PART 1 – GENERAL REQUIREMENTS:
1.01 Statement of Work: The paving indefinite delivery indefinite quantity (IDIQ) work covered by these specifications consists of furnishing of all asphalt and concrete plant, labor, equipment and materials for site preparation, demolition, repair, replacement, and minor construction of both flexible (asphaltic) and rigid (Portland cement) based pavements at Robins Air Force Base, to include sidewalks, curb and gutters, roads, parking lots and other paved surfaces, complete and ready to use in accordance with these specifications. Work includes clearing and grubbing, demolition, excavating and backfilling, grading, milling, forming and placing concrete, paving, paving and airfield marking, land surveys for design, storm pipe and ditch design and installation, ditch maintenance, pipe bollard installation, hydroseeding and sod installation. This contract was established to provide the 78th Civil Engineer Group the capability to have pavement infrastructures constructed, repaired or maintained in a short time frame.
The work will be awarded by task orders and number of task orders varies depending on the availability of funds. The intent of this contract is to allow coordination between the Government and Contractor prior to each task order to identify the scope of work to be accomplished, the duration of work, and the time frame when the work can be accomplished.
A. Performance Requirements: All applicable plants, materials, work, and workmanship shall conform to the specifications included with this package and the latest revision of the Georgia
Department of Transportation Specifications found at www.dot.state.ga.us, whichever specification is more stringent. None of the payment clauses or paragraphs in any of the GA DOT sections will be utilized. All other plants, materials, and workmanship shall conform to the applicable national specifications, standards, or manufacturers specifications and instructions that address that specific work. Manufacturers’ recommendations and/or requirements, if more stringent than the specifications and drawings, shall be followed at no additional cost to the Government. The most stringent requirements between the specifications, GA DOT specification sections listed above, the drawings, and the manufacturer’s recommendations and/or requirements shall be followed at no additional cost to the Government.
Use pavement design criteria and procedures recognized by the Department of Transportation (DOT) in the state in which the project is located for roads and parking areas not trafficked by any special military vehicles. When state design criteria and procedures are used, the entire pavement section must conform in every detail to the applicable state criteria and materials must conform to the DOT material specifications.
Special military vehicles include, but are not limited to: cranes, aircraft tow tractors, forklifts, container handling vehicles, tracked vehicles, heavy military cargo trucks (greater than 10,000 pounds (4535 kg) (i.e. HEMTT)), heavy equipment transport systems (HET), palletized load systems
(i.e. M1074, M1075, etc.), mine resistant ambush protected vehicles (MRAP), and Stryker vehicles.

Airfield pavement and pavement trafficked by any special military vehicles shall be constructed by the attached airfield pavement specification section UFGS 32 12 15.13 and 32 13 14.13.
a. Performance Periods: Performance periods shall be negotiated for each task order based on amount of work, time of year, anticipated weather delays, and location of work.
b. Noncompliance Impacts: Any contractor costs resulting from noncompliance with these requirements are the sole expense of the contractor. Noncompliance shall not be cause for contract extensions or other considerations, but they may be cause for the Government to charge the contractor for liquidated damages for all negative impacts upon the Government.
c. Minimum Requirements: The pavement contractor shall be prequalified or registered with any state Department of Transportation.
i. Provide the Notification Letter from the State Department of Transportation to the
Contracting Officer.
d. Cost Proposal for FOPR
i. Estimate:
1. Each estimate the contractors submit becomes the property of the
Government. The contractors are encouraged to thoroughly investigate the requirements of each Task Order (TO) and include those costs into the estimate. After award of a TO there will be no modifications to compensate the contractor for line items accidentally excluded. Conversely, there will be no modifications to extract items inadvertently included. The contractors will not insert non-relevant or duplicate items.
2. Construction Specification Institute (CSI) format shall be used for the purpose of this IDIQ contract. Required divisions at a minimum include engineering, materials, labor (prime and subcontractor), equipment, bond, G&A, overhead, profit. Contractor bid proposals should include accurate applicable line items, quantities, unit price, total price, and a written, flowable work plan authored in sequence that includes all elements (e.g. materials and labor) required. Price proposals for TOs will include a bid schedule (AF 3064), and an overall total price on an AF Form 3052. The construction breakdown of work to be accomplished categories for the AF Form 3052 will match the Unified
Facilities Guide Specifications (UFGS) (www.wbdg.org) forty-eight division format.

