I.H.I. THE PROJECT

The purpose of this document is to provide an overview of the Project and DB Contractor requirements as a part of the Design-Build (DB) contract.

A. Project Description

General Information:

The U.S. General Services Administration (GSA) intends to award a Firm-Fixed-Price (FFP) DB Contract for the Providence Courthouse Elevator Modernization Project pursuant to the Federal Acquisition Regulation (FAR) Single Phase Design-Build Selection Procedures and incorporating Historic Preservation, Design - Construction - Operational Excellence policies and procedures, and other requirements as described within this Statement of Work.

The Providence U.S. Courthouse is a historic courthouse and is on the National Register of Historic Places. The project areas include select areas for the modernization of two (2) passenger elevators and one (1) freight elevator. The Passenger elevators were renovated / modernized in 1999.

As applicable to the limited scope of this project, this work shall provide for a High Performance facility as defined by the Energy Policy Act of 2005 (Public Law 109-058) and Energy Independence and Security Act (EISA) of 2007 as a: "buildings that integrate and optimize all major high-performance building attributes, including energy conservation, environment, safety, security, durability, accessibility, cost-benefit, productivity, sustainability, functionality, and operational considerations.

1. SUPPLEMENTAL PROJECT INFORMATION

a. Refer to the Appendix for all supplemental project information.

2. PROJECT WORK ITEMS

a. General Descriptions:

(a) Solid State drives to replace existing motor generators

(b) Replace interior doors to match new cab finishes, door operators, wiring and safeties. Exterior Doors are excluded. (Door operator shall be non-proprietary)

(c) Replace machine room HVAC equipment. (Mini Split Ductless System)

(d) Hoistway replacement. Elevator Rails and Platform to remain.

(e) New Machine room control systems, operating panels and feeder cables. An equipment diagnostic box with applicable codes shall be provided. (Elevator controller shall be non-proprietary)

(f) Replace Elevator cab ceilings with Downlight Ceiling inclusive of LED lighting systems.

(g) All Elevator cab finishes shall be replaced using existing finishes as a basis of the design. COP interior call buttons to state floor and courtroom number on the floor and shall be illuminated. Reference SOW Section I.H.V Appendix. Mockup will be required.

(h) Operational safety feature upgrades to comply with Building Codes.

(i) Emergency elevator communication systems for the deaf, hard of hearing and speech impaired. An emergency two-way communication system shall be provided that

• Is a visual and text-based and a video-based 24/7 live interactive system.

• Is fully accessible by the deaf, hard of hearing and speech impaired and shall include voice-only options for hearing individuals.

• Has the ability to communicate with emergency personnel utilizing existing video conferencing technology, chat/text software or other approved technology.

(j) Video communication systems and/or products (i.e. serviceable and capable of being monitored by any maintenance provider) that meet federal IT security requirements, including FedRAMP authorization for cloud solutions. All systems, products and components thereof must be approved by GSA-IT Security prior to the issuance of the notice to proceed.

(k) The elevator DC hoist machines need to be replaced with AC hoist machines. (Hollister Whitney or equivalent.)

(l) Testing.

(m) The contractor shall be responsible for maintaining two passenger and one freight elevator (both existing and newly installed) from the time of Notice to Proceed until one (1) year after acceptance of the last car returned to service under this project. GSA will provide a baseline specification for elevator maintenance which will need to be tailored to this project (see Spec Section 142900 – Elevator Maintenance Services).

3. ALLOWANCES

The DB Contractor shall refer to both the Contract Price Form and Specification Section 012100 for GSA 012100 ALLOWANCE for a description of Allowances.

B. Project Goals & Objectives

1. GOALS

a. Improve the overall efficiency and effectiveness of the Passenger and Service

Elevators in the Building.

b. Maintain full operational status of a fully-occupied Building during all phases of this Project.

c. Conduct all on-site Construction Activities in full compliance of all safety and security protocols.

d. Maintain compliance with local GSA Property Management protocols, policies and directions.

e. Maintain the property’s significant historic character.

f. Develop a Design / Build Team that coordinates and leverages the best attributes of each discipline to produce fully coordinated design documentation that can be built.

