Pre-Solicitation Notice (PSN) 2024009287

System for Award Management (SAM) Posting

Notification of Intent to Publish a Full and Open Competitive Solicitation for

Integrated Biorefinery Facility (IBRF) North High Bay (NHB) Revitalization Custom Equipment

INTRODUCTION

The National Renewable Energy Laboratory (NREL) is one of the U.S. Department of Energy's (DOE) national laboratories for renewable energy and energy efficiency research and development. NREL develops renewable energy and energy efficiency technologies and practices, advances related science and engineering, and transfers knowledge and innovations to address the nation's energy and environmental goals.

BACKGROUND

The Alliance for Sustainable Energy, on behalf of NREL, located in Golden, Colorado intends to release a Request for Proposal (RFP) for the IBRF NHB Revitalization Custom Equipment to be procured, installed and operated at NREL’s South Table Mountain campus in Golden, CO.

This Pre-Solicitation notice is released to the public with the intent to share NREL’s capability requirements and technical specifications expected to become part of the Best Value RFP planned to be released in Summer 2024. NREL is releasing this information to allow interested parties the ability to begin any preparations that may be necessary to plan strong proposals in response to NREL’s expected RFP for the IBRF NHB Revitalization Custom Equipment procurement. This Pre-Solicitation is planned to be publicly posted for approximately 60 days.

The National Renewable Energy Laboratory (NREL) Integrated Biorefinery Research Facility (IBRF) North High Bay (NHB) is undergoing a revitalization of the space to better facilitate piloting of biomass conversion and waste carbon utilization technologies. This portion of the project is to design, fabricate and commission process equipment that will be utilized in scale-up piloting experiments. This process equipment will be utilized by researchers in NREL’s mission space of advancing renewable technologies towards commercial deployment.

DESCRIPTION:

NREL intends to publicly publish for a period of 30 calendar days a competitive solicitation for the following:

This project is for the engineering design, and procurement of the supporting plug-and-play equipment as well as key unit process operation equipment. These units will be sized to address the scale-up risk being addressed with the overall production capability of the IBRF pilot plant being in the range of a barrel per day capacity. Value engineering, operational flexibility, and process safety will be fundamental elements in the design to maximize the scale-up value and flexibility of the installed equipment. The availability of standard unit operations for researchers will reduce the barrier of entry for a technology to be tested in a continuous and integrated fashion.

Additional details can be reviewed in the attached documents:
