Summary of Project 8 - 26th Ave Special Provisions
This document is a Special Provisions specification for the City of Wheat Ridge's Sidewalk Gap Construction Program, specifically Project 8 located on 26th Avenue between Oak Street and Paramount Parkway. The project establishes construction requirements that supplement and modify the 2025 Colorado Department of Transportation Standard Specifications for Road and Bridge Construction. The scope of work encompasses sidewalk construction with associated site improvements including driveway gravel reset, fence reset, water meter adjustment, landscape restoration, rock mulch placement, hot mix asphalt patching, concrete curb ramps with detectable warnings, and construction traffic control. The contractor must commence work within five working days of the Notice to Proceed and complete all work within 60 working days. The project involves coordination with multiple utility providers including Consolidated Mutual Water Company, City of Wheat Ridge Storm Sewer, CenturyLink/Lumen, Google Fiber Optic, and Xcel Energy, with utility owners requiring two weeks' advance notice prior to commencing work.
The contract includes specific technical requirements for materials and construction methods, including hot mix asphalt mixes meeting PG 64-22 binder grade specifications, detectable warning plates on curb ramps meeting PROWAG standards, and landscape restoration requiring 70 percent vegetative cover establishment within 12 months. Estimated force account items total $55,000, consisting of $45,000 for minor contract revisions and $10,000 for supplemental erosion control measures. Payment terms specify lump-sum compensation for landscape restoration and per-unit pricing for items such as reset driveway gravel, reset fence, rock mulch, and concrete curb ramps. All incidental costs for traffic control, erosion control, utility coordination, and project modifications are incorporated into the respective pay items without separate measurement and payment.

Hot Mix Asphalt
All mix designs shall be run with a gyratory compaction angle of 1.25 degrees and properties must satisfy Table 403-1. Form 43 will establish construction targets for Asphalt Cement and all mix properties at Air Voids up to 1.0 percent below the mix design optimum. CDOT will establish the production asphalt cement and volumetric targets based on the Contractor’s mix design and the relationships shown between the hot mix asphalt mixture volumetric properties and asphalt cement contents on the Form 429. CDOT may select a different AC content other than the one shown at optimum on the Contractor’s mix design in order to establish the production targets as contained on the Form 43. Historically, Air Voids adjustments typically result in asphalt cement increases from 0.1 to 0.5 percent.
Contractors bidding the project should anticipate this change and factor it into their unit price bid.

Revision of Section 403
Hot Mix Asphalt
The Contractor shall prepare a quality control plan outlining the steps taken to minimize segregation of HMA. This plan shall be submitted to the Engineer and approved before beginning the paving operations. When the Engineer determines that segregation is unacceptable, the paving shall stop and the cause of segregation shall be corrected before paving operations will be allowed to resume.
Hot mix asphalt for patching shall conform to the gradation requirements for Hot Mix Asphalt (Grading SX and S).
Acceptance samples shall be taken CP 41 Method B.
Delete subsection 403.05 and replace with the following:
403.05 The accepted quantities of hot mix asphalt will be paid for per subsection 401.22, at the contract unit price per ton for the bituminous mixture.
Payment will be made under:
Hot Mix Asphalt (Patching)(Asphalt) Ton
Aggregate, asphalt recycling agent, asphalt cement, additives, hydrated lime, and all other work and materials necessary to complete each hot mix asphalt item will not be paid for separately but shall be included in the unit price bid. When the pay item includes the PG binder grade, any change to the submitted mix design optimum asphalt cement content to establish production targets on the Form 43 will not be measured and paid for separately but shall be included in the work. No additional compensation will be considered or paid for any additional asphalt cement, plant modifications and additional personnel required to produce the HMA as a result in a change to the mix design asphalt cement content.
Historically, typical asphalt cement increases reflected on the Form 43 are from 0.1 to 0.5 percent. However, the Contractor should anticipate the AC increases typical of his mixes.
Contractors bidding the project should anticipate this change and factor it into their unit price bid.
When the pay item does not include the PG binder grade, asphalt cement will be measured and paid for per Section 411. Asphalt cement used in Hot Mix Asphalt (Patching) will not be measured and paid for separately but shall be included in the work.
Excavation, preparation, and tack coat of areas to be patched will not be measured and paid for separately but shall be included in the work.

The final surface shall meet the requirements given in R305 of the PROWAG. The domes and their underlying surface shall contrast visually with adjacent gutter, street or highway, or pedestrian access route surface, either light-on-dark or dark-on light, per R305.1.3 of the PROWAG. The contrasting colors shall not be black and white.
Material for the truncated domes shall be cast iron embeddable surface plates. The domes shall be prefabricated by the manufacturer as a pattern on embeddable surface plates.

Prior to the start of work, the Contractor shall submit appropriate documentation from the manufacturer verifying that the required contrast has been met, along with a sample plate to the Engineer for approval.
Subsection 608.03 shall include the following:
Prior to installation of the plates, concrete conforming to subsection 608.02 shall be installed and consolidated as a base for the plates. The concrete shall be placed to a thickness that will allow the base surface of the plates to be at the same elevation as the adjacent concrete. The plates shall be embedded into the plastic concrete in accordance with the manufacturer’s specifications.
Subsection 608.05 shall include the following:
Detectable warnings on curb ramps, including sand, plates, and all other work and materials necessary for fabrication, transport, and installation will not be measured and paid for separately, but shall be included in the work.
Subsection 608.06 shall include the following:
Payment will be made under:
Concrete Curb Ramp Square Yard
Revision of Section 630 Construction Traffic Control
Revise Section 630 of the Standard Specifications for this project as follows:
Subsection 630.02 shall include the following:
All traffic control devices shall conform to the most recent version of the Manual on Uniform Traffic Control Devices (MUTCD), the Colorado Supplemental MUTCD and all applicable specifications and illustrations in the CDOT M & S Standards. The Contractor installing signing is responsible for scheduling and providing utility locates, identifying conflicts and protecting all existing utilities.

Plan S-630-2
Unless otherwise approved by the Engineer, the Contractor’s equipment shall follow normal and legal traffic movements. The Contractor’s ingress and egress of the work area shall be accomplished with as little disruption to traffic as possible. Traffic control devices shall be removed by picking up the devices in a reverse sequence to that used for installation. This may require moving backwards through the work zone. When located behind barrier or at other locations shown on approved traffic control plans, equipment may operate in a direction opposite to adjacent traffic.
The Contractor shall submit a detailed Traffic Control Plan including a Method for Handling Traffic (MHT) for each different phase of construction to the Engineer for approval by the City at least two weeks prior to the start of any construction phase or prior to any changes in traffic control.
