1 Scope This contract provides calibration and maintenance for Keysight lab equipment. The equipment must meet International Organization for Standardization (ISO) and International Electrotechnical Commission (IEC) regulation ISO/IEC 17025:2017 and ISO 9001:2015, which will ensure competency and quality management system for the Federal Bureau of Investigation (FBI) Laboratory Division (LD).
Annual calibration is required to ensure laboratory ISO/IEC operation regulations are maintained. This ensures that all laboratories operate competently and generate valid results. If proper calibration isn’t maintained, it can cause inaccurate measurements and it forces the division to exclude the equipment from availability.
This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
2 Introduction Technical Exploitation of Improvised Explosive Devices (TIEDS) is an essential component of the Terrorist Explosive Device Analytical Center (TEDAC) mission. The Technical Exploitation Unit (TExU) performs electronic and trend analysis of devices that have been used in improvised explosive device (IED) incidents or were captured prior to use.
TExU applies advanced technical solutions and provides analytical support to investigations. It intercepts or seizes electronic information that has not been successfully accessed through traditional methods. The TExU applies engineering and scientific methods to research, test, and apply new methods to successfully access information. Engineers provide critical information regarding the device description, radio frequency, signal characterization, and electrical schematic reconstruction. Engineers also provide possible IED operational scenarios, electronic data recovery, and possible trends in an IED design, manufacture, and deployment.
If an error occurs while utilizing laboratory equipment, the engineer is forced to stop the examination, confirm the error and move to a different workstation to continue testing. Preventative maintenance is imperative as it avoids expensive unscheduled downtime, maintains optimum instrument performance, and ensures latest functionality updates and enhancements.

5 Requirements
· The technicians must submit a Visitor Notification Form (VNF).
· The technician must submit to a DNA swab prior to entering the lab space.
· Senior level technicians will calibrate all laboratory instrumentation to meet the unique requirements to ensure the forensic examiners/technicians can produce reliable and reproducible results.
5.1 Calibration
· The contractor shall coordinate with the FBI Project Manager to ensure access to the equipment to be serviced, no later than four business days before a scheduled service.
· The contractor shall establish and maintain a quality program in compliance with requirements of manufacturer specifications for all lab equipment listed above. The contractor shall provide calibration data and calibration certification documents.
· Upon completion of each service, a status report shall be provided to the Project Manager.
The status report, at the minimum will include:
· Contractor's name
· Name of technician performing the repair (full printed and signed name)
· Number of hours worked
· Serial and Model number of calibrated/repaired equipment
· Measurements of calibrated parameters
· The Contractor shall provide the necessary equipment, resources, management, and labor by qualified personnel to perform the calibration to the manufacturer specification.
· The Contractor shall perform calibration of equipment manufactured under this contract and verify that the equipment meets the original warranted manufacturer’s specification.
· The Contractor shall record all measurements of calibrated parameters required to certify the equipment will perform within the original equipment warranted by the manufacturer’s specified limits.
5.2 Repairs (Optional Task)
· Contractor must provide a Report of Repair and seek authorization from the Project Manager before repairing equipment against contract. The contractor must provide a quote for each piece of equipment. Only the Contracting Officer (CO) can authorize a change in scope or additional work. Should this Optional Task be authorized, that authorization must come from the CO.
· Once repair work has been authorized by the CO, the contractor shall provide all replacements of worn and/or defective parts necessary to restore the equipment to 100% operational condition.
· If a unit is inoperable and the incoming data cannot be taken, notify the FBI Project Manager and list the equipment as inoperable on the certificate.
· CLIN Structure - Per FAR 4.1005-2(c), the repair CLIN will be used for multiple repairs throughout the PoP.

