The scope of work includes removing gangways 1 through 4, restricting access to triangular decking areas, replacing seven specified piles in kind (32A, 33A, 33B, 34B, 46B, 44A, 36B), replacing deck timbers on both the dock and barge that present tripping or splintering hazards, repairing or replacing damaged handrails, restoring bearing conditions at Pile 8B, and replacing all cleats, bumpers, and hardware on the barge. A pre-bid meeting is scheduled, though attendance is not mandatory. The contract is structured as a lump sum agreement with a 120-day performance period and liquidated damages of $1,000 per calendar day for non-compliance.

The project is funded through state, federal, and Beaufort County appropriations, with funding subject to allocation contingencies. Contractors must provide performance and payment bonds equal to 100% of the contract price and maintain specified insurance coverages. The solicitation process requires contractors to demonstrate good faith efforts for Small and Minority Business (S/MBE) participation and submit comprehensive documentation of such efforts for evaluation. Contractors must also comply with Title VI of the Civil Rights Act. The structural inspection report classified the facility in poor condition (Code 3), noting critical deficiencies including marine borer infestation, advanced cross-bracing deterioration, and severe steel beam corrosion, underscoring the urgency and significance of this rehabilitation initiative.
