About this file

This is Amendment 0001 to a Defense Information Systems Agency (DISA) Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract (HC108426R0001) issued by DISA/DITCO at Scott Air Force Base, Illinois. The amendment extends the RFP closing date from March 20, 2026 to March 31, 2026 at 3:00 p.m. CDT and incorporates the Government's answers to offeror questions as Attachment 12. Attachments 2 (Price Workbook), 10 (Government Furnished Property), and 11 (DISA Mission Partner OCONUS Countries and Territories) have been added or updated, along with revisions to FAR clauses 52.212-1 and 52.212-2. The DPAS code DO-A7 has been added for defense priority and allocation requirements.

The contract involves a best value tradeoff evaluation process with four primary factors: Technical/Management Approach (oral presentation with three subfactors addressing capacity, integration/migration, and Call Order Management System); Small Business Participation (written proposal, acceptable/unacceptable rating with minimum quantitative requirements of 30% small business, 10% SDB, 10% WOSB, 5% HUBZone, and 10% SDVOSB); Price (evaluated on base period, all option periods, and six-month extension); and Supply Chain Risk Management Plan (acceptable/unacceptable). Offerors must submit electronically in six volumes (Executive Summary, Technical and Management Approach with 30-slide presentation limit, Small Business Participation Plan, Price with Government pricing workbook, Contract Documentation, and SCRM Plan). The proposal requires addressing a network design for two data centers supporting 1,000 physical and 3,000 virtual hosts with 10Gbps/100Gbps interfaces, integration with existing DISA solutions, and hybrid cloud connectivity. Offerors must hold prices firm for 180 days and provide written guarantees to sponsor small business facility clearances during the first two years of performance to achieve an acceptable small business rating.

EVALUATION OF OFFERS

52.212-2 Evaluation—Commercial Products and Commercial Services (1 FEB 2026) (DEVIATION)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: (See addendum to 52.212-2).

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

***ADDENDUM TO 52.212-2***

52.212-2(a), Evaluation-Commercial Items is tailored as follows:

(1) Basis for Contract Award.

Award will be made to the responsible offeror whose proposal is determined to represent the overall best value to the Government using a best value tradeoff evaluation process. The offeror’s technical proposal should include all information the offeror wants the Government to consider and evaluate regarding its ability to perform all required tasks and conform to all required terms and conditions. To be eligible for award, the offeror’s proposal must sufficiently address all aspects of the Performance Work Statement (PWS). Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

(2) Administrative Requirements.

(i) Prior to evaluations, the Government will review all timely proposals submitted for compliance with the solicitation instructions listed under 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services and its addendum. The Government may consider proposals that are incomplete or missing information as non-responsive to the solicitation. The Government reserves the right to exclude from evaluation and not consider any proposal for award that does not adhere to the administrative requirements of this RFP.

(ii) Section 508 Accessibility Standards apply to this requirement. Section 508 requirements are listed in the attached PWS (Attachment 1). Compliance with Section 508 standards will be considered prior to evaluating any of the selection criteria listed below. Any proposal failing to meet the Section 508 Accessibility Standards, as listed in the PWS, may be eliminated from consideration for award.

(3) Evaluation Factors and Subfactors.

An award will be made to the offeror whose proposal is determined to represent the overall best value to the Government with acceptable small business participation and an acceptable Supply Chain Risk Management (SCRM) plan. The Government will use an acceptable/unacceptable and best value tradeoff (BVTO) evaluation process as identified below. For the best value trade-off, all BVTO evaluation factors other than cost or price, when combined are significantly more important than cost or price. The BVTO evaluation factors are Factor 1 (Technical /Management Approach) and Factor 3 (Price). The subfactors in factor 1 are in descending order of importance and each will get a rating; the subfactors will not be rolled up in an overall rating for the factor. The subfactors in factor 2 will each get a rating; the subfactors will not be rolled up in an overall rating for the factor. Proposals rated as “unacceptable” in any area are ineligible for award.

The Government will use the following evaluation factors and subfactors to evaluate each proposal:

(i) Factor 1: Technical/Management Approach (Oral Proposal) (BVTO)

Subfactor 1: Capacity Subfactor 2: Integration and Migration Subfactor 3: Call Order Management System

(ii) Factor 2: Small Business Participation (Written Proposal) (Acceptable/Unacceptable)

Subfactor 1: Small Business Participation Plan

Subfactor 2: Subcontracting Plan

(iii) Factor 3: Price (BVTO)

(iv) Factor 4: SCRM Plan (Written Proposal) (Acceptable/Unacceptable)

(4) Ratings.

