About this file

This is a Proposer RFP Checklist document associated with the City of Santa Monica Police Department's solicitation for Racial and Identity Profiling Act (RIPA) data analysis, reporting, and presentation services. The City seeks qualified consultants to provide comprehensive RIPA compliance services including data collection and analysis of disparities based on race, ethnicity, gender, sexual orientation, and disability; response time and efficiency studies; staffing and deployment recommendations; organizational structure and culture assessment; and community stakeholder engagement. Key deliverables include three annual RIPA reports for 2025, 2026, and 2027 data in both draft and final versions, Department of Justice-compliant data files, PowerPoint presentations for each report, and presentations at community meetings and city council sessions. The question submission deadline is March 10, 2026, with proposal responses due March 26, 2026, at 3:00 p.m. The contract includes an initial two-year term with three optional one-year renewal periods exercisable at the City's sole discretion.

Proposers must demonstrate a minimum of 10 years of consulting experience with California municipalities and law enforcement agencies, with proven experience designing and publishing multiple RIPA reports for California law enforcement agencies within the past three years. Evaluation criteria include experience (25 points), cost (20 points), references (10 points), work plans and timelines (25 points), and quality of work and technical control (20 points). No specific budget range or award value is stated in available documents; proposers must submit detailed cost proposals with hourly fee schedules and reimbursable expenses. Vendors must comply with the City's Living Wage Ordinance requiring a minimum wage of $22.50 per hour for contracts exceeding $54,200 and maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Workers' Compensation with Employers' Liability ($1,000,000 per accident), and Professional Liability insurance ($1,000,000 per occurrence/$2,000,000 annual aggregate). No prevailing wage requirements apply as these services qualify as professional services, and no set-aside designations or incumbent vendors are specified.