2. OBJECTIVES

a. Build, promote and maintain a dynamic and working partnership with GSA, the

Building’s tenants and all other contracted parties, aligning goals and vision to successfully deliver this project’s scope on-time and on-budget.

b. Select, design, install and advocate for systems and materials of high performance, comfortable, aesthetically pleasing, cost effective to operate and maintain, with durability and extended service life.

c. Produce a Design that is fully compliant with all applicable GSA reference guides, policies, directives and referenced materials identified in this Solicitation.

d. Design, select and install elevator modernization components to achieve maximum energy efficiency and water conservation; improve interior air quality;

meet or exceed thermal, acoustic, and visual comfort criteria; and create a flexible design that can be adapted as occupant needs change.

e. Design and Construct a project that is recognized both regionally and nationally for its innovation and commitment to excellence.

f. Provide best value to GSA’s customer agencies and the American taxpayer.

g. Deliver the project efficiently and effectively – keeping the project on time and on budget.

h. Ensure that project planning, design and eventual construction is informed by an intentional and thorough understanding of the building’s existing elevator, structural, mechanical, electrical, fire protection, plumbing and all other systems.

i. Avoid negative offsite impacts as much as possible, especially to disadvantaged communities or stakeholders. Where a project has potential for negative impacts or raises environmental justice concerns, elevate the issue for regional leadership consideration during early design concepts.

j. Seek to avoid or minimize adverse effects to the historic property, through the development of options that meet the Secretary of the Interior’s (SOI) Standards for the Treatment for Historic Properties.

k. Design and execute the renovation of the building within the timeframe and budget limits established by the Government, minimizing cost and optimizing life-cycle cost to the facility.

l. Maintain / enhance if possible a facility that is accessible and usable by all.

m. Design / Construct the project in a manner that will not impact the current overall service life of other building components.

n. Design / select the renovated components with flexible infrastructure capable of adapting to changing technology.

o. Elevator Maintenance for Two Passenger and One Freight Car for Duration of the Project.

C. Project Delivery Approach

This project shall utilize the Design Build (DB) delivery method, DB contract procured by competitive negotiation using a two-phase design-build selection procedure (FAR Subpart 36.3). The DB scope of work includes all labor and materials required to provide architectural and engineering design, construction, and other related services necessary to design and to construct the Elevator Modernization of the Providence U.S. Courthouse. Related services include, but are not limited to, selective building component demolition as required, historic preservation, environmental mitigations, testing and inspection during construction.

This project shall be accomplished using a collaborative DB delivery method, an enhanced version of Integrated Project delivery. A successful project outcome will depend on the trust and collaboration between the project stakeholders; GSA, the Building’s tenant agencies, consultants, DB Contractor, and city neighbors. All required work is included in a single design and construction effort. After award of the DB contract, the DB Contractor shall continue the development of the approved concept design and prepare construction documentation following the current version of the P-100 design review and submission process and as described herein (GSAM 552.236-72 and the FAR clause 52.236-21 ). The DB Contractor shall serve as the A/E of record and construct the project.

GSA envisions a highly collaborative design-build delivery approach for this project, with the expectation that the DB Contractor working closely with the GSA, its local Property Management group and other tenant representatives to deliver a final project that meets the needs and expectations as defined within the supporting documents.

This Contract is a firm fixed price Design-Build contract that includes a final design concept submission, Design Development design phase, Construction Document design phase, and all construction work.

During the development from initial concept to final concept the Design-Build team must work closely with the GSA, GSA Property Management, occupant agencies and all other involved parties to ensure that all the goals are addressed. All Building functions must remain in operation throughout construction.

D. Design Build (DB) Contractor Team, a.k.a. “DB Contractor”

1. STAFFING

The DB Contractor shall provide experts in disciplines listed in the Facilities Standards for the Public Buildings Service P-100, and as otherwise required in this section, with credentials as indicated, as they apply to this project. The DB Contractor shall provide sufficient staff to perform the required work.

2. KEY PERSONNEL

The Government anticipates and expects that the DB Contractor will rely on and use the lead designer and other key design personnel listed, if any, in its proposal submitted to the Government as part of the underlying procurement process to perform the work required by the Contract. The DB Contractor may substitute any such personnel only with the advance written approval of the Contracting Officer, whose approval shall not be unreasonably withheld. Any such substitution shall be at no additional cost to the Government and the replacement shall have equal or greater experience, expertise, and qualifications as the substituted personnel. The DB Contractor shall provide any information as may be reasonably requested by the Contracting Officer such as a resume or curriculum vitae and, in addition, the individual may be required to meet in-person with the Contracting Officer prior to approval.

3. OTHER PERSONNEL

In addition to the key team members identified within this document, the DB Contractor shall provide administrative, clerical, and technical personnel as necessary to perform the services required under this contract.