(i) FACTOR 1: TECHNICAL AND MANAGEMENT APPROACH.

This evaluation factor will assess the Government’s level of confidence that the offeror will successfully perform the requirements stated in the PWS, based on the offeror’s technical and management approach.

The evaluation ratings will measure the Government’s confidence that the offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract. There are three subfactors that will be evaluated under this factor. The subfactors are listed in descending order of importance.

Subfactor 1: Capacity. The Government will evaluate the extent to which the offeror understands the requirement, proposes a sound approach, and will be successful in providing solutions that meet or exceed the minimum technical requirements outlined in PWS section 6.1 (Task 1 – Capacity Offerings) and PWS Appendix 5 (PWS Technical Requirement) within the context of the network design presented by the offeror.

Subfactor 2: Integration and Migration. The Government will evaluate the extent to which the offeror understands the requirement, proposes a sound approach, and will be successful in integrating with existing DISA solutions and providing the migration services outlined in PWS section 6.1.8 (Integration with Existing DISA Network and Migrations Services).

Subfactor 3: Call Order Management System (COMS). The Government will evaluate the extent to which the offeror understands the requirement, proposes a sound approach, and will be successful in providing a solution that meets or exceeds the minimum requirements and availability timeline outlined in PWS section 6.4.1.

The Government will use the following ratings for the Technical and Management Approach. Each subfactor will be rated and the subfactors will not be rolled up in an overall rating for the factor.

Technical and Management Approach Ratings Adjectival Rating Description High Confidence The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.

Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.

(ii) FACTOR 2: SMALL BUSINESS PARTICIPATION

Subfactor 1: Small Business Participation Plan (SBPP).

a. The Government will evaluate the offeror’s SBPP on an acceptable/unacceptable basis. The offeror will be evaluated on the level of proposed participation of U.S. small businesses in the performance of this acquisition. The Government will assess if small business participation meets the Minimum Quantitative Requirements (MQR) listed in this solicitation.

b. To be acceptable, the offeror must:

Provide a complete and responsive SBPP that considers all federally designated small business categories and provides the information requested in the solicitation as well as goals and dollars that meet or exceed the MQRs listed in this solicitation or an acceptable rationale or explanation as to why an MQR cannot be met (See addendum to FAR 52.212-1).

Provide a written guarantee in the SBPP that they will sponsor one or more FCLs to small businesses during the first two years of performance of a resultant contract in order to be rated as acceptable.

c. The Government will use the following ratings for Small Business Participation:

SBPP Plan Ratings

Acceptable Proposal indicates an adequate approach and understanding of small business objectives and written guarantee in the SBPP to sponsor one or more FCLs to small businesses during the first two years of performance.

Unacceptable Proposal does not meet small business objectives or does not include a written guarantee in the SBPP to sponsor one or more FCLs to small businesses during the first two years of performance.

Subfactor 2: Subcontracting Plan

a. This subfactor will only be evaluated after the Government has completed all evaluations and identified the apparent awardee. The Government will only evaluate the apparent awardee’s Subcontracting Plan for acceptability. If the apparent awardee’s Subcontracting Plan is not initially acceptable, the KO may engage in clarifications regarding the Subcontracting Plan, and this shall not be considered discussions.

b. To be acceptable, the offeror’s subcontracting plan must:

Comply with all 15 elements in FAR 19.704 and FAR 52.219-9.

Provide an adequate approach for utilizing small businesses.

Provide realistic and attainable goals to subcontract to small business.

c. The Government will use the following ratings for the Subcontracting Plan:

Subcontracting Plan

Acceptable The Subcontracting Plan is acceptable and demonstrates compliance with all

15 elements, provides an adequate approach for inclusion and utilization of small businesses and provides realistic and attainable goals to subcontract to small business.

Unacceptable The Subcontracting Plan is not acceptable and does not demonstrate compliance with all 15 elements, does not provide an adequate approach for inclusion and utilization of small businesses, and does not provide realistic and attainable goals to subcontract to small business.

