About this file

This addendum to procurement PW-26-002 provides clarifications and answers to frequently asked questions submitted by bidders for the Salt River Pima-Maricopa Indian Community (SRPMIC) Street Pavement Rehabilitation and Preservation Services project in Arizona. The project encompasses asphalt rubber overlay, asphalt rubber chip seal, and fog seal work across various community roadways. The contract time for substantial completion is 270 days after the Notice to Proceed, with acknowledgment that weather windows may constrain certain applications. Sealed bids are due November 5, 2025. No specific site visits or bidders' conferences are mentioned in this addendum document.

Key contractual clarifications include that no bid bond, performance bond, or payment bond is required from the awarded contractor, and there are no liquidated damages provisions. The 30 percent hiring requirement referenced in the original solicitation is a goal rather than a mandatory requirement, with weekly manpower reports required during project execution and preference given to qualified Salt River Pima-Maricopa Community members for additional staffing needs. SRPMIC has established a baseline estimate for budgetary purposes and reserves the right to reject bids or adjust the scope of work to meet budget constraints. The addendum provides updated Preferred Vendor Lists for materials and a Community Owned Business list to facilitate subcontracting with SRPMIC members. Planing may be required on southbound 92nd Street south of Indian School Road, and the contractor has flexibility to phase asphalt rubber chip seal and overlay applications as needed, provided temporary striping or alternative lane identification methods are employed if an extended period occurs between applications.

SALT RIVER PIMA-MARICOPA INDIAN COMMUNITY

PW-26-002 Pavement Rehab

Addendum 1

This Addendum contains Q&A.

Q: Please clarify if a bid bond is required.

A: No bid bond is required.

Q: Please clarify if a performance and payment bond are required for the awarded contractor?

A: No performance or payment bond will be required.

Q: Can you provide an updated SRPMIC Preferred Vendor List (Materials).

A: See attached.

Q: Can you provide an updated SRPMIC Community Owned Business list so we can solicit SRPMIC members for subcontracted work?

A: See attached.

Q: Is there a 30% hiring requirement?

A: No, this is just a goal. Weekly manpower reports will be required during the project. If any additional staff are needed, SRPMIC requests that the Contractor contact Human Resources to fill those needs with qualified Community Members.

Q: Is there a certain location where wide cracks exist?

A: There is not an isolated location. These could occur throughout the project.

Q: Where is the planing?

A: Planing may be needed on southbound 92nd Street south of Indian School Road.

Q: What is the contract time?

A: The Work is expected to be substantially completed not later than 270 days after the Notice to

Proceed. The Community acknowledges that there are weather windows for some the applications. The intent is to give enough contract time to perform the Work in a timely manner under the given constraints.

Q: Are there liquidated damages?

A: There are no liquidated damages.

Q: For the SAMI work, does the AR overlay need to be placed soon after the AR chip seal?

A: No. The contractor may phase the AR chip seal and AR overlay as needed. However, only one application of temp striping is quantified for the SAMI work. Chip tabs or some other form of identifying the lanes would be necessary if the contractor plans to have an extended period of time between the AR chip seal and AR overlay.

Q: Is there an engineer’s estimate?

A: SRPMIC has a baseline estimate for budgetary purposes. Bids may be rejected, or the scope of work may be adjusted to meet SRPMIC budget constraints.
