About this file

This is a public records disclosure document from the City of New Smyrna Beach, Florida, outlining contractor obligations regarding public records management under Florida Statutes Chapter 119. The document specifies that all materials submitted in response to the solicitation for Professional Engineering Services for Marine Applications become the property of the City and may be reviewed by the public ten days after the public opening. The solicitation seeks qualified professional engineering firms to provide marine application services on an as-needed basis through purchase orders and work orders, including services related to dredging, marine design, permitting, seawall design, and site development improvements. The proposal submission deadline is March 30, 2026, at 5:00 p.m., with a non-mandatory opening on March 31, 2026, at 9:00 a.m., and anticipated City Commission award recommendation on April 28, 2026. The contract term is three years from the award date with one optional two-year administrative extension for a maximum cumulative term of five years.

Contractors are required to comply with four core public records obligations: maintain public records necessary to perform the contract, provide copies or allow inspection of requested records within a reasonable timeframe at lawful costs, protect exempt or confidential records from disclosure, and transfer all public records to the City upon contract completion at no cost. Contractors must also register with E-Verify, maintain required insurance coverage including Professional Liability Insurance with a combined single limit of not less than $1,000,000, and submit certifications regarding drug-free and smoke-free workplaces and human trafficking compliance. No specific contract value or guaranteed work volume is provided, as compensation will be determined through subsequent purchase orders and work orders based on the consultant's submitted fee schedule. Inquiries regarding public records obligations should be directed to the City Clerk at 386/410-2630 or clerk@cityofnsb.com.