(iii) FACTOR 3: PRICE.

a. The offeror’s price proposal will be evaluated based upon the total evaluated price in the base period, all option periods, and the option pricing for an additional six-month period under FAR 52.217-8. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. These prices shall be identical to the pricing in the 6 months prior to expiration of the base period, or the final option period, if option periods are present The total evaluated price will be calculated in the Government provided pricing workbook.

b. Price proposals will be evaluated to determine if they are reasonable and complete. The Government will evaluate the offeror’s price proposal using one or more of the cost and price analysis techniques defined in FAR 15.404 to determine if it is reasonable and complete. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated and prices presented in a clear and useful format. If a CLIN or SLIN is proposed at $0.00, the Government may order that CLIN or SLIN for $0.00, at no cost to the Government. The Government will consider a CLIN or SLIN with proposed price of $0.00 as complete. The Government will consider a CLIN or SLIN that is left blank and does not include a price as incomplete. In addition, offeror-generated abbreviations such as no charge (“N/C”) are not acceptable entries, and the price proposal will be considered incomplete. A price proposal that is incomplete may be considered ineligible for award.

c. Unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal.

d. It is anticipated that pricing will be based on adequate price competition; therefore, offerors are not required to submit certified cost or pricing data. However, the Contracting Officer may request data other than cost or pricing data to support price reasonableness in accordance with FAR 15.403-1(b) and 15.403- 3(a).

(iv) FACTOR 4: SCRM PLAN.

a. The Government will evaluate the offeror’s SCRM Plan on an acceptable/unacceptable basis. This evaluation factor will assess the adequacy of an organization wide SCRM plan to identify threats to the supply chain and provide mitigation strategies that will protect the Government’s interest.

b. To be acceptable, an offeror must demonstrate that they have visibility into their supply chain for critical components, understand the risks to that supply chain, and implemented or plan to implement risk mitigations to counter those risks. The offeror’s SCRM Plan must also include the countermeasures identified in this solicitation (See addendum to FAR 52.212-1).

The Government will use the following ratings for the SCRM Plan:

SCRM Plan Ratings

Acceptable Proposal indicates an adequate approach and understanding of Supply

Chain Risk Management with a proposed mitigation plan to accommodate possible risks.

Unacceptable Proposal does not indicate an adequate approach and understanding of Supply Chain Risk Management or does not include a proposed mitigation plan to accommodate possible risks.

(5) Discussions. The Government intends to evaluate proposals and award a contract without exchanges. However, the Government reserves the right to conduct exchanges or seek clarifications if the Contracting Officer determines they are necessary. If exchanges are required, the number of proposals being competitively considered may be narrowed to the most highly rated proposals. The Government reserves the right to reduce the number of proposals being competitively considered to the greatest number that will permit efficient competition among the most highly rated proposals. If an offeror’s proposal is removed from further consideration for award, written notice of the removal will be provided to the offeror. In the event issues pertaining to the solicitation cannot be resolved to the Contracting Officer's satisfaction, the Government reserves the right to cancel the solicitation. In such event, offerors will be notified in writing.

(6) Incorporation of Information. The Government may incorporate any aspect of the offeror’s written submission or oral presentation into the resulting award, with or without prior inquiry to the offeror. If the Government makes inquiry to the offeror, the purpose will be to make sure the Government has the correct text to capture the offeror’s promise. This exchange will not constitute discussions in the context of FAR 15.306. If the parties are unable to agree on the exact text, any evaluation benefit based on that aspect of the offeror’s proposal will not be considered in the selection of the successful awardee.

(7) It is the sole responsibility of the offeror to ensure that the electronic files submitted are virus-free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, compressed, or otherwise contain barriers to opening the file(s). The Government is under no obligation to seek clarification regarding electronic proposal submissions if submissions cannot be opened or accessed. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.

(End of provision addendum)

INSTRUCTIONS TO OFFERORS

52.212-1 Instructions to Offerors—Commercial Products and Commercial Services

(1 FEB 2026) (DEVIATION)

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

(End of provision)

***ADDENDUM TO 52.212-1***

52.212-1(a), Submission of Offers, is tailored as follows:

(a) Submission of offers:

(7) Other Instructions.

(i) General Information.