4. EXPERTISE

At a minimum, the DB Contractor’s team members should include of the following experts to provide expertise as and when needed for efficient and effective operations:

e. Engineering Designers - All Disciplines

f. Fire Protection Engineer: Defined in P-100 v2021 § 7.1.3.1

5. DB CONTRACTOR TEAM SUBSTITUTION

During the performance of the services required under this contract, the DB Contractor shall obtain GSA written consent from the Contracting Officer before making any substitution for DB Contractors and outside associates or consultants specifically identified and agreed to in the request for qualifications, proposal, contract, and any contract modifications.

E. Project Duration and Owner’s Milestone Schedule

A copy of the full project schedule can be found in the POR, Project Schedule. The milestone schedule is the GSA’s interpretation of the Project effort in duration. IF the DB identifies milestone items in this schedule that can be performed earlier, which shortens the overall Project duration while maintaining it’s quality, goals and objectives, GSA may entertain the described revisions.

F. Project Stages, Phases and Work Sequence

This Statement of Work is organized to identify the scope of services that are to be performed in a sequential manner however the DB Contractor may propose a schedule of design and construction activities that overlap a.k.a. Fast-track delivery strategy of beginning construction before the design is completed. The DB Contractor shall refer to GSA 013112 CPM SCHEDULE SPECS.

G. Project Delivery Team Roles and Responsibilities

In the performance of the contract requirements, the DB Contractor shall work in concert with other parties on the Project Delivery Team. The Project Delivery Team shall include other contractors, CMa & CxP, GSA personnel, occupant agency representatives including occupant agencies and other stakeholders. The DB (with GSA’s concurrence) shall develop, periodically update, and maintain throughout the course of the project, a listing of the Project Delivery Team membership and respective roles and responsibilities. The other GSA-contracted major parties involved or to be involved in the Project Delivery Team, and their respective overall roles and responsibilities, are as follows:

1. OWNER’S QUALITY ASSURANCE DESIGN REVIEWERS

GSA’s responsibility to meet complex requirements of the Legislative and Executive Branch of the federal government necessitate maintaining a staff of professionals (subject matter experts (SME) experienced in quality assurance reviews of DB Contractor submissions.

SMEs participate in both formal and informal design reviews to verify that standards and objectives are met. Design reviews provide GSA with the opportunity to consider and document how design decisions will affect building functionality and assure that the occupant agencies are presented with design solutions. Comments from every design review must be addressed satisfactorily before progressing to the subsequent design phase.

2. ONSITE INSPECTION SERVICES

a. GSA will utilize the expertise of its COR and CMa to provide onsite inspections services for this Project.

3. REGIONAL HISTORIC PRESERVATION OFFICER (RHPO)

Oversees National Historic Preservation Act (NHPA) Section 106 compliance, design review, integration with other disciplines and execution.

4. GSA REGIONAL FIRE PROTECTION AND LIFE SAFETY ENGINEER - AUTHORITY HAVING

JURISDICTION (FLS / AHJ)

The GSA regional fire protection engineer will participate in each phase of the project from concept through design, construction, final acceptance, and occupancy to ensure that fire protection and life safety requirements are incorporated into the project.

The GSA regional fire protection engineer is the authority having jurisdiction (AHJ) for technical requirements in this chapter, including all fire protection and life safety code interpretations and code enforcement requirements. As the AHJ, the GSA regional fire protection engineer has the right to revise the specific requirements as defined in the P-100 v2021 based on a technical evaluation and analysis and the project’s specific needs.

5. GSA’S BUILDING TECHNOLOGY SERVICES DIVISION

GSA business unit responsible for facility technology requirements including Cyber, IT Network, Monitoring, Controls, and Smart Building, refer to Technology Requirements.

END of SECTION

I.H.II. GENERAL REQUIREMENTS

The General Requirements shall apply to all project phases. Some of the requirements noted in this section may be subject to the exercise of contract options.

As a general matter, the P-100 v2021 and the P-100 Performance Matrix represent baseline performance requirements for the project. We have adopted the International Building Code (IBC), latest edition, associated mechanical and plumbing codes and referenced standards; NFPA 101 Life Safety Code for Egress; NFPA 70 National Electric Code; and ASME A17.1 Safety Code for Elevators and Escalators. In addition, other policies, and procedures provide detailed procedures and requirements that the DB Contractor shall follow. Refer to the POR for a listing of the Standards and Design Criteria Documents.

