About this file
This is a Public Records compliance document issued by the City of New Smyrna Beach, Florida, in connection with a Professional Engineering Services for Marine Applications solicitation conducted under Florida Statutes 287.055 (the Consultants Competitive Negotiation Act). The solicitation seeks to establish a pool of qualified firms or individuals capable of providing professional engineering services exclusively for marine applications on an as-needed basis through purchase orders and work orders. The selected firm(s) will be responsible for reviewing existing City codes, resolutions, ordinances, and applicable Florida state codes, then preparing complete project documents including final plans, technical specifications, construction estimates, and related bid documents necessary for marine-oriented projects. The City makes no guarantee regarding the number of projects to be awarded or that any work will be performed during the contract term, and reserves the right to seek qualifications from other firms for specialized projects as deemed appropriate.
The document establishes mandatory public records compliance requirements applicable to the contractor, including the obligation to maintain all records required by the City, provide copies or allow inspection of requested records within a reasonable timeframe at costs specified by law, protect exempt or confidential records from unauthorized disclosure, and transfer all public records to the City upon contract completion at no cost. All electronically stored records must be provided in formats compatible with the City's information technology systems. The City's Custodian of Public Records, the City Clerk, is identified as the contact for questions regarding public records obligations under Florida Statutes Chapter 119, accessible at 386/410-2630 or clerk@cityofnsb.com.
