About this file

This is a Performance Work Statement for the installation and upgrade of fiber optic cable infrastructure at Dobbins Air Reserve Base's Air Traffic Control Tower.

The project involves installing one continuous 12-strand, 150-foot single-mode fiber optic cable to replace legacy multimode fiber currently supporting the NINJA (Negation of Improvised Non-State Joint Aerial-Threats) drone suppressant system. The contractor must route the cable from the 1st floor telecommunications rack to the observation deck equipment rack, utilizing existing conduit and cable trays where available and installing additional innerduct or j-hooks if pathways are at capacity. The contractor shall provide a minimum of 15 feet of service loop at both termination points. Installation requires furnishing and installing two rack-mountable Lightguide Interconnect Units (LIUs)—one on each floor—sized for 12-strand terminations with 12-port adapter panels, along with factory-polished LC-APC pigtails fusion-spliced to the trunk cable, splice trays, cable management accessories, and rack-mounting hardware. Plastic zip ties are prohibited; hook-and-loop ties must be used instead. The contractor must also decommission and properly dispose of the existing multimode fiber per base environmental guidelines, and maintain cleanliness throughout the project while coordinating with active ATC Tower operations.

Testing requirements include bidirectional optical testing of all 12 strands using an OTDR and OLTS at 1310 nm and 1550 nm wavelengths, with attenuation and return loss conforming to TIA/EIA-568 standards; failing strands must be re-spliced and re-tested at contractor expense. All cables and ports must be permanently labeled per ANSI/TIA-606-C standards. Deliverables include complete test results in digital and hard copy formats, as-built drawings showing cable routing and rack elevations, and manufacturer warranty documentation. All contractor personnel must be U.S. citizens with background clearance for unescorted base access, and work must comply with OSHA and Air Force safety regulations, particularly fall protection and telecommunications riser protocols.

PERFORMANCE WORK STATEMENT

(PWS)

Project Title: 12-Strand, 150-Foot Single Mode (SM) Fiber Optic Cable Installation and Upgrades for NINJA System

Location: Air Traffic Control (ATC) Tower, Dobbins Air Reserve Base (ARB)

1.0 General Scope

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the installation of a new 12-strand, 150-foot (150ft) Single Mode (SM) fiber optic cable at the Dobbins ARB ATC Tower. This new SM fiber will replace an existing legacy multimode (MM) fiber run currently supporting the Negation of Improvised Non-State Joint Aerial-Threats (NINJA) system.

1.1 Background

The existing multimode fiber linking the 1st floor communication room to the observation deck is being upgraded to single-mode fiber to support the enhanced bandwidth, reduced latency, and distance requirements of the upgraded NINJA drone suppressant system.

2.0 Specific Requirements

The contractor shall execute the following tasks:

2.1 Fiber Optic Cable Installation

• Routing: Install, route, and secure one (1) continuous 12-strand, 150-foot SM fiber optic cable from the designated telecommunications rack on the 1st floor to the designated equipment rack on the observation deck of the Dobbins ARB ATC Tower.

• Pathway: Utilize existing conduit, cable trays, and riser pathways where available. If existing pathways are at capacity, the contractor must provide and install necessary innerduct or j-hooks strictly adhering to building fire codes and base infrastructure standards.

• Service Loops: Provide a minimum of 15 feet of service loop at both the 1st-floor origination point and the observation deck termination point to accommodate future adjustments and re-terminations.

2.2 Hardware and Accessories

The contractor shall furnish and install all necessary termination hardware, including but not limited to:

• Lightguide Interconnect Units (LIU):

• Install one (1) rack-mountable LIU enclosure on the 1st floor.

• Install one (1) rack-mountable LIU enclosure on the observation deck.

• LIUs shall be sized appropriately for a 12-strand termination (e.g., standard

1RU rack-mountable enclosures fitted with compatible 12-port adapter panels).

• Connectors and Pigtails: Terminate all 12 strands at both ends using factory-polished LC-APC (or otherwise specified by the NINJA system technical requirements) pigtails seamlessly fusion-spliced to the trunk cable.

• Splice Trays & Management: Provide and install compatible splice trays, splice sleeves, and cable routing guides within the LIUs.

• Accessories: Supply all necessary rack-mounting hardware, blanking panels, and hook-and-loop (Velcro) ties for cable management. Plastic zip ties are strictly prohibited for fiber optic cable management.

2.3 Decommissioning of Existing Fiber

• The contractor shall carefully disconnect and extract the existing multimode

(MM) fiber run currently servicing the NINJA system to free up riser space.

• Removed cabling must be disposed of or recycled in accordance with Dobbins

ARB environmental and disposal guidelines.

3.0 Testing and Labeling

3.1 Testing

• Upon completion of termination, the contractor shall test all 12 strands bi-directionally using an Optical Time-Domain Reflectometer (OTDR) and an Optical Loss Test Set (OLTS).

• Testing must be conducted at both 1310 nm and 1550 nm wavelengths.

• Attenuation and return loss must fall within acceptable limits per TIA/EIA-568 standards. Any failing strands must be re-spliced/re-terminated and re-tested at the contractor's expense.

3.2 Labeling

• All cables, LIU panels, and individual ports shall be clearly and permanently labeled in accordance with the ANSI/TIA-606-C administration standard.

• Labels must indicate the origination point, destination point, and specific use

(e.g., "NINJA SYSTEM SM TIE: 1ST FL - OBS DECK").

4.0 Contractor Responsibilities & Site

Conditions

• Site Survey: The contractor is highly encouraged to conduct a site visit to verify cable path distances, conduit availability, and rack space prior to procuring materials.

• Cleanliness: The contractor shall maintain a clean and safe work environment, removing all debris and packaging materials from the facility daily.

• Coordination: Installation in an active ATC Tower requires close coordination with base communications and air traffic personnel. Disruptions to existing active infrastructure must be avoided.

5.0 Security and Safety Requirements

• Clearances: All contractor personnel must be U.S. citizens and pass required background checks to obtain unescorted access to Dobbins ARB and the ATC Tower.

• Safety Standards: Work shall be performed in compliance with all Occupational Safety and Health Administration (OSHA) and Air Force standard safety regulations, particularly regarding fall protection and working in telecommunications risers.

6.0 Deliverables

The contractor shall provide the following upon project completion:

1. Complete OTDR and insertion loss test results (digital and hard copy).

2. As-built drawings detailing the exact cable route, conduit usage, and rack elevations.

3. Manufacturer warranty documentation for the fiber, LIUs, and connectivity hardware.
