About this file

This is a Project Manual for a roof repair project issued by the Iowa Department of Transportation (Iowa DOT) for the Tipton Maintenance Garage Addition roof replacement. The project, designated BG-1T11 (019)--80-16, involves the removal of existing shingles and re-roofing with metal panels at the facility located at 2092 Moscow County Road X54, Tipton, Iowa 52772. The Iowa DOT, with its Purchasing Resources & Acquisitions Bureau and Architectural Services, issued the solicitation as a Request for Quote (RFQ) posted on May 14, 2026, with a submission deadline of May 28, 2026, at 1:00 PM CDT. Site visits are available at the contractor's discretion with 24-hour advance notice required. The estimated project completion date is July 15, 2026, with work to commence upon issuance of the Notice to Proceed. Woodruff Construction is soliciting subcontractor statements of qualifications (SOQs) on behalf of the Iowa DOT, and bidders must respond directly to Woodruff Construction as outlined in the attachments.

The award will be made to the responsible bidder whose submission is most advantageous to the Iowa DOT, considering cost and other evaluation factors including mandatory requirements, proposed staffing, time schedule compliance, and past work performance. Bidders must be registered with the Iowa Department of Workforce Development Division of Labor per Iowa Code Chapter 91C and must provide their contractor number to qualify. If the contract award exceeds $25,000, the successful bidder must furnish a performance and payment bond covering 100 percent of the contract value. Payment terms are Net 60 with F.O.B. Destination shipping. The Iowa DOT is a tax-exempt agency and will provide tax exemption certificates upon request. Davis-Bacon wages do not apply to this project. Contractors must maintain required insurance coverage as specified in the Standard Terms and Conditions, and all work shall be performed under direct Iowa DOT supervision with periodic site inspections. Bidders must provide at least 24 hours' notice before installation begins and must disclose lead times for any fabricated or custom-built materials along with estimated project completion timelines. A Notification of Intent to Award and bid tabulation will be posted publicly on the IMPACS Business Opportunities site following evaluation.
