About this file

This is a Questions and Answers document for federal contract FA670326Q0015 addressing fiber optic cable installation at the Dobbins Air Reserve Base ATC Tower.

The document clarifies key requirements and constraints for the fiber optic installation project. Site visits are not mandatory, and a Georgia low-voltage/electrical contractor license is not specifically required. Bid, payment, and performance bonds are not required, though prime contractors may utilize qualified licensed fiber/low-voltage subcontractors subject to small business requirements. The installation utilizes an existing multimode conduit pathway from the first floor to the observation deck. The Line Interface Unit (LIU) on the observation deck should utilize the existing multimode/fiber panel if available; otherwise, a new LIU must be installed on the observation deck connecting to the existing pathway. Armored fiber must be protected from weather per commercial best practices. Existing conduit/cable tray pathways have available capacity, though no existing route drawings are available. Service loops require 15 feet at both ends—on the observation deck integrated with existing loops using outdoor-rated labeling, and on the first floor coiled and labeled on the rack. Personnel performing fusion splicing and OTDR/OLTS testing must hold fiber certifications such as FOA/CFOT, BICSI, or manufacturer certification. Additional requirements include escort requirements for all personnel at all times, personnel lists submission, operating hours of Monday-Friday 8am-11pm and Saturday-Sunday 8am-4pm (no holidays), multimode fiber disposal through 94CS, and specific labeling and service loop placement designations to be finalized at time of installation.

7 Question Can we view the blueprint of the ATC Tower including all floors (1-7, roof)?

Answer No

8 Question Can another Site Visit be scheduled to see the pathway of the conduit on all floors (1-7) to determine the orientation of the closets on each floor and if floor penetrations have to be done?

Answer No to site visit

9 Question . Which rack will house the LIU on the observation deck?

Answer if available utilize the existing multimode/fiber panel on the observation deck. If no room inside install new LIU on the observation deck connecting to the existing path for connection to system

10 Question Will the current MaxCell be used to install new single mode fiber?

Answer if available utilize the existing multimode/fiber panel on the observation deck. If no room inside install new LIU on the observation deck connecting to the existing path for connection to system

11 Question Will armored fiber be required?

Answer it will need to protected from any weather by fiber approved commercial best practices.

12 Question The rack at the observation deck was not identified for the rack-mounted LIU. Will this be addressed?

Answer if available utilize the existing multimode/fiber panel on the observation deck. If no room inside install new LIU on the observation deck connecting to the existing path for connection to system

13 Question Exact Rack Locations – Please confirm the exact rack units (RU positions) for LIU installation on both floors.

Answer will be accomplished at time of installation.

14 Question Pathway Capacity Verification – Are the existing conduit/cable tray/riser pathways confirmed to have available capacity? If not, provide pathway drawings or authorize installation of innerduct/J-hooks.

Answer Yes

15 Question Approved Fiber Route – Provide any existing route drawings or confirm contractor-proposed routing is acceptable.

Answer none available

16 Question Labeling Convention – Confirm required labeling format beyond ANSI/TIA-606-C (e.g., color codes, naming schema).

Answer will be accomplished at time of installation.

17 Question Access Requirements – Clarify any ATC Tower restrictions, quiet hours, or operational constraints.
