About this file

This memorandum documents evaluation factors for Protestant Musician Contracts at McConnell Air Force Base. The solicitation will evaluate offers using a Lowest Price Technically Acceptable (LPTA) approach, with the lowest three offers invited to participate in an on-site technical proficiency evaluation. The evaluation process includes a 10-minute warm-up, a 3-minute rehearsed piece performance, and a sight-reading component, with performers starting at 20 points and losing points for technical discrepancies.

The technical evaluation will be conducted by members of the 22 ARW Chapel and procurement office, assessing musicians' skills on guitar or keyboard. Performers will be judged on their rehearsed piece (10 points) and sight-reading ability (10 points), with point deductions for errors such as incorrect notes, tempo deviations, or improper resting. The final selection will be based on the best value to the Government, considering both price and technical proficiency score. Questions about the evaluation can be directed to the contracting officer at the provided contact information.

2. Offers received will be ordered from lowest to highest price. The lowest three (3) offers will be contacted to participate in an on-site technical proficiency evaluation. The technical proficiency evaluation will be scheduled during normal business hours, to be coordinated with each prospective performer. The evaluation team will consist of members from 22 ARW Chapel and the procurement office. The purpose of the technical proficiency evaluation is to determine the level of skill possessed by prospective performers. The technical proficiency evaluation will consist of the following:

will result in a loss of points. See below:

a. (10 Pts) Rehearsed Piece: Each technical deficiency noted will result in 1 lost point.

b. (10 Pts) Sight Reading: Up to 3 technical deficiencies are allowed before loss of points. After
