About this file
This is an attachment to a Department of Defense contract solicitation that designates mission-essential contractor services subject to DFARS requirements for service continuity. The document, dated January 28, 2026, and signed by Contracting Officer Shaun Bright, identifies all services required within the Performance Work Statement (PWS) as mission-essential functions that must continue uninterrupted to support vital defense operations.
Offerors are required to submit a written plan with their proposals describing how they will continue performing the identified essential contractor services. The document defines essential contractor services as those provided under contract to DoD that support mission-essential functions, including support for vital systems such as ships operated in military missions, installation and garrison support services, and foreign military sales customer support under the Security Assistance Program. Services qualify as essential if their interruption would seriously impair the effectiveness of defense systems or operations. Mission-essential functions are organizational activities that must be performed under all circumstances to achieve DoD component missions; failure to sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction, and control.
