About this file

This Performance Work Statement (PWS) details a renovation project for the 126th Air Refueling Wing (126ARW) Resilience Center located in Building 5046 at Scott Air Force Base, Illinois. The project involves modifying the east side of the building to create dedicated office spaces for various support agencies including Equal Opportunity, Chaplains, Airman & Family Readiness, Director of Psychological Health, and Sexual Assault Response Coordinator. Key renovation requirements include installing new walls, doors, electrical and communication infrastructure, HVAC evaluations, and finishes that match the existing building aesthetic, with specific material specifications for carpet, cove base, and acoustic ceiling tiles.

The contractor will be responsible for comprehensive project management, including site visits, coordinating utility locates and permits, maintaining building access, performing precise measurements, protecting existing property, and ensuring all work complies with United Facilities Criteria, National Fire Protection Association standards, and Air Force instructions. The project requires submitting detailed documentation, maintaining a quality control program, and completing work within a negotiated performance period. All materials and work must meet manufacturing standards, and the contractor must provide extensive documentation including as-built drawings, system inventories, and compliance with environmental regulations like the Clean Air Act.

PERFORMANCE WORK STATEMENT (PWS)

FOR

REPAIR, 126ARW Resilience Center – B5046

VDYD 252002

SCOTT AIR FORCE BASE, ILLINOIS

22 July 2025

1. REQUIREMENT:

a. BACKGROUND: The 126ARW helping agencies require a work environment that meets the needs of each agency, to include Equal Opportunity (EO), Chaplains, Airman & Family Readiness (A&FR), and Director of Psychological Health (DPH), and the Sexual Assault Response Coordinator (SARC). Several of these members require specific facility requirements, to include a dedicated entrance, soundproofing and doors that allow for visual contact. Building 5046 has been identified to house the new offices and requires a repair project to modify the building to accommodate these members and their facility space requirements.

b. OBJECTIVES: The objective of this project is to provide usable office space for all members of the future 126ARW resilience center, located in Bldg 5048.

c. PROJECT LOCATION: All work will be at the 126th Air Refueling Wing, Building 5046, Scott AFB, Illinois.

2. PROJECT ADMINISTRATION:

a. SITE VISIT: Contractor is responsible to verify all measurements and conditions pre-bid.

The Government intends to only hold one official site visit. Requests for additional site access must go through the 126th Contracting Squadron (126 CONS) point of contact (POC) listed in the Request for Proposal (RFP) letter. Any additional site access will be made available to all Contractors solicited for this project.

b. MEETINGS

i. Kick-Off Meeting/Project Schedule – Kick-off meeting to occur within one week of NTP. Overall project schedule with milestone markers and 2-week look-ahead to be completed at kick-off meeting.

ii. The contractor shall coordinate with the 126th Contracting Squadron (126 CONS) on bi-weekly meetings once the construction phase begins. This meeting shall include the review of an updated 2-week look-ahead schedule. Contractor shall provide meeting minutes within 24 hours of each meeting and allow the Government up to 24 hours to accept or request changes to the minutes.

3. PROJECT SCOPE:

Figure 1: Bldg 5046 Location with surrounding buildings and infrastructure

a. BASE BID (CLIN 001): Repair Bldg 5046 (All Work)

i. The existing building was recently renovated in 2023/2024 timeframe. The bulk of the work will be in the East side of the building with some mechanical work and electrical work needing to be terminated at the main junctions in the building. See diagram of existing building below (Figure 2). The highlighted area indicates the scope of the work to be done in the building.

Figure 2: Existing Floorplan (Highlighted Area is Scope of New Work)

ii. All finishes in the newly renovated area of the building will match the existing building. Material samples shall be provided to ensure matching during the submittal phase of the project. Examples of material types for bidding purposes are listed below:

(1) Carpet shall be Mannington Elevation Burough (15217) or approved equal

(2) Cove Base shall be Johnsonite/Tarket Cove Base (Charcoal #20) or approved equal

(3) Acoustic Ceiling Tile shall be Armstrong Optima Tegular 24”x24” panels

(White - #3251) with Sonata 9/16” suspension system.

iii. Interior Finishes:

(1) Furnish and install new 5/8-inch-thick type “X” fire code drywall over the metal stud walls in all new rooms.

(5) Install new acoustical ceiling and components to complete all ceilings to the new walls and or soffits. All ceiling materials to match existing.

(6) All finish work will be completed to meet or exceed industry standards and approval by the COR.

iv. New walls, doors, and all associated hardware, flooring, finishes, lighting, etc., shall be provided to provide office space to reflect the proposed floor plan below (Figure 3). This correlates to the highlighted area provided earlier.

Figure 3: Proposed Floorplan (Highlighted Area is Scope of New Work)

v. The east double doors are currently existing metal doors. These doors shall be replaced with a glass store front-type double door to match the main entrance on the north end.

vi. The existing HVAC is provided through a main unit that provides heating and cooling for the building, however, the existing Room 103 shown in Figure 2 earlier has a split unit that provides supplemental HVAC for the larger classroom. With the classroom now becoming offices, this may no longer be needed. An HVAC evaluation should be done to determine if there is enough capacity to provide heating and cooling for each new office to provide adequate comfort. If the existing split unit is no longer needed, it shall be returned to 126CES personnel.

(2) This work shall comply with United Facilities Criteria (UFC) 3-600-01, National Fire Protection Association (NFPA) standards (NFPA24, NFPA13), and applicable Air Force Instructions (AFI). UFC 3-600-01 supersedes NFPA and other industry standards, except where not specifically addressed by the

UFC.

(3) The objective is to ensure the fire suppression system remains fully operational and compliant following the relocation of the riser.

(4) Building 5046 is approximately 25 years old and there are no known issues of asbestos or lead paint in the facility.

(5) Submit an impairment plan to the Base Fire Department 48 hours in advance and recommend temporary fire protection measures (e.g., fire watch) of required.