As a general matter, the Solicitation and Agreement, P-100 v2021, P-100, Project Specific Exclusions or Qualifications, Owner’s Program of Requirements POR, and standards incorporated by reference represent the overarching documents that govern the DB Contractors performance in executing the SOW. The P-100 Performance Matrix, specifies performance standard minimums for this Project. The DB Contractor is encouraged to exceed the minimum requirements and offer “betterments” to the Government while accomplishing the programmatic, performance and functional goals for the project.

All efforts, material and work performed under this contract must comply with applicable federal codes based on the requirements of the current edition of recognized and accepted building standards, codes, and regulations, including, but not limited to documents referenced in the document list Technical Performance Criteria. The applicable version of each document shall be the version current at the time of award of this contract, unless otherwise noted. Any conflicts or ambiguities within or among the referenced standards and criteria documents, or any deviations from requirements contained in the documents, must be reported to GSA’s Contracting Officer in writing, for determination as to applicability.

Among the documents listed in Exhibits and other Attachments, include documents that were prepared by other design professionals and GSA. These documents are provided for reference only: the Design-Builder’s design professionals (Architects and Engineers) shall be responsible for the complete design of the project, including all drawings and specifications. Other documents describe design requirements to which the work produced by this contract must conform.

The DB Contractor shall ensure that NO A/E Copyright claims are included within the project documents.

A. Owner’s Program of Requirements (POR)

In General the POR consists of the following:

1. STANDARDS AND CRITERIA DOCUMENTS

The Design Stage services and Construction Stage work under this Statement of Work shall comply with the Standards and Criteria documents.

2. EXISTING ELEVATOR EQUIPMENT AND LAYOUTS

Includes the current elevator equipment, locations and technical specifications. Include lobbies, elevator cabs, hoistways, elevator pits and machine rooms. Includes the historical significance of certain elevator and associated space components.

3. P-100 PERFORMANCE MATRIX

5. FUNCTIONAL REQUIREMENTS: PLANNING & DESIGN

GSA’s and the Buildings’ impacted Occupant Agencies expectations on the Design, Construction and Operation of the Elevator Systems:

● DB actively and routinely seeks out program inputs.

● DB designs to be fully reviewed and approved by GSA / impacted Agencies prior to proceeding to the next scheduled submission.

● DB designs are based upon and fully accommodate the requirement of a fully occupied and operational Building during the Construction phase.

● DB designs include the necessary start-up, testing and training requirements to successfully close-out the Project

B. Performance Requirements

1. REFERENCE MATERIALS

The DB Contractor shall comply with the following:

a. Project specific pre-planning documents, and information listed in Exhibits, Drawings and other Attachments.

b. Standards and Design Criteria Documents: The Standards and Criteria Documents consist mainly of GSA-issued or occupant agency-issued policies, requirements located in the OPR, and additional industry standards in located GSA 014200

REFERENCES.

c. The Government will use the Reference Materials to determine whether the DB

Contractor’s work complies with the contract requirements. The DB Contractor shall provide all services in accordance with the version of the Reference Materials current at the time of contract award.

d. For conflicts or ambiguities within or among the contract documents the DB

Contractor shall refer to the Agreement.

e. If a requirement contained in the Reference Materials exceeds that required by the P-100 v2021, the DB Contractor shall comply with the most stringent requirement unless otherwise directed by the Contracting Officer. The DB Contractor may exceed requirements contained in the Reference Materials to accomplish programmatic and functional goals for the project, including but not limited to energy performance, sustainability, or industry best practices.

In order to ensure all buildings under GSA’s jurisdiction and control maintain design integrity and efficient building operations, to preserve the original design, and to ensure consistency in all future alterations, GSA PBS has established a project specific Building Design Standard for each building. The DB Contractor shall utilize the existing BDS in the design of the Project.

The BDS documents the overall space planning strategies for buildings in an effort to maintain the original architectural intent and value for each property.

In the event that the Project design will cause a revision to the BDS, the DB Contractor shall identify those specific elements in the existing BDS that require revisions. The DB Contractor will submit the proposed changes to the BDS as part of its standard submission sequence. GSA will review the proposed changes and authorize its revision upon acceptance.

The BDS document shall guide the selection of finishes, hardware, lighting and signage in all alterations to the building, preserving the original design intent as established by the DB Contractor.