7 Personnel Availability The contractor’s normal workday will typically be within the hours of 8:30 a.m. and 5:00 p.m. CST. Flexibility within the normal workday shall be coordinated with the Government Project Manager.
8 Staff Requirements The contractor shall be able to obtain the designated level of security clearance (Visitor Notification Form/ Visitor Access Requests) prior to performing work.
Key Personnel must provide a resume.
Upon contractor’s arrival at the designated facility, the COR, task monitor, or their designated facility representative will provide additional site-specific information.
8.1 Training Qualifications
· The contractor's service representative will be factory trained and have a minimum of two years of experience working on the contracted equipment.
· Technicians must receive formal training presented by the original equipment manufacturer or similar to the make and model of equipment listed herein within the last 24 months
· Technician must have repair experience on all equipment listed herein within last 12 months.
· Contractor will provide only technically qualified technicians who are formally trained on the above equipment.
9 Security Visitor Access Requests (VARs) are incoming Clearance Passage requests from companies.
They are used when personnel with clearances held by an entity other than the FBI, are contracted to the FBI and will be consistently working on tasks in the FBI space.
Companies are otherwise required to certify their clearances with the FBI for longer than 4 days.
A VAR triggers a vetting process that confirms that the visitor's information is up to date and that they are suitable for duty in FBI facilities.
VARs cannot exceed 1 year. If the visitor needs to remain in FBI space longer than a single year, their company or agency security team is required to submit a new VAR no more than 90 days before the end of their current VAR.

VARs must contain the following information on Company or Agency letterhead, signed by security personnel:

· Brief purpose of visit

13 Government Acceptance Period The CO will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying that the deliverable has been accepted.
· The CO will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the contract. In the event of a “final version” rejected deliverable, the Contractor will be notified in writing by the CO of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions. If the opportunity is given the Contractor has two weeks to correct a rejected deliverable.
· The contractor shall be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review. The contractor shall work with personnel reviewing the deliverables to assure that the established schedule is maintained.
14 Government Furnished Equipment or Information There is no Government Furnished Equipment or Information in this effort.
15 Post Award Conference The Contractor shall attend a Post Award Conference with the Contracting Officer, Project Manager and the COR no later than 15 business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract and review the Contractor's draft project plan. The Post Award Conference will be held at the Government’s facility, located at the Redstone Arsenal in Alabama, or via teleconference.
16 Electronic Invoicing Requirements The Federal Bureau of Investigation (FBI) requires vendors to submit invoices and supporting documentation electronically through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service (Treasury) in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit IPP.gov.
Invoice Submission Vendors are required to create and submit electronic invoices using the IPP system. Invoices submitted by email will not be accepted. This requirement applies immediately upon contract award. For contract-specific questions, please contact the designated contracting officer for your contract.
Obtaining IPP Access If your company has already enrolled in IPP:
You will not be required to re-register. Please contact your company's IPP account administrator so that he/she may add you as an additional user to your company’s IPP Collector account.
If your company has NOT enrolled in IPP:
Your company will be auto-enrolled for IPP using information from your SAM.gov account. Your company's Primary Electronic Business Point of Contact (POC) will be designated as an IPP administrator. This POC will be contacted by email to register when the FBI initiates the enrollment process through IPP. To prevent enrollment delays, please ensure your designated Electronic Business POC in SAM.gov is up to date.
Your company’s IPP administrator will be responsible for initial account registration as well as creating and managing your company’s IPP users and permissions. Please note that due to U.S. Department of the Treasury guidelines, IPP cannot set up User IDs using a shared email address.
How to register for IPP:
1. Once FBI initiates the enrollment process, your company’s designated Electronic Business POC in SAM.gov will receive two emails from IPP Customer Support (ipp.noreply@mail.eroc.twai.gov):
· The first email contains the initial administrative IPP User ID
· The second email, sent within 24 hours of receipt of the first email, contains a temporary password
· You must log in with the temporary password within 30 days
1. Registration is complete when the initial administrative user logs into the IPP web site with the User ID and password provided and accepts the IPP rules of behavior. Additional user accounts, including administrators, can be created after initial login.
Training Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website. Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all IPP capabilities ranging from creating and submitting an invoice to setting up email notifications.

17 Travel and Other Direct Costs When required and authorized by the CO, COR and TPOC, the travel must be conducted in accordance with FAR 31.205-46. ODCs are not required under this effort. Should ODCs be required, the contractor must obtain CO approval before purchasing any ODCs.
