About this file

This document outlines Public Works Project Bidding Requirements for the Illinois Department of Natural Resources, establishing mandatory compliance standards for vendors seeking to participate in public works construction projects. The solicitation requires all contractors and subcontractors to comply with the Illinois Prevailing Wage Act (820 ILCS 130/.01 et seq.), which mandates payment of prevailing wage rates, including hourly cash wages and fringe benefits, at levels established by the Illinois Department of Labor for the county where work is performed. Contractors must monitor the Illinois Department of Labor website regularly for any revisions to prevailing wage rates and maintain comprehensive compliance with all wage requirements, notice provisions, and record-keeping duties throughout the contract term.

Vendors must provide satisfactory evidence of compliance across four primary requirements: (1) valid certificates of insurance naming the State as additionally insured, including general liability coverage of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law; (2) participation in apprenticeship and training programs approved and registered with the United States Department of Labor's Bureau of Apprenticeship and Training in the applicable trade(s); and (3) certification that a primary Illinois office will be maintained as the principal place of employment for contract personnel. All certificates of insurance must provide thirty days' notice prior to any modification or cancellation, and insurance requirements do not limit the contractor's indemnification, defense, or settlement obligations.
