About this file
This document is a Notice of Intent to Award for a Request for Proposals (RFP) issued by the City of Roseburg, Oregon for Streetlight Maintenance Services. The city intends to award the 5-year contract with a 2-year renewal option to Sims Electric, Inc. to maintain approximately 350 city-owned streetlights, as well as airport obstruction lights and a beacon. The contract deliverables include routine inspections, repairs, and replacement of streetlight components, as well as emergency response services. Proposals were due on October 24, 2024, and the city plans to award the contract within 100 days of the closing date.
The contract will be paid on a time and materials basis, with hourly rates specified for streetlights up to 27 feet and over 27 feet above the adjacent road surface. There are no set-aside designations or restrictions on the types of organizations that can respond. The current incumbent provider is not known, and the city does not have any existing infrastructure or technology that requires integration. The state of Oregon's procurement process requires a preference for Oregon-based providers and the use of recycled materials.
