About this file
Marion County Public Works Department has issued a Request for Proposals (RFP) PW1710-25 for Yard Debris Grinding Services at the Brown's Island Compost Facility in Oregon. The RFP seeks a contractor to provide periodic yard debris grinding services, with approximately 30,000 cubic yards of yard debris to be ground annually during two grinding events (each handling approximately 15,000 cubic yards). The solicitation was issued on 09/29/2025 with proposals due on 10/29/2025, and the county anticipates awarding a single contract with an initial 3-year term and options to extend up to a maximum of 5 years. Grinding services are typically scheduled for February to March and August to September, with potential additional scheduling as needed.
The evaluation process will use a point-based scoring system across three main categories: Proposer Qualifications and Experience (10 points), Staffing and Equipment Plan (25 points), and Cost Proposal (65 points). Minimum proposer requirements include 5 years of experience managing yard debris grinding services, currently serving at least three customers of similar scale, and possessing specific equipment requirements such as a mobile horizontal grinder capable of processing 300+ cubic yards per hour with 650 horsepower. The contractor must provide a detailed staffing and equipment plan, and submit a cost proposal including estimated hours, hourly rates, and total yearly costs. Proposals will be evaluated competitively, with the highest-ranking responsible proposer expected to be awarded the contract.
