About this file

This document is a narrative related to the Grass Butte Cinder Pit, which is a prospective material source being offered for a state and local contract opportunity to supply 10,000 cubic yards of cinder winter traction sanding aggregate. The pit is jointly owned and cooperatively managed by the Oregon Department of Transportation (ODOT) and Crook County. The narrative provides details on the site geology, past site exploration, and the current project-specific development plan for excavation, processing, and stockpiling of the required aggregate. Contractors are advised to carefully review the available information, become familiar with the site conditions, and submit any proposed development plan changes for approval.

The pricing and other commercial terms are not detailed in this narrative, but additional information is available through ODOT's material source files. The narrative indicates that this is an ODOT-provided material source being offered for the state and local contract opportunity, and that no seeding is required for this project. Contractors should consider the need for specialized equipment or processing to handle the existing oversized material on site.

RE: Narrative for Grass Butte Cinder Pit - Prospective Material Source

ODOT Source #OR-07-004-4, DOGAMI #07-0034 Ochoco Highway, MP 14.4

Introduction This memo and all the attachments are available through OR Buys to all bidders that inquire about this prospective material source, according to Section 00120.25 of the Oregon Standard Specifications for Construction 2024. This combination ODOT-owned/Crook County-owned source of aggregate materials is offered as prospective material source for excavation, processing and stockpiling of material for this project.

The prospective material source is an existing cinder pit known as Grass Butte Cinder Pit located in the S ½, S ½, SW ¼, SE ¼, of Section 9 and the N ½, N ½, NW ¼, NE ¼, of Section 16, T. 15 S., R. 15 E., W.M., in Crook County. Access to the site is at MP 14.4 of the Ochoco Highway (OR126) via turning northwest onto a cinder gravel surfaced haul road and travelling northwest and west 1.4 miles to the pit. The site access road is gated and locked; Contractors will need to coordinate site access with the Project Manager Ramon Alonso (ph. (541) 419-9481). This site is joint owned and cooperatively managed by ODOT and Crook County.

2023 Prineville Sanding Aggregate Production Narrative for Grass Butte Cinder Pit – Prospective Material Source Ochoco Hwy., OR126, MP14.4, Crook County

The current development plan for this source was prepared based upon the estimate of the current project requiring approximately 10,000 cubic yards of cinder winter traction sanding aggregate.

The excavation area shown on the separate plan map in the contract contains adequate material necessary to complete the project with the above proposed quantity.

As per Oregon Standard Specifications for Construction, Section 00120.15 Examination of Work Site and Solicitation Documents; Consideration of Conditions to be Encountered, Contractors shall carefully examine the available information for the source, and become familiar with the existing conditions, the appearance of the site, and the conditions they expect to encounter prior to bid submittal. As stated in the separate project material source operating specifications in the contract, proposed development plan changes shall be submitted in writing for approval by the Project Manager.

Refer to the Plans, Special Provision Section 00235 Agency Provided Material Source, and Special Provision Section 00680 Stockpiled Aggregates supplied in the Bid Packet, as this Narrative is for informational purposes only.

Source Geology Grass Butte Cinder Pit is located on a volcanic cinder deposit, mapped as a QTp geologic unit, in the center of a surrounding relatively small stratovolcano landform mapped as unit QTvm, composed of mafic vent and flow deposits. Beyond the terrain of the butte lies widespread flows of basalt, mapped as QTb.1 Available information suggests that the QTp and QTvm units are of Pliocene age (approx. 2.5 to 12 million years ago) and that the surrounding basalt flows are Miocene (12 to 26 million years).2 Onsite reconnaissance of the site excavation and related slopes reveals that the cinder deposits are segmented by welded cinder masses that appear to have a basalt feeder dike core structure in some locations. In the central portion of the site large excavations into the un-welded cinder have occurred between the welded zones leaving vertical and near-vertical walls along the contact boundaries. Pit excavation slopes to the west appear to contain some areas of un-welded cinder lying beneath thin overburden soils. In other areas to the north and east, the excavation slopes of un-welded cinder are capped by relatively thin basalt flow rock. The deepest portion of the pit excavation along the east edge has left a 60 foot high face of un-welded cinder with strata dipping steeply in an easterly direction.