(A) Points of Contact: The contracting officer (KO) and contract specialist (CS) are the sole points of contact for this procurement. Address any questions or concerns you may have to the KO or CS in writing. Written requests for clarification must be sent to the KO and CS at the following email addresses:

shaun.m.bright.civ@mail.mil (KO) and tyme.m.sampson.civ@mail.mil (CS).

(B) Discrepancies: If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the KO in writing with supporting rationale. The Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

(C) Electronic Reference Documents: All referenced documents for this solicitation are available on the Contracting Opportunities web site at https://www.sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

(D) Communications: Exchanges of source selection information between the Government and offerors will be controlled by the KO and CS. Email will be used to transmit such information to the offeror and will include “Source Selection Information – See FAR 2.101 & 3.104” in the Subject line. Requests for clarification and information concerning the solicitation must be provided in writing no later than 15 calendar days prior to the solicitation closing date. Answers to questions will be posted electronically as an amendment to the solicitation.

Questions must be sent via e-mail to the KO and CS.

(E) Use of Non-Government Advisors: Non-Government personnel will not be used in the source selection evaluation team.

(ii) Proposals.

(A) Offerors are requested to submit a technical proposal and a price proposal in response to the attached

Performance Work Statement (PWS). The Quality Assurance Surveillance Plan is provided for contractor reference (See Attachment 5). Information on the organization and submission of technical and price proposals is provided below. The proposal has oral and written components, as identified in table 1 – Proposal Organization. The proposal must be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of statements asserted in the proposal. The proposal should not simply rephrase or restate the Government's requirements, rather, it must provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume the Government has no prior knowledge of their facilities and capabilities and will base its evaluation on the information presented in the offeror's proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The proposal should sufficiently address the requirements as stated in the PWS. Non-conformance with these instructions may result in removal of the proposal from further evaluation.

(B) Oral Presentation Medium: The Government intends to hold oral presentations virtually via a Microsoft

Teams meeting. Offerors are not required to purchase any VTC software in response to this solicitation and will not be reimbursed for any costs associated. Offerors must state in their submission whether they can or cannot present their oral proposal via Microsoft Teams (see addendum to 52.212-1(a)(7)(vii)(A)). If an offeror cannot present their oral proposal via Microsoft Teams, the Government will make every reasonable attempt to accommodate the offeror via another video teleconferencing (VTC) medium or voice-only telephone. By participating in the oral presentations, the offeror acknowledges that it complies with all solicitation rules and parameters, in accordance with applicable laws and statutes.

(C) Recording Oral Presentations. Recording oral presentations by offerors is strictly prohibited, notwithstanding local laws and regulations with regards to virtual meetings or voice-only telephone oral presentations. The Government reserves the right to record oral presentations. If recorded, the recording is source selection sensitive and will be handled accordingly.

(D) Exchanges During Oral Presentation. The Government intends to engage in interactive dialogue during the oral presentations. These exchanges are viewed as a component of the oral presentation itself and do not constitute discussions.

(iii) Organizational and Consultant Conflicts of Interest (OCCI). Per DISA Special Contract Requirement H1, each offeror must specifically identify in its proposal whether any potential or actual OCCI, as described in Federal Acquisition Regulation (FAR) Subpart 9.5, exists for this instant procurement. If the offeror believes that no OCCI exists, the OCCI response must set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on the instant procurement, the offeror must submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

(iv) Administrative Requirements. The written portion of the proposal shall follow the formatting instructions below. Page and slide limitations, if applicable, are identified below and will be treated as maximums. A page or slide is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it will be counted as two pages. Page and slide sizes must be 8.5 x 11 inches, when printed. If exceeded, excess pages and slides will not be read or considered in evaluation of the proposal. If not stated elsewhere in the solicitation, font sizes must be no smaller than 11. The Government has no font-type preference for proposal documents. The following items will not be considered when calculating page limits: cover pages, table of contents, glossary, cross-reference matrix, executive summary, OCCI mitigation plans, FAR/DFARS Provisions and Clauses (fill-in text), and Section 508 compliance. If the Government issues evaluation notices, page limitations may also be placed on those. Unless otherwise stated in the instructions for a proposal volume, page and slide limitations must not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a proposal. The Government reserves the right to exclude from evaluation and not consider any proposal for award that does not adhere to the administrative requirements of this RFP.

