About this file
This is a Performance Work Statement (PWS) for laundry and dry cleaning services at Dyess Air Force Base in Texas. The contractor must provide all personnel, equipment, transportation, and supplies to deliver laundry and dry cleaning services including pickup and delivery at multiple lodging buildings. Service performance must comply with standards set by the Joint Commission on Accreditation of Health Care Organization (JCAHO), Infection Control Committee (ICC), International Fabricare Institute Publications, and the Accreditation Association for Ambulatory Health Care (AAAHC).
Pickup occurs seven days per week (except three federal holidays: New Year's Day, Thanksgiving, and Christmas) with dirty linens available at 2:00 pm and required pickup by 5:00 pm from designated buildings. Clean linens must be delivered by 7:00 pm the same day, with an exception for buildings 7420, 7421, and 7403 requiring delivery by 4:00 pm. White linens (towels, sheets, pillowcases, blankets, mattress pads, and shower curtains) follow a specific cleaning schedule with delivery one to two business days after pickup; bedspreads, bed skirts, and drapes follow a separate schedule with two to three business day turnarounds. The contractor must maintain linen accountability through a three-part inventory ticket system, repair minor damage at no cost, and ensure 95% compliance with pickup/delivery schedules, packaging requirements, workmanship/sanitation standards, vehicle cleanliness, repairs, and correct quantities. Missing items after seven calendar days are considered lost and require full replacement cost reimbursement. Appendix A lists approximately 39 line items with estimated quantities, cleaning prices, and finishing requirements, including sheets (ranging from 100 to 9,000 units each), pillowcases (39,000 units), blankets, mattress pads, towels (24,000 units), washcloths (26,000 units), and laundry bags (12,000 canvas and 275 nylon), with a delivery fee covering 52 weeks of service.