Site Exploration The site was drilled in 2010 and 2012 by ODOT to evaluate general subsurface conditions for expansion of the pit. Six borings were drilled in 2010 to determine the depth of the cap rock. The site was again drilled in 2012 by ODOT.. The 2010 borings encountered a minimum of 50 feet of

basalt lava rock in 5 of the locations and 33 feet of basalt in other boring. In 2012, the drilling encountered thinner basalt and variable underlying deposits.

In 2015 the central portion of the pit floor was drilled with a total of twelve (12) borings being completed. The northern 5 augered borings (AH15-01 to AH15-05) encountered un-welded cinder material to the bottom of the borings, 30 to 35 feet below ground surface. Two borings (DH15-06 and DH15-07) located on a ridge of harder material were core sampled to determine the thickness and characteristics of the hard material. These two core-sampled borings encountered welded cinder with occasional basalt boulder materials to depths of 30 and 35 feet. Hardness is field-estimated at R1 to R2 with some harder R3 basalt rock material. Recovery of core sample was typically 100% and RQD values were moderate to high, indicating a massive, relatively wide-jointed rock condition.

Approximately 60 feet south of the ridge of harder material two additional augered borings encountered 30 feet of un-welded cinder material to the bottom of the holes. Three additional augered borings located further south encountered similar subsurface conditions.

If the Contractor desires to review additional information such as drill logs and related material source files beyond that contained in this narrative packet, make an appointment to do so according to the information under Additional Information, at the bottom of this document.

Current Project-Specific Design The strategy for operations is to excavate loose scoria material from the high point in the central region of the site by ripping. If there is not sufficient loose material to meet project quantity at the location shown on the Material Source Development Plan, contact Bobbi Jean Cummiskey, ODOT Geology (ph.(541) 316-9921) to determine alternate excavation location. The designed excavation includes 1V:1.5H slopes for general stability and safety, and to facilitate pushing and moving material toward the processing area. The contractor shall not leave any excavated slopes steeper than 1V:1.5H. Site operations are restricted to daylight hours daily.

During source cleanup the Contractor is required to place all oversize material loosened in the source, or in the existing oversize stockpile to be relocated as shown, in the oversize storage area.

The Contractor is not responsible for stockpiling, using, or reducing the size of oversize material outside of the excavation area, with the exception consolidating the stockpiled oversized material as shown. Some of the existing oversize stockpiled on site is in the 5 to 6 feet size range and indicates sizes that could be generated at the site.

Consideration should be given to the preparation of the bid, taking into account the need to handle or reduce and process material 2.5 feet or less in size as stated in the operating specifications.

Special equipment or equipment setup may be necessary for size reduction or processing of the existing or loosened and excavated material.

The produced sanding aggregate will be stockpiled at the material source in the main stockpile area, located east of the existing excavation and as shown on the Prospective Material Source Development Plan. The Contractor must coordinate with the Project Manager to discuss and agree on temporary and permanent stockpile layout and then prepare the stockpile area accordingly.

This operating plan will allow for removal of the required aggregate products for this project and leave the site in a condition that will allow for future systematic development. It is important that access roads and benches be maintained. The Contractor is required to leave the excavation floor free from abrupt slopes, holes or depressions. The processing and stockpile areas must be left in a uniform and reasonably smooth and level condition. When the current operation is completed the site excavation area and use areas must be left in a stable and safe condition. No seeding is required for this project.

Additional Information If additional information about the material source is desired, contact the Project Manager’s office

(ph. 541-419-9481). An appointment will be scheduled to view ODOT material source files.

Someone from the Geology staff must be present when the information is being reviewed; this is to assure accuracy and consistency in the distribution of information.