(v) Proposal Organization. The offeror must prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes must be as defined in this table, all of which shall be within the required page limits and with the number of copies specified. The contents of each proposal volume are described in the table below. To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. Offerors may include a cross-reference matrix, which will not count towards any page limits. Each volume may contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing may be used to identify sections.

Additionally, each volume may contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

The Government will consider a proposal that fails to follow these electronic formats, to include the use of the pricing workbook attached to this proposal, or fails to include each volume, as identified in these instructions, as a failure to adhere to the administrative requirements of this RFP. Proposals must be submitted to the KO/CS at the following e-mail addresses:

Tyme Sampson (CS) – tyme.m.sampson.civ@mail.mil Shaun Bright (KO) – shaun.m.bright.civ@mail.mil

Emails must be no greater than 20 Megabytes (MB) per e-mail.

Offers may submit multiple e-mails if file attachments cause an e-mail to exceed 20MB. Volumes must be their own separate file. Do not send a compressed (zipped) file. Please indicate the number of e-mails sent in the subject line (1 of 2, 2 of 2, etc.) and within the body of each email list the title of the attachments included with the e-mail.

The Government recommends requesting receipt of the number of e-mails sent and total number of attachments sent.

(vii) Proposal Volumes.

(A) VOLUME I - EXECUTIVE SUMMARY.

1. In the executive summary volume, the offeror should describe the significant attributes and theme of its proposal. It should be concise to include addressing any significant risks, and highlighting any key or unique features, excluding price. The Government will not consider material presented in the executive summary as meeting the requirements for any portions of other volumes of the proposal. Include a master table of contents for the entire proposal.

2. The offeror must include a statement whether they can or cannot present their oral proposal via

Microsoft Teams.

3. Include the following administrative information on the cover page of Volume I: Company’s address, commercial and government entity (CAGE) code, Unique Entity ID; size of business (large or small); and type(s) of small business, if applicable.

4. Provide the name, title, and telephone number of the company point of contact regarding decisions made with respect to the proposal and who can obligate the company contractually. Also, identify those individuals authorized to negotiate with the Government.

(B) VOLUME II - TECHNICAL AND MANAGEMENT APPROACH.

1. The technical and management volume should be specific, complete and consist solely of the oral proposal and the offeror’s slides used during the presentation. If there is a discrepancy between the offeror’s slides and the oral proposal, the information in the slides shall take precedence. However, the Government will not evaluate or consider information referenced in the offeror’s slides that was not presented orally as part of the offeror’s proposal. The Government will evaluate oral proposals against the technical and management approach subfactors defined in the addendum to 52-212-2, Evaluation—Commercial Products and Commercial Services.

2. In the technical and management volume (oral proposal and offeror’s slides), address the proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical and management subfactor, as well as any risks in your proposed approach in terms of technical performance, price, or schedule. Address any technical and management risk by identifying those aspects of the proposal considered to have the potential for disruption of schedule, increased cost, poor performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance. Describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (e.g., PWS or specification requirements), whether those requirements are or are not identified as subfactors. Propose a realistic "work-around" or risk mitigation for identified risks that will eliminate or reduce risk to an acceptable level.

Identify any new risks introduced by such risk mitigation. Offers should include the following in their technical proposal to address each technical management subfactor (See addendum to FAR 52.212-2).

a. Subfactor 1: Offerors must brief a network design showcasing their approach to designing an enterprise network supporting multiple data centers as well as cloud environments utilizing the proposed solutions to meet the requirements of PWS Section 6.1 and PWS Appendix 5. The purpose of the network design is to demonstrate the offeror’s approach to the proposed solution within the context of a Data Center network. The offeror may include network diagrams of the proposed design within the presentation slides as visual aids. Offerors may reference manufacturers’ published data sheets for network components to demonstrate how solutions are meeting the requirements of PWS Appendix 5. The offeror must include the OEM data sheets for the devices used in the network design; the data sheets must be included as attachments/handouts to the presentation. The network design must use the criteria below.

(1) Design a network for two data centers, each with the following requirements:

(a) Traditionally hosted compute:

(i) Support for 1000 physical hosts per data center.

(ii) Support for 3000 virtual hosts.

(iii) Support 10Gbps throughput per host interface.

(iv) Future support of up to 100Gbps per host interface.

(v) Logical separation and control of Production and Management with further separation of Web, Database, App, Infrastructure Management, Enterprise Services, Data Replication, and Backup functions.

