Performance Work Statement Instructional Services
Leadership Excellence and Achievement Program
1. BACKGROUND
The Department of Justice (DOJ) offers to its employees, a program designed, among other qualities, to develop leadership skills in its workforce. This Leadership Excellence and Achievement Program (LEAP) is managed by the Justice Management Division (JMD) and provides challenging developmental experiences for a cadre of GS-13 through GS-15 DOJ employees who demonstrate leadership potential. LEAP is an intensive program that focuses on significant leadership proficiencies, academics, and developmental experiences.
LEAP requires its candidates to participate in a two-day orientation, three week-long intensive academic weeks, and to complete numerous online learning modules. Participants are also expected to complete at least three shadow assignments, create an executive development plan (EDP), select and meet with a mentor on a regular basis, take part in coaching sessions, perform a 120-day developmental assignment, participate in quarterly meetings, and work on a team project and capstone statement to be presented to Departmental Leadership at the program’s conclusion.
LEAP builds exceptional leaders through the facilitation of experiential learning, intentional engagement, self-reflection, and skill development. Upon successful completion of the program, LEAP graduates return to their home agencies with new-found knowledge and skills. Graduates are expected to contribute to positive program performance in their home agencies, think strategically, and provide inclusive working environments for their colleagues and employees.
The DOJ requires contractor consulting, facilitation, coaching, training, and presentation services to help run the program. In accordance with this Performance Work Statement (PWS), the contractor shall provide these services in support of DOJ’s LEAP effort. The contractor shall coordinate Technical Direction (TD), in coordination with the LEAP Program Manager. These projects are limited in scope and defined in the Statement of Service provided during the interagency agreement process.
The TDs are only authorized within the scope and funded amount of the order and any TD that is outside the scope of the order or that exceeds the amount of available funding performed at the risk of the contractor. Therefore, the government is not obligated to pay the contractor for work exceeding the funded amount.
2. SCOPE
This project requires instructional services to design and deliver one (1) 2-day orientation program, three (3) 5-day integrated learning weeks, seventy-two (72) hours of coaching, and a one-day Coaching Workshop for up to four (4) federal employees overseeing project teams. Contractor has maximum flexibility to submit its innovative approach to satisfy the government’s requirement for this workshop.
The design will require collaboration with the client to determine specific objectives and subject areas.
The course will be delivered utilizing the client’s platform and technical producer.

2.1 Senior Executive Service Candidate Development Program (Government Option)
Separate from the LEAP effort, the Department offers a similar type of program, the Senior Executive Service (SES) Candidate Development Program (CDP). Contractor services under this program are not authorized unless the issued contract or modification thereunder explicitly states so. Otherwise, the SES CDP effort is assumed to not be a part of the contract. At any stage during the life of the contract, the Government may request from the contractor a detailed proposal for this additional effort. If agreeable, the Department may choose to exercise the option, and add the program to the contract.
If exercised, the option will require the contractor to design, develop, and facilitate virtual course instruction for the program. That course will require an estimated additional 80 hours (minimum) of instruction. The course design shall allow for an additional week-long option, a formal program orientation, and executive coaching (similar to the LEAP effort) both inside and beyond the SES CDP.
