Instructions to Offerors & Evaluation Criteria
Submissions – Contractors shall submit all responses to frank.c.giguere2@usdoj.gov.
PDF files are the preferred document type. To prevent inadvertent deletion, all emails must contain “DOJ Learn-LEAP Submission” early in the email subject line. In the body of the email, the contractor must detail the intended amount and titles of attachments to ensure that the Government received all attachments. Questions, if any, must adhere to the Q&A schedule listed in the body of the posting itself. To prevent inadvertent deletion, “DOJ Learn-LEAP Question(s)” early in the email subject line. Please include all questions in one email (and not several emails. Please note that ALL questions and ALL of the Government’s official answers will be posted as an amendment to the solicitation. The Contracting Officer will attempt to respond to each submission and question email indicating receipt. Contractors who have not received such an acknowledgment may wish to follow up the following day. Submissions shall be in the form of an attachment. Multiple attachments are permitted, however, no single submission may exceed 15 pages. Pages in excess of 15 pages will not be reviewed. At least one page in the submission must include company information including the System for Award Management (SAM) Unique Entity Identifier (UEI) and the small business status of offeror. If interested, contractors are permitted to submit joint proposals. Joint proposals may not exceed 16 pages total (one additional page is granted to accommodate the mandatory company information page). Such proposals must clearly state which other proposal, and from which entity, it is jointly submitting. Contractors submitting joint-proposals assume the risk that if the joint-proposal is not considered or selected, neither will theirs be selected.
Contractors are not required to submit joint-proposals. However, the Government will not accept partial solutions to this requirement. All individual proposals or the totality of jointly submitted proposals must meet the Government’s minimum need.
Evaluations – The selection and final award decision will be made based on a determination by the Contracting Officer as to which quotation represents the “Best Value” to the Government. “Best Value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.
The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation. The government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.
Once the government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.