3. HISTORIC PRESERVATION (NHPA) SECTION 106

NHPA Section 106 requires that federal agencies identify and assess the effects its actions may have on historic properties. The DB Contractor shall ensure that the design complies with Section 106 requirements including the terms of any applicable Section 106 Memorandum of Agreement (MOA) or Programmatic Agreement (PA). Preservation design problem solving and project documentation for Section 106 compliance must be undertaken by a qualified historic architect meeting the Secretary of the Interior’s (SOI) Professional Qualification Standards and GSA Qualification requirements for Preservation Architects. The Historic Architect must be integrally involved in the analysis and development of design solutions addressing historic preservation issues. In compliance with the SOI Standards, annex’s, additions, and alterations to historic properties shall be compatible with the historic buildings and their settings.

Projects involving substantive ground disturbance for new construction, excavation, utility work or major landscaping (e.g. relocation of mature trees) must include provisions for compliance with the NHPA, the National Environmental Protect Act, Archeological Resources Protection Act and other laws concerned with the protection of archeological resources, including advance assessment of archeological data potential prior to and provisions for responding appropriately to unanticipated discoveries.

The DB Contractor historic preservation expert shall be fully involved in the development of the preliminary and final design concepts and shall establish overall historic preservation guidelines for the project, to be included in the approved final design concept documentation. The DB Contractor historic preservation expert shall be involved in the analysis and design of all alternatives, including architectural, MEP, structural, life safety and accessibility, leading up to decisions affecting restoration and rehabilitation zones of the property as indicated in the building preservation plan (BPP) or historic structures report (HSR)*. The designs developed by the DB Contractor shall avoid or minimize adverse effects to the historic property, through the development of options that meet the Secretary of the Interior’s (SOI) Standards for the Treatment for Historic Properties. The DB Contractor historic preservation expert shall review all DB Contractor submissions required by PBS-P100 in their entirety for impact on restoration and rehabilitation zones. The DB

Contractor shall incorporate the DB Contractor historic preservation expert’s comments into each submission prior to delivery to the GSA. The DB Contractor historic preservation expert shall certify in writing that the final construction documents submissions meet the Secretary of Interior’s (SOI) standards. If portions of the project design are determined to have an adverse effect on the building’s architectural significance, the DB Contractor historic preservation expert shall provide an explanation and documentation of the measures to mitigate those effects in an illustrated report that the GSA will submit to the SHPO and ACHP in compliance with Section 106 of the National Historic Preservation Act.

4. FIRE PROTECTION & LIFE SAFETY

Fire protection and life safety design requirements shall comply with P-100 v2021 § 1.4.3 LIFE SAFETY CODE and CHAPTER 7 FIRE PROTECTION, and additional requirements as identified in the POR as applicable, or as identified in the Specifications.

In cases where the National Fire Protection Association (NFPA) is silent on an issue, and the International Building Code (IBC) addresses the issue, the IBC requirement shall apply.

The DB Contractor’s registered fire protection engineer shall be a full participant in the Project Delivery Team throughout the Design and Construction Stages of the project, and shall design the fire alarm, fire pump, and fire sprinkler systems and for any smoke control systems that may be necessitated by the DB Contractor's design.

5. ACCESSIBILITY

The Architectural Barriers Act Accessibility Standard (ABAAS) is mandatory for all GSA projects. The DB Contractor is responsible for identifying local accessibility requirements.

If local requirements have been established, the most stringent requirements shall prevail between local requirements and the ABAAS. Refer to P-100 v2021 § 1.3.5 ABAAS

a. This project shall be designed to afford full accessibility by disabled persons without having to add separate or special facilities except where specific exclusions from this requirement are provided in applicable standards and criteria documents.

b. The DB Contractor shall refer to the P-100 v2021 and the Pre-Alteration

Assessment (and/or) Requirements, i.e. accessibility assessment (if available) for requirements.

6. PHYSICAL SECURITY

The DB Contractor shall satisfy physical security requirements as identified within the Physical Security Assessments > Refer to P-100 v2021 § 1.4.7 Interagency Security Committee Risk Management Process For Federal Facilities.

C. Project Delivery Requirements

In addition to inputting information, the DB Contractor must respond to data calls issued by GSA within seven calendar days, except where specified otherwise in writing.

GSA has specific requirements when delivering its projects. The DB Contractor must perform the services and activities to complete the following project delivery requirements:

1. P-100 CERTIFICATIONS

In accordance with P-100 v2021, and at each stage of design process, the DB Contractor must certify that the design complies with all of the contract requirements, including the POR, PBS P-100, Energy Performance requirements, Security requirements, LEED checklist, and any local regulatory agencies and review boards.

