About this file
This is a Proposer RFP Checklist document for the City of Santa Monica, California, related to a solicitation for Racial and Identity Profiling Act (RIPA) data analysis, reporting, and presentation services for the Santa Monica Police Department. The checklist outlines procedural requirements for interested proposers, including mandatory actions such as reading the entire RFP document, identifying critical items and submittal deadlines, and attending any pre-proposal conference offered. Proposers are instructed to submit clarifying questions by specified due dates, review all formal addenda posted on the City's OpenGov online vendor portal, and acknowledge receipt of all issued addenda with their submissions. The checklist emphasizes that proposals must follow the required format with point-by-point responses to all RFP sections, as evaluation will be based solely on information and materials provided in the response.
The checklist stresses the critical importance of timely submission, noting that late proposals are never accepted and that proposers must carefully verify all dates and times listed on the RFP front page. Proposers are advised to review the RFP document multiple times before submission to ensure all requirements have been addressed. The checklist does not contain specific pricing information, contract term details, set-asides, or funding amounts, as it serves as a procedural guide rather than substantive contract specifications.
