About this file
This is Addendum #2 to Marion County, Oregon's Request for Proposal PW1598-25 for On-Call Trail Development and Outreach Coordination services. The addendum provides questions and answers related to trail project management, volunteer coordination, and cost proposals. The work is expected to take place primarily from April to November as conditions allow, with project meetings held either virtually or in-person depending on project complexity. Simple projects require two meetings while more complex projects will require additional meetings. The contract work will include volunteer crew coordination, with the frequency of work dictated by funding availability and project deadlines.
No annual budget has been identified or secured at this time, though some work may be eligible for FEMA reimbursement without prevailing wage requirements. The contract will not require Davis Bacon wages. The contractor must provide General Liability, Workman's Compensation and Auto coverage for volunteer coordination services. Work is anticipated to be completed mainly by hand crews, with the contractor responsible for providing necessary hand tools. If heavy equipment is needed, this can be negotiated with the contractor or potentially provided by the County. There are no prohibited volunteer stipends or monetary incentives, and any volunteer mileage or per diem stipends should be listed as separate cost items in the proposal.