The DB Contractor shall provide a narrative, in bullet form, which specifically identifies how proposed design features will support performance expectations of the project. Any deviations must be explicitly identified and submitted for approval by GSA.

The BDS documents the overall space planning strategies for buildings in an effort to maintain the original architectural intent and value for each property.

The DB Contractor shall update the BDS as appropriate and applicable based upon the specific scopes of this Project and how those scope items incidentally change the contents of the current BDS. identify key elements in their design and develop an outline BDS document for those identified elements that is based on the Adobe In Design template provided by GSA. The BDS shall be based on the post-award final concept design. The document shall include analysis of the significant exterior and interior design characteristics of the building. The document may have standard items, such as finishes and fixtures, and shall be organized in common categories so that they can be easily referenced. The manual may also include sketches, graphics, photographs and diagrams.

These established design guidelines shall provide written reference for future renovation, repair and alteration and modernization projects so a unified design aesthetic can be accomplished and a consistent palette of finishes can be achieved. The DB Contractor shall provide at the CD/IFC submission, a submittal that shall contain updated information from the finish, hardware, lighting, and signage schedule. This information shall include: wall, floor, ceiling and specialty finishes, as well as hardware, plumbing fixtures, and lighting fixture specifications as designed and constructed. The BDS document shall guide the selection of finishes, hardware, lighting and signage in all alterations to the building, preserving the original design intent as established by the DB Contractor.

3. DELIVERABLES MATRIX

The Deliverables Matrix has this project’s detailed list of design review deliverables and milestones, some of which are not applicable to this Project. The DB is to edit out or ignore those items in the Matrix that are not applicable to this project.

4. COMPLIANCE MATRIX

The DB Contractor shall develop and use a Compliance Matrix for the lifecycle of the project. At each design phase program review, the compliance matrix shall be used as a communication tool to verify understanding and compliance with the contract

The Matrix shall provide system to track the following at a minimum:

a) Certify compliance with contract requirements.

b) Identify proposed exceptions/waivers for Government approval (subject to contract requirements for substitutions).

c) Identify issues that require Government feedback to finalize design direction.

The Matrix shall be updated and published at the conclusion of each Program Review. The Matrix may also be used regularly at design progress meetings as a communication tool to facilitate design decisions and confirmations. Refer to EXAMPLE Compliance Log in the Appendix.

5. DESIGN REVIEW PROCESS AND PROCEDURES

GSA, GSA Property Management and impacted occupant tenant agencies will review design submissions listed in the Deliverables Matrix for their iterative development towards meeting the expected outcome of the design.

Design reviews by the Government are not to be interpreted as approval of the DB Contractor’s progress toward meeting contract requirements, but are intended to discover information which can be brought to the DB Contractor’s attention which might prevent costly error and misdirection. The DB Contractor shall remain responsible for designing and constructing the building in full compliance with the requirements of the contract.

a. Code Reviews: Review for compliance with all applicable codes and standards is the sole responsibility of the DB Contractor.

b. Quality Control Reviews: Government reviews do not relieve the DB Contractor of responsibility for quality control for the design documents or compliance with contract requirements.

c. Constructability Reviews: Constructability of the project as designed is the sole responsibility of the DB Contractor. The DB Contractor shall ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency. The Design Builder shall assure that:

1) The level of design complexity is consistent with the project’s schedule and budget constraints

2) Materials, processes, equipment and labor are appropriate and available

3) Construction work required is in conformance with standard construction practices, and equipment, products, materials, fixtures, etc. are readily available in the marketplace, to the maximum extent possible

4) Building systems are compatible and viable

5) Drawings and specifications are complete and thoroughly coordinated among disciplines

6) Drawings and specifications are complete and accurately reflect coordination with existing infrastructure

The contractor shall verify all existing dimensions and dimensions of new equipment and materials for proper fitment

7) Defects, omissions, inconsistencies, conflicts, and ambiguities in documents are identified

8) Drawings are coordinated for multiple construction phases, if applicable

9) Site and building access, logistics, available storage, haul routes and layout areas requirements are accommodated and have been fully coordinated with and approved by local GSA Property Management

10) Existing conditions have been onsite verified and are shown correctly and adequately

11) Construction options and unit prices are logical, thoroughly described and understandable

12) Construction details are appropriate, complete, thoroughly described coordinated and workable

13) General requirements items are thorough and properly addressed

14) Construction duration, phasing, and subcontracting plans are reasonable and logical

d. Government Reviews:

The purpose of the Government’s review is to ensure that established functional, aesthetic and spatial requirements of the project are satisfied, including but not limited to:

1) The design responds to GSA program goals, objectives, and priorities

2) The design responds to the interests of project stakeholders

3) The design accommodates the requirements of the National Judicial Elevator Program in an efficient manner

e. Design Review Meetings and Procedures:

1) Government Review Meetings

a) Program Review Meeting(s):

At the beginning of each design phase, conduct program review meetings prior to the start of work on the design phase.

