PURCHASE DESCRIPTION
FOR
Link 16 MDS JTRS Transit Case
EMXG
19 August 2020
1.0. DESCRIPTION OF REQUIREMENTS
Provide a transportable/mobile operational/control case system to contain the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio System (JTRS) terminal that is capable of being operated from a remote Host via Ethernet and 1553 connections. System shall be a modular form that allows it to comply with the lift-and-carry standards of MIL-STD-1472.
1.1. LINK 16 MIDS JTRS TRANSIT CASE RACK SYSTEM REQUIREMENTS:
1.1.1 House and integrate with a MIDS JTRS radio to include:
Terminal Mounting
Terminal Power (+- 140 VDC)
Terminal cooling
AC Power Cable, 12 ft., NEMA 5-15P Plug
Capable of accepting US 120VAC, 60Hz; 240VAC, 50Hz
Power Cords or adapters for the specific power sources (Asian, European)
1.1.2 Meets Link16 communication requirements
1.1.3 Transit case system with fixed frame, The vertically stacked transit cases shall nest together and shall be capable of stacking at least three (3) high while still providing a stable (i.e., capable of being palletized, vehicle transported, or used operationally) stack. if two cases are required transit cases must interlock. Bottom case must include detachable casters for rough terrain, stowable internally to the cases or lids. Cases must provide shock isolation up to 140lbs. Cases must be tan in color
Transit cases, for equipment requiring front and rear access, shall be equipped with front and rear removable covers.
1.1.4 Integrated Controller to provide a standard fill connector for ease of loading crypto, Crypto hold and crypto zeroize
1.1.5 Audio component- J-voice with the option for remote J-voice. Independent or simultaneous dual-channel Link 16 voice (receive and transmit)
1.1.6 1553 and Ethernet capable
1.1.7 MIDS support port/Ethernet (RJ45)
1.1.8 GPS 1PPS output and GPS USB serial console (USB-B)
1.1.9 Integrated IFF 1030/1090 MHz notch filter
1.1.10 Uninterruptible Power supply to provide at least 10 minutes of backup power
1.1.11 Link 16 RF termination load for the second RF port
1.1.12 Have the following connections:

1.1.13 Operator manuals with - Rights to reprint user manuals and use photos in TOs.
1.1.14 Transit cases containing Communications Security (COMSEC) material shall be labeled as such.
1.1.15 When equipment is transported in transit cases, the combined weight of the transit case and equipment shall not exceed the four-person, 5-foot lift and carry requirements iterated in MIL-STD-1472 without PMO approval.
1.1.16 System components operating from within transit cases shall be integrated in a manner that allows for operational and maintenance access to components mounted in the transit case mode or allows for component removal and operation in a rack-mounted configuration.
1.1.17 Transit case cables shall bear a unique identification permanently affixed near each connector that signifies the equipment/transit case they interconnect with.
1.1.18 Closely spaced and like transit case cable connectors shall be keyed (e.g. color and shape) to prevent inadvertent connectivity.
1.1.19 A label shall be affixed to each transit case containing a descriptive text of the case contents as well as the transit case part number.
1.1.20 Transit cases containing Communications Security (COMSEC) material shall be labeled as such.
1.1.21 Transit cases shall provide ventilation to protect the system components from overheating during operation, storage, and transport. (Should be only for operation and only pressure release valve for stroage/transport.)
1.1.22 The transit cases shall be able to pass through doorways thirty (30) inches wide when oriented in its normal “up/down” position.
1.1.23 Transit cases shall be constructed so that a waterproof seal is maintained by removable covers.
1.1.24 External wall connectors/interfaces on transit cases shall be waterproofed.
1.1.25 Transit cases shall be capable of stacking vertically.
1.1.26 The vertically stacked transit cases shall nest together and shall be capable of stacking at least three (3) high while still providing a stable (i.e., capable of being palletized, vehicle transported, or used operationally) stack.
1.1.27 Transit case-based system equipment items shall be removable without repositioning of surrounding equipment. (Possible waiver for RF components/cabling.)
1.1.28 Power supply and protection, power conversion control, and power interface functions shall be provided to permit the system to operate with standard military prime power as well as commercial sources.
1.1.29 The system shall provide uninterruptible power supplies (UPS) to protect sensitive electronic equipment, preserve critical system data, and allow an orderly shutdown of the system in the event of a sub-system or full system power failure.
1.1.30 The system shall provide visual and audible alarms that activate when an UPS is providing power due to system or sub-system power disruption.
1.1.31 The system shall remotely alert mission-crew / Systems Administrator (SYSAD) personnel of UPS activation through means of a visual alert.
1.1.32 The system shall remotely alert mission-crew / Systems Administrator (SYSAD) personnel of UPS activation through means of an audible alarm that is sufficiently loud enough to be heard by an individual positioned within 4-feet of the UPS device.
1.1.33 The system shall provide UPS management that displays the UPS state of health to include battery life, percentage charge remaining, percentage load, and reported battery age (may be provided by individual UPS or centralized reporting feature.)