3. To increase transparency between the Government and the Contractors, the
Government has the right to request for additional information in regards to the individual specification divisions used by the Contractor when creating the price proposal.
B. USE OF PREMISISE: During the entire contract performance period, the installation will be occupied and base pavements will be utilized unless other arrangements are made and agreed to by the Contracting Officer. Extensive coordination will be required between the contractor, the
Contracting Officer’s Representative, and the Base populace to schedule all closures or work to minimize conflict and to facilitate government usage. In order to minimize impact on the mission and Base traffic, the contractor may be required to work other than the normal duty hours specified in section G below, on holidays, and on weekends.
C. PROTECTION OF EXISTING CONDITIONS: The Contractor shall provide photographic documentation at the project site for pre-existing conditions before construction and conditions at the time of completion. Contractor shall protect all existing exterior conditions, as well as existing adjacent conditions. The Contractor will be responsible for the cost to repair and/or replace any damaged areas in the exterior due to damage incurred by the installation and shall restore the areas to its original condition.
D. SURVEY OF EXISTING CONDITIONS: The contractor shall conduct a survey of the project site to field verify the existing site conditions. If any issues are discovered during the time of the field investigation that may pose a problem during the duration of the project, the Contractor shall provide documentation to the Contracting Representative. The Contractor shall coordinate with the
Civil Engineering project Construction Inspector and/or Project Manager to schedule a time for the site survey.
E. UTILITIES: Where available, water will be furnished to the Contractor by the Government from the Government's existing system at no cost. The contractor must submit to the Contracting Officer and to the Contracting Officer’s Representative (Inspector) a request in writing not less than twenty-one (21) days prior to the proposed connection/usage date. Connections must be approved and coordinated by the Contracting Officer’s Representative. If approved, connection and disconnection is at the Contractor’s expense. If a fire hydrant is connected to, the contractor must use a hydrant wrench and not an adjustable or pipe wrench to make the connection. The hydrant has to be fully opened or completely closed. Under no conditions is a fire hydrant to be partially open while in use.
All connections to the base potable water system through fire hydrants or any other means shall also be coordinated with the base plumbing shop and shall be done so using a backflow prevention device which shall be inspected and approved by the plumbing shop. The contractor will be responsible to repair and or replace any fire hydrant that is damaged or starts leaking while being used by them.

a. Utility Outages: Road closures, parking lot closures, parking space closures (even one space), or utility outages (gas, electricity, and water) requested by Contractor shall be submitted in writing to the Contracting Officer and to the Contracting Officer Representative
(Inspector) not less than twenty-one (21) calendar days prior to the proposed outage.
The Government reserves the right to disapprove or reschedule the Contractor’s proposed outage as necessary.
In the event utility outages cannot be performed during normal duty hours, the utility outages and any related work shall be performed during non-duty hours and/or holidays.
F. AS-BUILT DRAWINGS (RECORD DRAWINGS): As applicable, maintain at the jobsite two sets of contract drawings marked in red to show all variations between the construction actually provided and the requirements indicated or specified in the contract documents, including buried or concealed construction.
a. Where a choice of materials or methods is permitted or where variations in scope from that of the original contract are authorized, mark the drawings to define the construction actually provided.
b. Use standard drafting practices to represent such changes and include supplementary notes, legends, and details as necessary to clearly portray the as-built construction.
c. Upon completion of the work, deliver to the Contracting Officer both sets of marked drawings for approval and acceptance. Where required, approved drawings shall be used to create and “As-Built” set of drawings independent of the contract drawings and shall be submitted in “.dwg” and “.pdf” format, and shall be delivered to the Contracting Officer for approval and acceptance.
G. WORK SCHEDULE: The Contractor shall plan and schedule work such that it will minimize the impact on base personnel and operations. Working hours required will be defined in each Task
Order (TO) Statement of Work.
a. Standard Work Hours: The contractor shall perform the services required under this contract during the following hours: MON – FRI, 0730 –1630, except federal holidays and as noted herein. The contractor may be allowed/required to work, with prior approval of the contracting officer representative, extended hours to ensure timely completion of work at no additional cost to the government. Permission to work extended/alternate hours shall be requested in writing a minimum of 5 days prior to when the alternate work hours are desired.
The Government reserves the right to deny the contractor’s request.

