Yes, this is required by code.

73 Are there smoke detectors in the elevator lobbies?

Yes.

74 Is a Fire Protection Engineer required to be on the design team?

Yes this is required.

75 Is a Structural Engineer required to be on the design team? If yes, do they need to be licensed in the State of Rhode Island?

A Structural Engineer is not required to be on the design team because there will not be an increase in the buildings reaction loads. The reaction load will not increase because the new equipment will be of a similar size as the original equipment.
