About this file
This is an internal email documenting an AB 339 compliance check for RFP 92425 regarding Racial Identity Profiling Data Analysis (RIPA) services for the City of Santa Monica Police Department. The scope of work encompasses comprehensive RIPA data collection, analysis, and reporting services including statistical disparities analysis across race, ethnicity, gender, sexual orientation, and disability; response time and efficiency studies; staffing and deployment recommendations; organizational structure and culture assessment; management framework development; community stakeholder engagement; department staff input solicitation; and annual report design and publication. The project is structured in two phases per reporting year: Phase 1 involves data analysis and report design collaboration with SMPD, while Phase 2 focuses on presentation development and stakeholder engagement. Deliverables include annual RIPA reports (first draft, second draft, and final versions) for 2025, 2026, and 2027 with DOJ-compliant data files, PowerPoint presentation decks for each report, presentations at community meetings and city council sessions, and interim progress reports with departmental improvement recommendations. The requestor, Tina Saloutos, sought HR team confirmation by close of business March 4th regarding whether the scope of work encompasses activities within recognized employee organization classifications, with Sarah Rebensdorf subsequently confirming that AB 339 notification was not required for this procurement.
The email does not contain information regarding pricing terms, set-asides, incumbents, funding sources, or contract award dates. All work must adhere to data security and confidentiality requirements. Success metrics are defined as timely Department of Justice submissions, comprehensive reports demonstrating anti-profiling efforts, actionable recommendations, positive stakeholder feedback, and demonstrated improvements in equity metrics over the contract period.

From: Tina Saloutos <Tina.Saloutos@santamonica.gov> Sent: Wednesday, February 25, 2026 4:39 PM To: Sarah Rebensdorf <Sarah.Rebensdorf@santamonica.gov>; Grace Quitzon <Grace.Quitzon@santamonica.gov>; Doris Mejia <Doris.Mejia@santamonica.gov> Cc: Teresa Villa <Teresa.Villa@santamonica.gov> Subject: AB 339 Compliance Check: RFP 92425 Racial Identity Profiling Data Analysis (RIPA)
Good Afternoon HR Team, I hope you’re doing well today. Kindy advise if the scope of work (SOW) below encompasses any work within recognized employee organization classifications. At a cursory review, it does not appear that it does, but we will await your determination before advancing further. Looking forward to your response by COB March 4th.
The scope includes the following key activities, tailored to RIPA requirements:
RIPA Data Collection and Analysis
1. Receive, clean, and analyze SMPD's RIPA datasets for each reporting year, including stop counts, perceived demographics, stop reasons, searches, actions taken, and outcomes.
2. Perform statistical analyses to detect disparities in race, ethnicity, gender, sexual orientation, disability, and other protected identities, using comparative benchmarks (e.g., residential population data or prior-year trends).
3. Identify trends in workload related to stops, such as o icer assignments and resource allocation impacting RIPA compliance.
Response Time and E iciency Study in RIPA Context
1. Analyze response times for calls for service that result in RIPA-reportable stops, identifying areas where delays or ine iciencies may contribute to profiling perceptions or disparities.
Sta ing & Deployment Recommendations
1. Recommend sta ing levels and deployment strategies for units involved in RIPA data collection (e.g., patrol, tra ic enforcement) to ensure accurate reporting, minimize biases, and support training on profiling prevention.
Organizational Structure & Culture Assessment
1. Examine the department’s organizational structure and culture through a RIPA lens, assessing policies, training, and practices for promoting accountability, diversity, and sensitivity to reduce profiling.
Management Framework or RIPA Compliance
1. Recommend a management framework, including performance metrics, oversight mechanisms, and quality control processes, to ensure ongoing RIPA compliance, increased e iciency in data handling, and improved anti-profiling outcomes.
Community Expectations and Stakeholder Engagement
1. Identify community expectations regarding RIPA by conducting meetings with municipal stakeholders, community groups, and advisory boards to gather input on profiling concerns and transparency needs.
Department Membership Input
1. Solicit input from sworn and professional sta through interviews, surveys, or focus groups on RIPA data collection challenges, training needs, and best practices for equitable enforcement.
Report Design and Production
1. Design and publish annual SMPD RIPA Reports for each year, including executive summaries, data visualizations, disparity analyses, and actionable recommendations to eliminate profiling. Produce two drafts and a final version per report, ensuring DOJ submission-ready formats.
Presentations and Public Forums
1. Design PowerPoint presentation decks summarizing each annual report.
2. Present findings at community meetings, city council sessions, departmental briefings, and other forums as directed by the SMPD, to foster public dialogue and trust.
Project Organization For each reporting year, the project will consist of two phases:
Phase 1: Data Analysis and Report Design – Collaborate with SMPD to analyze data, produce drafts, and finalize reports.
Phase 2: Presentation and Engagement – Develop presentation materials and facilitate sessions in various forums.
Project Success Measures Success will be measured by timely DOJ submissions, comprehensive reports highlighting anti-profiling e orts, actionable recommendations, positive stakeholder feedback, and demonstrated improvements in equity metrics over the contract period.
Project Deliverables
1. Annual RIPA Reports (First Draft, Second Draft, Final Version) for 2025, 2026, and 2027 (including DOJ data files).
2. PowerPoint Presentation Decks for each report.
3. Presentations at specified forums (e.g., community meetings).
4. Interim progress reports and final recommendations on departmental improvements.
All work must adhere to data security and confidentiality.
Best regards
