Q&A – 3/18/2024

Ques on # Ques on GSA Answer

1 Does the GSA require a historic preservation architect to be a member of the Design Team?

Yes. The elevators are in a historic zone of the building.

2 Does the GSA have any additional description as to the extent of design required for electrical, mechanical, plumbing, fire suppression? The SOW Project Work Items describe elevator scope and HVAC equipment replacement, but do not specifically mention electrical, plumbing, or fire suppression scope.

Design will be required for the tie-ins of electrical, and fire/ life safety systems.

3 Given the age of the building, is hazardous abatement part of the scope of work?

GSA is not aware of any hazardous abatement within the project scope.

4 Is the scope of work expected to impact areas outside of elevator cabs and machine rooms, e.g. in the lobbies, paths of travel, or other public areas?

The scope of work is limited to the elevator cabs, machine rooms, elevator shafts.

5 Is the scope of work expected to impact the building envelope or exterior of the building?

The scope of work is not expected to impact the building envelope or exterior.

6 For this procurement, I would like to confirm whether GSA will accept a proposal from an offeror that is small business under the NAICS code 236220.

The solicitation is a 100% small business set aside under NAICS code 238290 (Other Building Equipment Contractors). Based on the NAICS listing, 23890 is the applicable code hence the code remains the same. In order for a proposal to be considered for award, the prospective contractor must be listed as a small business under FAR Clause 52.219-1 (Small Business Program Representations) on SAM.gov and NAICS Code 238290 shall be included in the Contractor's profile.
