About this file

This is a DISA Subcontracting Plan Review Checklist template used to evaluate contractor compliance with federal small business subcontracting requirements. The checklist is designed for offerors responding to the Defense Information Systems Agency's Capacity Services Communications III (CSC III) solicitation (HC108426R0001), which seeks dynamically scalable communications capabilities including hardware, operating software, storage, network management tools, automation tools, and technical services for data center and hybrid-cloud solutions. This is not a set-aside for small business concerns.

The checklist establishes required elements that must be addressed in a contractor's subcontracting plan, including specific dollar amounts and percentages of subcontract work allocated to total small business concerns and various small business categories (Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business) across the base period and all option periods. Contractors must document their methodology for developing subcontracting goals, identifying potential sources, administering the subcontracting program, and ensuring equitable competition opportunities for small business concerns. Additionally, contractors must provide assurances regarding flow-down of small business subcontracting requirements to lower-tier subcontractors, submission of subcontracting reports through the Electronic Subcontracting Reporting System (eSRS), maintenance of detailed records documenting outreach efforts and subcontract awards, timely payment to small business subcontractors, and good faith efforts to utilize the small businesses identified in their proposal. The checklist includes approval fields for individual commercial plans, DoD test programs, comprehensive plans, or master plans with corresponding signature and approval date requirements.
