About this file

This memorandum documents evaluation factors for Protestant Musician Contracts for the 22nd Contracting Squadron at McConnell Air Force Base. The solicitation will select a musician through a technical proficiency evaluation and price assessment. The lowest three offers will be invited to an on-site evaluation, which includes a 10-minute warm-up, a 3-minute rehearsed piece performance, and a sight-reading component. Prospective performers will start with 20 points and lose points for technical discrepancies during their performance.

The evaluation process involves ordering offers from lowest to highest price, with the technical proficiency evaluation determining the performer's skill level. Each offer will be evaluated on best value to the Government, weighing price and technical proficiency score. The evaluation team will consist of members from the 22 ARW Chapel and procurement office. Technical discrepancies in the rehearsed piece and sight-reading will result in point deductions, with up to 3 initial deficiencies allowed in the sight-reading portion before point loss begins.
