QUESTIONS & ANSWERS

1. Is this a new program or does it exist? If an exisng program, who is the incumbent?

This effort is not new to the Department of Jusce; however, DOJ hasn't yet procured it on its own. Historically the Department has relied on joint services from other agencies. Accordingly, there is not too much historical acquision informaon available to the Department. However, it appears the most recent effort was secured through order number 140D0423F0912 against IDV: 140D0423A0046, incumbent LDSS, Inc.

2. What is the budget for the project?

The Department has not received any finalized budget for this program for this year. The Department intends to allocate budgetary funds based upon this compeon.

3. Is the contract firm, fixed price (FFP) or Time and Materials (TM)?

The Department has not selected an official contract type for this effort. The Department would prefer to see from the market to determine what best suits the need. It’s possible the contract would be a hybrid with FFP elements for those items that are known to take place (such as the orientaon & learning weeks) and T&M elements for those items that will likely occur, but the volume and specific ming is unknown.

4. Will other virtual plaorms be considered (8)?

No. BlackBoard is the Department’s interacve tool and knowledge management repository.

Seminar weeks must be conducted via BlackBoard.

5. Will other assessments be considered (Factor 2)?

The assessments listed are ulized during the program. Other assessments may be added but the ones listed are considered a minimum to meet the requirement.

6. Can years of experience be in lieu of master’s degree for instructors (Factor 1)?

Years of experience may be considered, though a minimum of a master’s degree is preferred.

7. How many parcipants are ancipated in workshops?

24 parcipants (and the program manager) parcipate in the orientaon and seminar weeks.

Four team coaches (and the program manager) parcipate in the coaching workshop.

8. Please break down how the 72 hours of coaching will be used.

One coaching hour per parcipant (24 parcipant total) is offered aer each of the three seminar weeks.

9. Please clarify if you are looking for details regarding the SES CDP (2.1) to be included in THIS proposal.

Details for the SES CDP need not be included in this proposal. It is menoned as a potenal add-on opon that has not yet been and may not be funded.

10. When do you ancipate the award?

The Department hopes to issue an award before the close of March barring unforeseen circumstances.

11. Is this a new requirement or contract renewal? If renewal what is the current contract number?

Please see Queson and Answer 1

12. The Understanding of formal instruction duration i.e. 300 hours is not clear. As per the RFP requirements, the Leap training program requires 2-day orientation program, three (3) 5-day integrated learning weeks, seventy-two (72) hours of coaching, and a one-day Coaching Workshop for up to four (4) federal employees. The calculation of all these comes around 144 total hours. So, is there anything extra expected to be included in Formal Instruction which will complete 300 hours.

The total of 300 hours was offered as an estimated maximum number of instruction hours.

This figure was derived from DOJ’s historical operation of the program which indicates two instructors are ideal. Accordingly, two instructors teaching two orientation days (32 total hours), three five-day seminar weeks (240 total hours) and one-day coaching instruction (16 total hours) totals 288 hours. The inclusion of possible instructor consultation with the program manager (only a few hours estimated) totals approximately 300 total hours.

The 72 hours of coaching is separate from this count. Further information on this line item can be found in Question and Answer 8.

13. “Provider must be certified in the following assessments: Conflict Dynamics Profile, Crucial Conversations, DiSC, OPM 360, and Pro Energy Profiler assessments. Additional certifications are a plus.” Is it mandatory to have all certifications?

Yes. Please also see Question and Answer 5

14. What would be the expected number of participants?

Please see Question and Answer 7

15. Virtual Platform and Producer (with BlackBoard as the platform). Please explain.

Please see Queson and Answer 4

16. Could you confirm who the incumbent on this effort is?

Please see Question and Answer 1

17. Could you confirm how many participants have previously gone through the LEAP program?

Please see Question and Answer 7

18. Is there a list of Certified WOSBs or does the DOJ have someone in mind to help support this effort?

The Department does not maintain a list of cerfied WOSBs. The Department would like to consider all interested WOSBs who supply a proposal.

19. Factor 2 highlights the certification requirements and states that the provider must be certified in OPM 360 -- how would the contractor obtain this certification?

The Department has limited contact with OPM on this specific issue. It is the Department’s understanding that OPM hosts cerficaon courses on a roune basis, however the next availability of those courses is not immediately known to us as of this response. Interested vendors may wish to contact OPM directly to receive more up-to-date and accurate informaon.

20. Is there a specific format that the DOJ prefers for the pricing breakdown?

Please see Queson and Answer 3.