b. Holidays: The contractor is not required to work on the following days without written approval: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and
Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. Permission to work on holidays shall be requested in writing a minimum of 5 days prior to when the alternate work hours are desired.
The Government reserves the right to deny the contractor’s request.
c. Alternate Work Hours: If the Contractor desires to work another set of standard hours, such as four 10-hour days, submit written request five (5) workdays before the date desired to work the different standard.
i. To work special hours or days such as to continue exterior painting until dark, request verbal approval from the Contracting Officer at least four hours in advance.
ii. The Government reserves the right to refuse these requests. However, they will usually be approved unless they negatively affect the base or the using activity. For example, the using activity may have difficulty paying overtime for escorts in controlled areas. In addition, work requiring inspector presence such as placing concrete may not be possible outside normal hours on short notice. Digging outside of normal hours will normally not be approved.
H. BASE ACCESS: All contractor sub-contractor, and material supplier personnel and vehicles will require Base badges, passes, or permits. A request is submitted through the Contracting Officer to the Security Forces Squadron. The contractor shall be responsible to provide all pertinent documents and information to obtain these badges, passes, or permits.
a. Work in Restricted, Controlled, or Flight Line Areas: The work under this contract may be performed anywhere on Robins AFB. There are areas of the Base that are restricted and controlled. If a work site is in one of these restricted and controlled areas the contractor shall be required to obtain special permission to access these areas. The contractor will be required to obtain special badges for his employees and his subcontractor’s employees and his material suppliers/transporters prior to gaining access into these areas. The contractor’s work may have to be accomplished under the daily supervision of escorts in these areas. One such controlled area is the flight line which consists of numerous aircraft taxiways, aprons, and the runway. There may be powered aircraft in the immediate access and work area while work is being performed. Powered aircraft will certainly traverse across the access and work areas after work is completed. Prior to working on the flight line, all contractor personnel, subcontractor personnel, and material suppliers will receive Airfield Drivers Training prior to operating a vehicle on the flight line, the Contractor and all employees will strictly adhere to all airfield rules and constantly be aware of Foreign Object Damage (FOD). All vehicles
01005 - 6 of 23 entering the Flight Line will perform FOD checks on their tires at all designated entry points.
Prior to entering the Flight Line, the contractor will check all vehicles and trailers and ensure that no FOD can fall off of them. FOD is any foreign material such as dirt, stones, rocks, nuts, bolts, screws, tools, etc. that in on the airfield and can be sucked into jet engines. The
Contractor will be required to keep his work sites and haul routes, regardless of their location, clean and orderly at all times. Any debris or dirt that falls into the haul route shall be removed immediately and the contractor shall have large mechanical sweeper(s) with vacuum available for FOD removal as necessary.
I. INTERFACING OF NEW AND EXISTING WORK:
a. Quality of Work: All work will meet the standards spelled out in the latest edition of the
Georgia Department of Transportation Handbook and/or the applicable national specifications, standards, or manufacturers’ specifications and instructions for specific work.
In the event that plants, materials, work, and workmanship are covered by more than one of the documents listed above, the contractor shall use the national specifications, standards, or manufacturers’ specifications and instructions, whichever is the more stringent of the group.
All work shall be performed to reflect the highest degree of workmanship and industry standards.
Perform milling, cutting, and removal work to remove the minimum material necessary and in a manner to avoid damage to adjacent work. Cut concrete surfaces in a straight line or at a natural point of division. All saw cuts shall be rectangular in nature when possible.
b. PRODUCTS:
i. Salvage Materials: Do not incorporate salvage or used material in new construction without approval of the Contracting Officer. If the contractor wishes to use salvage or used materials in new construction the request needs to be made in writing to the
Contracting Officer. The request needs to be very detailed explaining what the contractor proposes to use and the contractor needs to provide both the positive and negative impacts of using the salvage or used material.
ii. Products for patching, extending, and matching: Provide the same products or types of construction as that in existing pavements as needed to patch, extend, or match existing work.
iii. General: Contract documents may not define products or standards of workmanship present in existing conditions. Contractor shall determine products by inspection and any necessary testing.