Programs include, but are not limited to, security, Building Management/O&M coordination, controls, etc.

b) Specialty Review Meetings:

Conduct review meetings as defined in this scope of work to address specific design issues such as Elevator control programming, Security, etc. Individual meetings shall be scheduled and coordinated to maximize the efficiency and travel logistics for the project team.

c) Ad Hoc Review Meetings:

The DB Contractor project management plan shall include additional Ad Hoc review meetings to facilitate Government decisions during the design process and to maintain the project schedule.

2) Meeting Record:

The DB Contractor shall provide meeting minutes, comment tracking system, and/or RFIs to document design directives from the review meetings referenced above.

3) Requests for Information (RFI’s):

The DB Contractor shall utilize KAHUA to manage and document design phase RFI’s related to contract requirements.

4) Government Review Cycle – Formal Reviews

a) Government Comments:

Unless specifically noted otherwise, the GSA, CMa-CxP, and GSA local Property Management will provide written comments within twenty-one (21) calendar days of receipt of each design submission. The standard review period accounts for fifteen working days for reviewers, inclusive of distribution of documents, collection, and consolidation of comments. Date of receipt of each submission shall be the date when all required documents have been received in all required formats.

b) DB Contractor’s Response:

The DB Contractor shall respond in writing to these design review comments within seven (7) calendar days of receipt.

Response shall address each comment individually and shall reference applicable design documentation. At the conclusion of this review and response period, the DB Contractor shall chair a design review meeting to address unresolved comments and distribute review comments and DB Contractor’s responses to those involved in the review process.

c) Resolution of Comments:

The DB Contractor shall resolve all design review comments in writing. In cases other than unqualified adoption, the DB Contractor shall provide a statement as to why the reviewer’s objection and/or recommendation are inappropriate. The DB Contractor shall be responsible for using the KAHUA to manage comments throughout the design phase. Users of this system shall include the DB Contractor team, GSA, CMa-CxP. A single master list of comments shall be maintained for the lifecycle of the design phase.

6. CONSTRUCTION SUBMITTAL & RFI PROCESSING

The CMa must manage and document the processing of the DB Contractor submittals and Requests for Information (RFI’s) on behalf of GSA. The DB Contractor shall comply with the requirements in GSA 013300 SUBMITTAL PROCEDURES.

D. Project Management

The DB Contractor shall refer to GSA 013100 PROJECT MANAGEMENT & COORDINATION for

In addition:

1. RECORD KEEPING

The DB Contractor shall maintain detailed record and documentation of the project in preparation for the turn-over to GSA, refer to GSA 017810 PROJECT RECORD DOCUMENTS.

In addition, the CMa is responsible for preparing correspondence and other documentation and maintaining accurate and detailed records of the project's progress during each phase on behalf of GSA. The DB Contractor shall coordinate with the CMa to ensure all documentation is complete.

2. COMMUNICATIONS PLAN

The DB Contractor, in consultation with the stakeholders of the project, shall implement the Project Communications Plan. This plan must be used and maintained by the DB Contractor throughout the project and updated by the DB Contractor as necessary to suit each project phase. The format of the Communication Plan shall be approved by the GSA PM prior to its execution.

3. QUALITY ASSURANCE AND QUALITY CONTROL PLAN (QA/QC)

The DB Contractor shall implement QA/QC practices as required by GSA 014000 QUALITY

REQUIREMENTS.

4. PROJECT MANAGEMENT SYSTEM (KAHUA)

KAHUA is a secure, web-based, project management information system that will be provided by GSA to accommodate the information needs of all project participants. The DB Contractor shall implement the use of KAHUA at the beginning of the post-award Design Stage and continuously use it through completion of the Design and Construction Stages.

a. All communications among the major parties involved in the execution of the project shall be documented in the system.

b. Refer to GSA 013000 PROJECT COORDINATION SYSTEM and Standards and Criteria Documents for requirements.