(vi) Solution must support micro segmentation and Zero Trust.

(vii) Support for fully architected enclaves requiring only external connectivity. Multiple enclaves may include support for both 10Gbps and 100Gbps external throughput to different enclaves.

(b) Enclaves with dedicated switching requiring security and external connectivity. Multiple enclaves may include support for both 10Gbps and 100Gbps external throughput to different enclaves.

(c) External connectivity:

(i) Primary and secondary 100Gbps WAN circuits.

(ii) Four multi-protocol label switching (MPLS) WAN circuits for data replication between the two data centers.

(d) Support for Network Function Virtualization to service all parts of the network.

(e) Network components must meet the minimum requirements in PWS Appendix 5.

(f) Support for remote diagnostics.

(2) Provide secure connectivity between two data centers.

(3) Provide secure connectivity between each data center and one or more commercial cloud environments.

As this contract is focused on the data center, the cloud connectivity will be for demonstrating how the offeror’s design will enable hybrid cloud functionality. The offeror may use any cloud provider of their choice to illustrate the capability.

b. Subfactor 2: Offerors must brief their approach to integration and migration services as required by

PWS Section 6.1.8. Offerors must discuss the procedures, processes, methods, and proposed timelines used to meet the requirements of PWS Sections 6.1.8. Offerors must include details regarding the compatibility and interoperability between the proposed solution and the existing solutions listed in PWS Appendix 1, specifically within the context of the network design presented for Subfactor 1.

c. Subfactor 3: Offerors must present their proposed solution for the Call Order Management System

(COMS). Offerors must discuss how their planned COMS will meet the requirements for the system and will meet the required timelines as detailed in PWS Section 6.4.1.

3. Oral Proposal. Oral proposals are limited to a maximum of 60 minutes per offeror. At the conclusion of the oral proposal, the Government will convene for up to a 30-minute internal caucus to determine if there are any questions for the offeror. After the 30-minute caucus, there will be a 30-minute session for the Government to ask the offeror questions. This dialogue is a component of the oral proposal, and offerors will not be given the opportunity to revise any part of their previously submitted written proposal or submit any subsequent proposal revisions. The question-and-answer segment will be of clarifying nature only. Offerors must not exceed the 60-minute time limit for oral proposals.

4. Classified Information. Offerors may not present any classified information either in their slides or during oral presentations.

5. Presentation Slides. Offerors must submit their presentation slides with their proposal submission. If the offeror does not include their slides with their proposal, the Government will consider the offeror as non-responsive and exclude the offeror from further consideration. The presentation slides submitted with the proposal submission must be the same slides used in the oral proposal. No additions or changes are permitted between the time the proposal is submitted and the time of the oral proposal. Offerors shall not include narrative discussions (i.e., note pages, handouts, or other similar narrative material) with the briefing slides.

There is a 30-slide limitation for the presentation slides. This limitation does not include a cover slide or an agenda/summary slide. The slides must be a PDF or Microsoft PowerPoint file. Font size in the slides must be 14 points or larger. Headers and Footer fonts and fonts used in graphics, if used, must be no smaller than 10 points.

Slides must be a 16:9 aspect ratio. Offerors may use both text slides and graphics slides. Each slide must have fixed content, and no animations are allowed on the slides. All information in the slides must be visible when printed (i.e., text or graphics do not extend past the border of the slide).

The offeror must include the OEM data sheets for the devices used in the network design (see Technical and Management subfactor 1 above). The OEM data sheets must be included as attachments/handouts to the presentation and must be a PDF or Microsoft Word file. All information in the OEM data sheets must be visible when printed (i.e., text or graphics do not extend past the border of the slide). The OEM data sheets do not count towards the slide limitation for the presentation slides. The OEM data sheets must not include any information outside of the specifications provided by the OEM to circumvent the page or content limitations for other volumes outlined in the RFP.

6. Oral Presentation Participants. No more than five participants from the offeror can attend the oral presentation. At least one individual who will serve as Project Manager must attend the presentation. The Government desires that the remaining participants be personnel the offeror deems as key personnel or a responsible corporate official. Participants must be an employee of the offeror or major subcontractor(s).

7. The Government intends to schedule oral proposals with responsive offerors approximately 10 business days after the solicitation closes. Oral proposals will take place approximately within 30 days after they are scheduled; dates and times will be assigned at random for all responsive offerors.

