waived by the COR.
B.4 ANTITERRORISM (AT) AND OPERATIONS SECURITY (OPSEC)
ACCESS AND GENERAL PROTECITON POLICY AND PROCEDURES
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract.
The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Antiterrorism (AT) Level I training: All contract personnel requiring routine access to Army installations, facilities, and controlled access areas, or requiring network access shall complete initial and annual refresher AT Level I awareness training. Online AT Level I awareness training is available at https://jko.jten.mil/ (website subject to change).
For Access and General Protection Policy and Procedures. All Contractors and sub-contractor employees shall comply with installation and facility access guidelines and rules as stated herein. Contractor workforce must comply with all personal identity verification requirements as directed by Department of Defense, Department of the Army Headquarters, Rock Island District and/or local policy. In addition to the changes otherwise authorized by the Changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in Contractor security matters or processes.
In support of Rock Island District evaluation of personnel authorized for access to federal facilities, the Contractor shall submit background checks that have been conducted by a bonded third party within the last 6 months of Notice to Proceed date and authorize reports to be provided to the Rock Island District Security and Law Enforcement Office by the third party. The background check will cover, at a minimum, the ten years covering states the employee has lived in, national criminal records check which includes felony and misdemeanor offenses, Department of Motor Vehicles records, and a national sex offender registry check, submitted 14 days prior to accessing the project site.
Identification Badges: The Contractor shall be responsible for furnishing a photo identification badge/card to each employee prior to the employee's work on-site, and for requiring each employee engaged on the work to display identification. At a minimum, the badge shall have the following items shown, the employee’s picture, employee’s name, and company name working for. The badge will be prominently displayed unless restricted for safety concerns, in which case it will be available for immediate display upon request (carried on person).
As employees are added or deleted from the submitted and approved Access Control List (ACL), this information will be reported immediately to the Contracting Officer (KO).
Added employees will not be permitted on-site until requirements of this paragraph are completed, submitted, and approved.
Disqualifying factors include, but are not limited to:
(1) Criminal conduct, in particular violent crime and sex offenders;
(2) Habitual use of intoxicating beverages to excess as evidenced by Driving under the influence or public intoxication records; or
(3) Any illegal activity or other disqualification which makes the individual unfit for service (e.g. drug trafficking or procurement fraud).
In addition to the submitted background checks, supplemental agency checks may be performed at the discretion of the Rock Island District security personnel. The Contractor agrees to cooperate and ensure that Contractor personnel provide any documentation required to complete these checks. Any person lacking proper identification credentials or deemed a security threat may be denied access to the project. Such action in no way relieves the Contractor from performance of the Contract.
The Rock Island District retains the right to deny any Contractor and sub-contractor employee from working on a contract awarded by the Rock Island District based on final background investigation results. All information received as a result of a background check will be handled according to Privacy Act regulation.
In the event that an unexpected change in personnel is required, due to sudden absence of a critical path employee, the Contractor shall immediately contact the Contracting Officer to coordinate obtaining written approval from the Security Office for new/additional personnel to be brought on site prior to background check acceptance.
Contractor shall submit Personnel Change Request Form and will receive written authorization from the Security Office prior to bringing new personnel on site and ensure a background check is sent to the Rock Island District Security Office no later than ten days from written notice of approval. The Rock Island District reserves the right to terminate access of the employee upon completion of the Government’s review of the background check and the Contractor shall be notified immediately of any such Government decision.
In the event of an unforeseen change in work site conditions which may require a contract modification, and the contractor is required to immediately add personnel, a Personnel Change Request Form will be submitted to and approved by the Security Office prior to bringing new personnel on site, and ensure a background check is sent to the Rock Island District Security Office no later than ten days from written notice of approval. The Rock Island District reserves the right to terminate access of the employee upon completion of the Government’s review of the background check and the Contractor shall be notified immediately of any such Government decision.
Subcontractor personnel not expected to be on the worksite for more than 15 days may be allowed on site with the following conditions:
1) Employee will be on site a total of 15 days or less, for the duration of the project.
2) Employee is added to the ACL as a short-term employee.
3) Employee is escorted while on site. This is defined as being in the line of sight of an identified contractor employee who has a background check on file with the Rock Island District (as noted on the ACL).
4) Each contractor employee can sponsor only five short term employees at a time.
Foreign National employees: Due to a difference in background check procedures for long term foreign national employees, all such employees must provide a photocopy of their passport to the Rock Island District Security Office NLT 30 days prior to arrival on site. Short term foreign national employees (e.g. specialists with a two week period of performance) may work on site with the following conditions:
1) Foreign national employee will be on site a total of 15 days or less, for the duration of the project.
2) Foreign national employee will comply with E-verify requirements E-verify paragraph).
3) Approved and identified contractor employee shall escort the foreign national employee at ALL times while on site.
4) Each contractor employee can sponsor only one short term foreign national at a time.

Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
Training requirements for the protection of sensitive information: All contract personnel with access to critical information (as identified in the RA's OPSEC Program) shall complete initial and annual refresher OPSEC Level I Awareness training, which is available at the following websites: https://www.iad.gov/ioss/, or http://www.cdse.edu/catalog/operations-security.html (websites subject to change). All contract personnel with access to Controlled Unclassified Information (CUI) shall complete initial and annual refresher CUI training in accordance with applicable Army policy.
Escorting in classified and/or sensitive areas: In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.
Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
To protect the privacy of the Contractor, all Contractor employees, and all sub-contractor employees, background checks, OPSEC SOPs, E-verify, and I-9 forms shall be submitted with a coversheet stating the contract number (e.g. W912EK- 15-C-XXXX), title of project, and the company's point of contact information, in a sealed envelope/container and mailed to:
