APPENDIX E

Technical Specifications

The contractor shall design, develop and implement all T&E products following the technical configuration specified in the individual task order.

1. Section 508 of 29 U.S.C. 794d, the Rehabilitation Act of 1998. The contractor shall ensure all courseware products required by each task order conform to Sec 508 of 29 U.S.C. 794d. The Rehabilitation Act of 1998 is located at https://www.epa.gov/accessibility/what-section-508. Use of specific design tools, and design documentation requirements will be specified in each individual task. 2. Army Distributed Learning Product Specifications document. Developed code shall be created in accordance with the Army T&E Product Specifications document adhering to the specific requirements identified in the individual task order. All sections of the Army T&E Product Specifications and links can be found at the following location: https://tadlp.tradoc.army.mil/references.html.

2.1 Shareable Content Reference Model (SCORM®): The contractor shall design SCORM® compliant, web-based IMI content in accordance with: SCORM® 2004 3rd edition samples, reference manuals, and technical specifications. The ADL™ - Advanced Distributed Learning (ADL™) Initiative’s Sharable Content Object Reference Model (SCORM®) website provides complete support for SCORM® developers is located at the following location: https://www.adlnet.gov/projects/scorm/.

2.2 SCORM® 3rd Edition Reference manual set. The SCORM® 3rd Edition Reference manual set is available from website: https://adlnet.gov/projects/scorm/.

2.3 SCORM® 3rd Edition User guide set. The ADL™ SCORM® 3rd Edition user guides, one for Programmers and one for Instructional Designers, are available from the ADL website: https://adlnet.gov/projects/scorm/.

2.4 The ADL™ Conformance Test Suite. The ADL™ Initiatives website hosts the ADL™ Conformance Test Suite page.

2.5 The Army SCORM® Courseware Acceptance Criteria. The TADLP website hosts the Army SCORM® Courseware Acceptance Criteria page which links to the Army SCORM® Courseware Acceptance Criteria. The Army SCORM® Courseware Acceptance Criteria page can be found at the following location: https://tadlp.tradoc.army.mil/developers-portal.html.

2.6 Army Business Rules for SCORM® 2004 3rd Edition Compliant Courseware. The TADLP website located at https://tadlp.tradoc.army.mil/references.html hosts The Army SCORM® Business Rules and Best Practices page which provides contractor requirements and guidance for developing Army SCORM® compliant courseware. 2.7 Army Compliance Overview page. The TADLP website hosts the Army Compliance Overview page which provides contractor guidance, specifications and best practices for developing Army T&E products and SCORM® compliant courseware. The Army Compliance Overview page is located at the following location: https://tadlp.tradoc.army.mil/developers-portal.html.

3. Army T&E Validation, Packaging & Testing Policy. The Army T&E Validation, Packaging & Testing Policy provides business process steps that Army Distributed Learning Provider shall follow when providing T&E products. The Army T&E Validation, Packaging & Testing Policy web page is located on the TADLP website at: (https://www.atsc.army.mil/tadlp/delivery/alms_testing.asp).

4. Government Acceptance. Acceptance constitutes acknowledgment that the products and services conform to applicable contract quality and quantity requirements. Acceptance will take place after final delivery of all T&E Product deliverables, as specified by individual task order, and is dependent on the provisions of the terms and conditions of the contract and after completion of the Government’s quality assurance actions. (FAR 46.501) Acceptance from the Government will be performed by the Contracting Officer Representative upon receipt of technical acceptance confirmation. Army acceptance criteria is provided by the Army T&E Product Acceptance Criteria for Army Virtual Learning Environment, following the specifications and requirements in each individual task order.