(C) VOLUME III - SMALL BUSINESS PARTICIPATION.

1. Volume III shall be organized as the following separate documents:

a. Small Business Participation Plan (SBPP).

b. Subcontracting Plan, if required (See FAR 52.219-9).

2. Small Business Participation Plan (SBPP).

A Small Business Participation Plan template is provided as Attachment 6. The document is for guidance but is not mandatory for use by Offerors. All offerors, including those who are DoD Comprehensive Test Program participants, must submit a SBPP as part of their proposal. The SBPP specifies the details of how the offeror will maximize the utilization of small businesses within this acquisition. The offeror should describe the specifics on how they intend to maximize the utilization of small businesses within this acquisition, such as the plans of action the offeror will execute to ensure maximum small business participation. The offeror must articulate how small businesses will participate through performance as a small business Prime Offeror and/or ‘first tier’ small business subcontracting only. Second and third tier small business subcontractors must not be included in the offeror’s plan or used to calculate the total small business participation percentage.

The SBPP must not reference the Subcontracting Plan or any other volume for information; all information required for the SBPP must be contained within the SBPP. The SBPP and the Minimum Quantitative Requirements (MQR) apply to the overall contract and will be incorporated in the successful offeror’s contract award. In accordance with DFARS 215.304(c)(i), small business participation is an evaluation factor under this solicitation (See addendum to FAR 52.212-2).

For the purposes of this SBPP, offerors must use $953 million for the “Total Evaluated Price” (TEP) when calculating percentages and dollars. This TEP shall only be used for calculating small business participation percentages for this factor and shall not be considered minimum guarantees, ceiling amounts, or estimates for pricing purposes.

Offers must provide the following values in the SBPP:

a. The total combined dollars and percentage of work to be performed by the prime contractor, any large business subcontractors and any small business subcontractors, and;

Note: The Small Business Participation Plan measures the percentage of the TEP while the Subcontracting

Plan measures the percentage of the subcontracted dollars. Small Business Offerors will be required to report achievements against their Small Business Participation Plan while “Other Than Small Business” Offerors will be required to report results against both sets of goals during contract execution.

b. The total percentage of participation to be performed by each type of small business category. The percentage of work performed by small businesses that qualify in multiple small business subcategories should be counted in each category. For example, if a company is a Woman-Owned Small Business (WOSB) and Service- Disabled Veteran-Owned Small Business (SDVOSB), the dollars subcontracted to that company should be counted for Small Business, WOSB and SDVOSB.

The offeror must provide detailed explanations when the percentages fall short of the MQRs listed in the solicitation. The Government does not recognize zero percent as an acceptable proposed goal. However, if zero goals are proposed for small businesses or any subcategory, they shall be supported with a detailed explanation as to why the offeror cannot utilize small business. If the offeror does not submit a detailed rationale/explanation, the Government may deem the zero percentage as unacceptable. All percentages must use the TEP as a baseline.

The Small Business Evaluation Board must be able to verify that each percentage is based on the TEP. Execution percentages will be based on actual dollars obligated.

The MQRs for this acquisition are:

Small Business 30% of the TEP Small Disadvantaged Business (SDB) to include 8(a) 10% of the TEP Woman-Owned Small Business (WOSB) 10% of the TEP Historically Underutilized Business Zone (HUBZone) SB 5% of the TEP Service-Disabled Veteran-Owned Small Business

(SDVOSB)

10% of the TEP

c. The offeror must include a list of principal services to be performed by small businesses in the SBPP.

This list must include the specific task areas from the PWS and the complexity* (low, medium or high) that small businesses will perform for this specific requirement to include the dollars planned for each small business. List the extent of commitment with each firm as either enforceable or unenforceable (enforceable arrangements demonstrate commitment vice unenforceable arrangements). Documentation regarding enforceable commitments must be provided. For example: signed teaming agreements, mentor protégés agreements, joint ventures, subcontracting or partnership letters of commitment may be included to support your commitment to small business utilization.

Enforceable commitments must be specific to the subject requirement and include signatures by both parties.

*Complexity: These are presented as guidelines only and should not be construed as replacing requirements in any other section of the solicitation to include labor category requirements.

Low: Does not require technical expertise. May not require employees to have a college…
