About this file

This is a Performance Work Statement appendix that establishes minimum technical specifications for power accessories in IT equipment racks to be deployed at DISA datacenters, effective September 10, 2020. The specification covers two primary equipment categories: rack-mounted metered power distribution units (MPDUs) and rack-mounted automatic transfer switches (ATSs), with ATSs restricted to legacy equipment only. UPSs and other powered accessories are prohibited.

MPDU requirements mandate two units per rack installed vertically in the cabling space with monitored and metered output, 208V 3-phase input, 6-foot minimum power cord length, zero U footprint, logical addressability for monitoring, and phase-distributed receptacles with alarms triggered at 80% full load. ATS requirements specify NEMA 1 enclosure minimum, 75,000 lifecycle operations minimum, 8-12 millisecond load transfer capability, 1U preferred mounting (maximum 2U), front-panel display of load amperage, input voltage, connected source, and alarm status, and SNMP remote monitoring capability. All equipment must be standard manufacturer products with at least two years of proven commercial or industrial use. Installation requirements mandate front-to-back airflow compliance, manufacturer's specifications adherence, separate power and datacomm cable routing, and plastic grommets at cable entry points. Contractors must provide two copies of operations and maintenance manuals, original equipment manufacturer replacement parts within three days, 2-year onsite parts and labor warranties, and coordinate 30-day advance notice for equipment delivery to inside facility locations with government approval.

UNCLASSIFIED – FOR OFFICIAL USE ONLY

Minimum Technical Specification for Power Accessories for IT Racks DISA Facilities Engineering Circular Attachment 26-05

Effective Date: 10 September 2020

Purpose This standard defines the electrical and mechanical characteristics and requirements for power accessories permitted in IT equipment enclosures (racks) to be deployed at DISA (Defense Information Systems Agency, Facilities Engineering Denver) datacenters.

SCOPE

This standard covers the requirements for rack-mounted metered power distribution units (MPDUs) and rack-mounted automatic transfer switches (ATSs). ATSs are only permitted in legacy equipment.

Other types of powered accessories for IT racks, such as uninterruptable power supplies (UPSs) are not permitted in DISA datacenters.

REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred within the text by the basic designation only. The current revision of the reference, including all issued updates, must be followed.

The advisory provisions are mandatory. Substitute "must" for "should" wherever it appears and interpret all references to the "authority having jurisdiction" and "owner" to mean the Contracting Officer and DISA.

REQUIREMENTS

EQUIPMENT REQUIREMENTS

MPDU Requirements All MPDUs must meet the following:

Two MPDUs per rack, unless additional MPDUs required in Contract documents, to be installed vertically in the cabling space of the rack.

Monitored and metered output Alarm if any phase is in excess of 80% of full load.

LED monitors for each phase showing actual amperage draw Zero U Nominal input voltage: 208V 3-phase input, with locking connection Nominal output voltage: In accordance with Contract documents, typically 120V/208V Maximum input current: In accordance with Contract documents, typically 20A to 60A Power cord length: 6 ft minimum Each MPDU logically addressable for monitoring and rack level power management.

Output Connections:

The receptacles must be spread across all 3 phases.

ATS Requirements All ATSs must meet the following:

NEMA 1 enclosure minimum, unless otherwise specified in Contract documents.

Input/Output Voltage In accordance with Contract documentation.

Typically the input voltage is 208 V (single phase) Typically the output voltage is 120 V (single phase) Output ampacity rating of at least 80% of the ATS input rating Load transfer between sources:

Designed, tested and listed to have at least a lifecycle of 75,000 operations.

Transfer the load within 8-12 milliseconds, regardless of which input source is connected to the load when the transfer is initiated.

Preconfigured by manufacturer to transfer from either input source at 90% of the output voltage nominal rating.

Able to transfer load when the input voltage sources are not in phase.

Rack mounting Mountable in DISA’s standard rack using at least four screw type mounting connections to the rack. Refer to DISA Facilities Engineering Circular Attachment 27-02, Minimum Technical Specification for IT Equipment Enclosures (Racks).

Mounting using a shelf is prohibited.

Designed to occupy no more than 2U. Preferred size is 1U.

Metering and Operator Indicators Clearly display the following on the front of the ATS Load Amperage Input Voltage Connected Source ATS Alarms ATS Overloaded Input Source Availability (for each source) Remote Monitoring Capable of remote monitoring via SNMP connection.

Provide the ability to remotely perform the following:

Configure the ATS View all metering and monitoring requirements listed in paragraph 5.1.2.f.

Standard Products Provide materials and equipment which are the standard products of a manufacturer regularly engaged in the manufacture of such products which are of equal material, design and workmanship. Products must meet the following:

Satisfactorily used in commercial or industrial facilities for at least 2 years prior to the current acquisition, including applications of equipment and materials under similar circumstances and of similar size.
