PERFORMANCE WORK STATEMENT (PWS)
FOR
Additional Flight Line Cameras for Blind Spot Coverage

CHAPTER 1
Service Description
1.0. DESCRIPTION OF SERVICES: The Contractor shall provide all labor, equipment, parts, programming, and other services required to accomplish the installation of additional cameras to cover blind spots and zoom-in capability. The requirement IAW AFI 31-101, is to provide, mount, install and program seven (7) Internet Protocol (IP) Pan/Tilt/Zoom (PTZ), one
(1) fixed camera, and three (3) PTZ cameras as spares to include appropriate mounting components. All components will need to be able to communicate to the Video Image Control and Display System (VICADS), which monitors the Flight Line Entry Control System (FLECS), and be viewable at building 1845, 316th Security Forces Base Defense Operations Center
(BDOC). The Contractor shall submit a detailed list of parts before purchasing to the 316th
Security Support Squadron, Electronic Security Systems office and shall only select parts from the most current Air Force Security Forces Approved Equipment Listing (Attachment 1). A lift or boom lift is required to reach some but not all listed cameras. Trenching may be necessary for the cameras located at ECP 22 Inbound, ECP 24 Inbound, and Outbound; a pre-award site survey must be conducted to make this determination. The Contractor shall purchase parts only from the
Approved Equipment Listing (Attachment 1). The Contractor shall pre-program all cameras with up-to-date software and licensing for seamless integration into VICADS before shipment to expedite on-site installation. The Contractor shall be certified in VICADS, Vindicator, Cisco switches, programming, and underground power line installation with conduit to provide on-site programming and testing and ensure equipment is fully integrated and operational. Fully operational is considered when the equipment is capable of monitoring, capturing, and recording from BDOC and the server room located in building 1845 through the use of VICADS.
Equipment is listed below.
1) Camera Mounts for Fixed/PTZ Cameras
2) Record License (1 per camera)
3) 7 Bosch PTZ cameras to be installed with IDS tamper sensor (Attachment 2)
4) 1 Fixed Pelco camera installed (Attachment 2)
5) 3 Spare Bosch PTZ cameras to be supplied
6) 1 Encoder and 1 CommNet Switch per camera
7) CAT 6 Interior/Exterior Rated Cabling & Single Mode Fiber
8) Security Power Supply (12v/24v/120v) as required by camera specifications
1.1 PERIOD OF PERFORMANCE: The period of performance should extend to no more than one hundred and twenty days (120) after date of award. Any extensions or modifications to the period of performance must be coordinated with the Contracting Officer’s Representative (COR).
1.2. WARRANTY: The contractor shall provide a one year warranty of the product installed to include all required software updates to support the installed equipment. Routine services are repairs that are reported, scheduled and performed during duty hours. Normal duty hours are 7:30 am to 4:30 pm, Monday through Friday. Upon notification of a routine service requirement by the
COR, the contractor shall report no later than five (5) duty days after notification. When requested by the COR, the contractor shall provide equipment hookup to the existing monitoring system, startup and/or shut down, to facilitate assessment, troubleshooting and shall perform repairs to return an existing system or component to full operating condition. The contractor shall attempt to complete routine services within 48 hours of arrival. If a discrepancy requires more than 48 hours to correct, the Contractor shall notify the COR and provide recommendations and an estimated completion date (ECD) and time to correct the discrepancy. The Contractor shall document discrepancies and corrective action(s) taken to correct the discrepancies. This information shall be made available to the designated COR.
1.3. PERSONNEL ROSTER: The Contractor shall immediately submit a complete roster of all personnel of contact (POC) and provide an update to the COR when any personnel changes have been made. Long term badges of personnel no longer employed by the Contractor shall be returned to the COR no later than the next business day after the termination of employment.
CHAPTER 2
Government Furnished Property and Services.
2.1. UTILITIES: The Government will furnish basic utilities necessary to perform maintenance.
2.2. POLICE AND FIRE PROTECTION: The Government will provide police and fire protection.
2.3. MEDICAL: The Government will provide emergency medical service for contractor employees injured while performing work on this installation.