E. Cost and Schedule Management

The P-120, Cost and Schedule Management Policy v2022 for Design Build Performance Delivery Method applies to all professional services and construction activities.

The DB Contractor must perform the cost and schedule management tasks and submit deliverables prescribed by the P-120, Cost and Schedule Management policy v2022 and the Deliverables Matrix.

1. COST MANAGEMENT

In addition to the Schedule of Values required in GSA 012900 PAYMENT PROCEDURES for payment and critical path scheduling (GSA 013120 CPM SCHEDULE SPECS)

2. SCHEDULE MANAGEMENT

The DB Contractor must meet the P-120, Cost and Schedule Management Policy v2022 requirements. Generally, GSA requires effective scheduling practices to execute this project with efficient transitions between old and new facilities. These practices involve detailed project schedule combinations, development, and maintenance. For additional schedule requirements refer to GSA 013110CPM SCHEDULE SPECS. The DB Contractor must provide the services and activities to support the following:

a. Master Project Schedule

The DB Contractor must assist GSA to develop and maintain a master project schedule used to coordinate stakeholder responsibilities for the project. The DB Contractor assistance includes recommendations on stakeholder integration and a logic-based schedule with the activities for which the DB Contractor is responsible to perform per this contract. The master project schedule must conform to the milestones and durations provided in the Project Schedule.

b. Critical Path Method Schedule

Before starting work, the DB Contractor must develop and provide a critical path method (CPM) logic based detailed work breakdown structure schedule for completion of all Design Stage activities, tasks, submissions, design meetings and workshops and review durations as required herein, leading up to and including the final design development submission(s). Refer to GSA 013110CPM

SCHEDULE SPECS.

c. Schedule Coordination, Approval, and Maintenance

The DB Contractor schedules must itemize all required submission dates and review durations and must conform to the milestones and durations provided in the GSA’s Master Project Schedule. After approval by GSA, the DB Contractor’s design phase and construction schedules must be incorporated into the Master Project Schedule. The DB Contractor must provide and maintain the construction schedule as further described in references and applicable specifications.

d. Monthly Schedule Updates

The DB Contractor must provide monthly schedule updates to GSA/CMa, showing progress on and completion of all required work. The DB Contractor must immediately notify GSA and the CMa of any anticipated delay in performance of any work. As work progresses, the CMa will provide monthly updates to GSA for the GSA Master Project Schedule. If the schedule updates indicate that previously approved schedules may not be met, the CMa will give immediate notice and make appropriate recommendations to GSA and the DB Contractor.

F. Change Management

Change Management is the procedure by which the CO, CMa, and PM process all change orders.

Change orders add or delete work from the SOW; serve as a written record of a technical change;

modify the contract duration; and may authorize a change in cost of construction.

Proposed Change Orders shall be accompanied by a Life Cycle Cost Analysis that complies with the P-120, Cost and Schedule Management Policy v2022.

The PM does not have authority to approve change orders and obligate the government; they provide technical expertise to the CO. The CO has the authority to obligate the government to change orders.

1. The DB Contractor shall submit all requests or recommendations for change(s) to the project scope to the CO for approval. Requests shall include a rationale, cost and impact to the schedule.

2. In the event of a significant change in contract value as determined by the PM, the DB

Contractor shall update the Cost Allocation tabulation.

3. The DB Contractor shall provide the Government the opportunity to participate and/or review documented scope discussions and RFI’s during the subDB Contractor buyout phase, as well as construction RFI’s between the DB Contractor and subDB Contractors.

4. Where design-assist packages are utilized, the Government shall be given the opportunity to review and comment on progress submissions, submittals, shop drawings, and RFI’s.

5. Regardless of source, all and any scope changes to terms of the contract documents and/or the final CD/IFC (Issued for construction) submission shall be submitted as formal RFI’s to the GSA for approval.

G. Shop Drawings Review The DB Contractor retains approval of all Shop Drawing approval with the DB Contractor’s Designer of Record. However, the Government will request copies of all submittals, and the GSA will approve a list of those submittals that shall require GSA review and feedback in advance of approval. Refer to GSA 013300 SUBMITTAL PROCEDURES and FAR 52.236-21 for requirements.

I.H.III. SCOPE OF SERVICES

The DB Contractor shall perform all services described in this Scope of Services in accordance with applicable requirements and provisions set forth in GENERAL REQUIREMENTS, and as specifically described below. This project will be managed in phases. The services will be provided in phases as presented in the following sections with specific requirements for this project’s phases.