1.1.34 Only inherently fungus resistant grades of materials shall be used.
1.1.35 When all equipment is operating, steady state noise levels in the hard-sided shelter shall not exceed 75 dB (A) per MIL-STD 1472G, paragraph 5.5.4.4.
1.1.36 The system shall operate within the temperature range of 0 degrees Celsius and +40 degrees Celsius (32F & 104F) without suffering physical or functional degradation.
1.1.37 The system shall be alarmed in order to alert personnel of an over/under-temperature occurrence by means of an audible alarm.
1.1.38 The system shall operate in relative humidity up to 95% non-condensing without suffering physical or functional degradation.
1.1.39 The system shall function properly after being stored for one week in a humid, 95% non-condensing environment.
1.1.40 The system shall operate in altitudes up to 7,000 feet above sea level without suffering physical or functional degradation.
1.1.41 The system shall be able to be transported by aircraft and in a cargo bay pressurized to an atmospheric pressure equivalent to 10,000 feet above sea level.
1.1.42 The system shall be rated for Type III Mobility per SAE-AS8090.
1.1.43 Equipment housed in the system shall be capable of withstanding a lightning strike occurring 330 feet or farther from the shelters or from any antenna connected to the system.
1.1.44 In the event of a direct hit on a cable attached to the system, failure, if any, shall be limited to the associated termination device (e.g. radio, power supply, or server).
1.1.45 The system shall be capable of being stored between –29 degrees Celsius (-20°F) and +52 degrees Celsius (+125°F).
1.1.46 The system shall meet National Security Telecommunications and Information System Security (NSTISSAM)/ Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) electrical separation requirements.
1.1.47 The system shall not be adversely affected by, or adversely affect, any equipment installed within the same area (Assesses interference from own equipment and systems).
1.1.48 The system's networking and computing components shall be designed to have at least a 50% reserve capacity as measured over a 30-minute timeframe assuming a nominal system utilization (defined as two JREAP-C outputs operating at a combined throughput of 1.18 Mbps, one remote terminal status and control session, and one remote status-only session).
1.1.49 The system shall provide a local monitoring and control interface (e.g., Terminal Control Device).
1.1.50 The system shall provide a secure, standards-based interface for remote monitoring over IP (e.g., web page with system status).
1.1.51 The system shall provide a secure, standards-based interface for remote control over IP (e.g., web page with system status and control functions).
1.1.52 The system's remove control over IP interface shall provide for authentication of the remote user prior to enabling remote control functions (e.g., username and password or certificate-based authentication). (Not currently used in the system. Host terminal access is password protected, not allowing control of terminal.)
1.1.53 The system shall support, to the extent supported by the MIDS Terminal, Concurrent Multi-Netting 4 (CMN4).
1.1.54 The system shall support, to the extent supported by the MIDS Terminal, Enhanced Throughput (ET) modes ET0 through ET4.
1.1.55 The system shall provide encryption for any external data connection (e.g., integrate TACLANEs for IP connections).
1.1.56 KSA: The system shall have an MTBCF of at least 1080 hours (45days).
1.1.57 The system shall have a MTBCF of at least 1620 hours (67.5 days)
1.1.58 Failure, damage, or removal of one Line Replaceable Unit (LRU) shall not cause failure or damage to any other LRU.
1.1.59 Where a system component contains a Built-In-Test (BIT) fault detection capability, it shall detect and indicate the failure of the fault detection mechanism itself.
1.1.60 The system shall have a MTBF of greater than or equal to 108 hours (4.5 days), exclusive of GFE.
1.1.61 The system shall have a MTBF of greater than or equal to 216 hours (9.0 days), exclusive of GFE.
1.1.62 The system shall provide a visual alert/alarm in the event any system component fails due to either hardware or software fault.
1.1.63 The system shall comply with the relevant MIDS Terminal Security Classification Guide and the CRC Security Classification Guide.
1.1.64 KSA: The system shall have an operational availability (Ao) equal to or greater than 95%.
1.1.65 Technical Orders, to include Commercial Manuals for COTS, shall be acquired IAW DoD 5010.12-M, TO 00-5-3, and AFI 63-101.
1.2. CONTRACTUAL REQUIREMENTS
1.2.1. Delivery
The contractor shall deliver the equipment to the following address located at Hill Air Force Base:

1.2.2. Warranty
The contractor shall provide a minimum 1 year warranty which warrants all products provided under this contract, under normal use, are free from defects in materials and workmanship and that the system will perform its design function for a period of no less than one (1) year. Warranty period to start from date of final acceptance of each system. Any defects in materials or workmanship or failure of any product or component to perform its designed function during the warranty period shall be fixed by the contactor at no additional cost to the Government. Warranty shall include the cost(s) of, parts, shipping, labor and any travel related expenses. Warranty repairs which present a safety hazard are to be repaired within 7 calendar days of notice of failure. Non-safety related warranty repairs are to be fixed within 15 calendar days of notice of failure.
1.2.3 Data The government requires rights to reprint commercial users manuals for government use only, and to use photos in government Technical Orders.