CHAPTER 3
General Information
3.0. EMPHASIS ON GOVERNMENT AUTHORIZED REPRESENTIVE: Any
additional work performed under this contract shall be authorized by the Contracting Officer. Any work performed without authorization from the Contracting Officers approval will be the individual’s own risk and responsibility.
3.1. INDIVIDUAL POINT OF CONTACTS: The Contractor shall provide to the
Contracting Officer or COR a means of communication by which to be contacted during and after normal duty hours (i.e., cell phone number) to meet the required timeliness as noted in this PWS.
3.2. NORMAL DUTY HOURS: Normal duty hours are from Monday through Friday, 0730 to 1630 EST.
3.3. GOVERNMENT HOLIDAYS: New Year's Day, Martin L. King, Jr. Day, President's
Day, Memorial Day, Juneteenth, Independence Day, Columbus Day, Thanksgiving Day, Veteran's
Day, Christmas.
3.4. SECURITY REQUIREMENTS: Contractors’ must sign an agreement stipulating the security requirements of this contract. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the Government installation, shall abide by all security regulations of the installation (Attachment 3). Individuals providing services under this contract are subject to background checks IAW Department of
Defense Instruction 1402.5 dated 19 January 1993. The Government will conduct criminal background checks on individuals providing services under this contract, using the procedures set forth in Department of Defense Instruction 1402.5 dated 19 January 1993. Background checks will be based on fingerprints of individuals obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories. Individuals shall provide proof of the background check to the COR.
Documents required for proof of background check includes a FBI fingerprint check and State criminal history check.
3.5. PHYSICAL SECURITY: The Contractor shall be responsible for safeguarding all
Government property provided for Contractor use. At the close of each work period, all
Government facilities, equipment and materials shall be properly stored and secured.
3.6. CONDUCT: The contractor shall be responsible for the actions of all employees working on the installation at all times.
3.7. WEAPONS: Weapons of any sort are not authorized on Joint Base Andrews, this includes, pistols, shotguns, assault rifles, rifles, knifes, swards, nunchaku brass knuckles, or any other instrument designed with the sole purpose to injure or maim. Combination tools such as
Leatherman and small pocket knives with folding blades less than four inches are authorized if used in the performance of duty. If there are any questions concerning an authorization of an item the contractor shall verify with NCOIC at Andrews AFB Visitor Control Center prior to transporting the item on the installation. Those found in violation of directives are subject to apprehension, criminal charges and debarment from the installation.
3.8. ILLEGAL/CONTROLLED SUBSTANCE: The U.S. federal government is the most vocal opponent of the drug industry and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized on Andrews AFB what so ever, controlled substances may not be transported on the installation via vehicle or on an individual’s person, i.e., marijuana/Cannabis, cocaine, crack cocaine, LSD, Methamphetamine (Meth), Heroin, Anabolic steroids, Psilocybin mushrooms, are some examples of forbidden substances (this list is not all inclusive). Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired and the label must clearly indicate the name of the person the medication is issued to. Otherwise, the prescription medication may be deemed illegal by law enforcement officials. Those found in violation of directives are subject to apprehension, criminal charges and debarment from the installation.
3.9. BASE PASSES: A base identification card/vehicle pass shall be obtained for all employees including any subcontractor. It is the intent of the government that each employee has possession of his pass at all times while working on this contract. The Contractor shall be responsible for the return of any pass when employment and/or the contract is terminated. Lost or stolen passes shall be reported immediately to the Contracting Officer with a written follow up to the Contracting Officer within 72 hours.
3.10. ENVIRONMENTAL COMPLIANCE: The Contractor shall comply with all applicable federal, state, and base environmental regulations. The Contractor shall notify the COR prior to transporting or using hazardous materials on Joint Base Andrews and submit a completed AF Form
3952 (Chemical Hazardous Material Request/Authorization) to the COR prior to doing so.