J. EXECUTION:
a. Protection: Take all actions necessary to protect all personnel, adjacent structures, facilities, Government equipment, and plants, from injury or damage. Also provide temporary enclosures, waterproofing or other means to protect remaining existing work and new work from damage by weather or temperature/humidity extremes.
b. Performance: Cut, move, or remove items as necessary to provide access or to allow alterations and new work to proceed. This includes:
i. Removal of items serving no useful purpose such as abandoned piping, conduit and wiring, unless otherwise indicated.
ii. Removal of unsuitable or extraneous materials not marked for salvage, such as debris and deteriorated concrete.
c. Damaged Surfaces: Patch and replace any portion of an existing finished surface which is found to be damaged, lifted, discolored, or shows other imperfections with matching material.
d. Transitioning from existing to new work: Where new surfaces will abut existing surfaces chalk and make a straight saw cut in the existing material so that the new material has a straight surface to tie into to make a smooth and workmanlike transition. The location of the saw cut shall be located so that not only will it be straight and square but the top of the exiting surface will be free from irregularities if at all possible.
K. CUTTING AND PATCHING:
a. Submittals: Submit a written request to Contracting Officer no less than seven (7) calendar days in advance of cutting or alteration which affects:
i. Structural integrity of any element of the project.
ii. Integrity of weather-exposed or moisture-resistant element.
iii. Work of the Government.
iv. Include the following in the request: an identification of the project, location and description of the affected work, and a description of proposed work, tools and equipment to be used.

b. Material: Use the same material as the original installation, unless specifically indicated otherwise in the drawings and technical sections of the specifications.
i. For any change in materials, submit a request for use of “or equal” products/materials in accordance with section N of this Statement of Work (Submittals).
c. EXECUTION:
i. Inspection: Inspect existing conditions including elements subject to damage or movement during cutting and patching. Beginning of cutting or patching means acceptance of existing conditions.
ii. Performance: Execute work by methods to avoid damage to other work or portions of project and which will provide correctly prepared surfaces to receive patching and finishing.
1. Restore damages with new products in accordance with the contract requirements.
L. REGULATORY AND FIRE PROTECTION REQUIREMENTS:
a. AIR FORCE REGULATIONS: The Air Force Safety and Health Standards: AFMAN91-
203, Air Force Occupational Safety, Fire, and Health Standards, and applicable standards, shall apply to this work:
i. Fire Protection: Smoking is allowed in designated smoking areas only. Designated smoking areas can be identified by the Base Fire Department through the Contracting
Officer’s Representative. Absolutely no smoking will occur within 50 feet of any fuel storage or dispensing area.
ii. Open Burning: Absolutely no open burning is allowed on Base. Any person who discovers a fire is to report it immediately to the Fire Department even if it is extinguished without the aid of the Fire Department. To do this dial the Base emergency number, extension 911, and inform them that you need Robins AFB 911.
Give the Fire Department the following information: Name of person reporting the fire, type of fire (grass, automobile, etc.), and exact locations of fire.
Water mains and fire hydrants will not be shut off, nor will any maintenance be performed that will interfere with the water supply on the base without first obtaining permission from the Contracting Officer’s Representative and the Base Fire

Department. All requests shall be in writing to the Contracting Officer five (5) days prior to the date when usage is required. The Government reserves the right to refuse the use of a fire hydrant.
iii. Arc Welding, Torch Welding, Cutting and Brazing: Welding, cutting, or brazing will require permission from the Base Fire Department and the issuance of a Welding
Permit for open flame work. To obtain a Welding Permit call 478-926-3487. A valid permit is to be at the site where the welding, cutting, or brazing is being performed.
A charged fire extinguisher is to be in the immediate area where the welding, cutting, or brazing is being done.
1. Only certified welders may operate welding equipment.
2. Inspect all equipment daily for damage, loose connections, or unsafe conditions. Repair or replacement must be made, as required, prior to use.
iv. Environmental Compliance: All work, materials, recycling, and disposal of materials performed under this contract shall meet all Federal, State, Local, and Base
Environmental laws and regulations.
v. Safety: All work performed and equipment used under this contract shall be in accordance with all OSHA and U.S. Army Corps of Engineers Safety Handbook
EM385-1-1.
M. REFERENCE STANDARDS, ABBREVIATIONS, AND ADDRESSES:
a. Applicability of References and Standards: For products or workmanship specified by association, trade, or Federal Standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.
In addition to the GA DOT Handbook the publications listed below and in the various specification sections form a part of the specification to the extent referenced. Disregard payment provisions contained in any portion of the referenced specifications and standards.

N. SUBMITTALS:
a. Section Includes: Submittal procedures, shop drawings, product data, certificates, manufacturers’ instructions, and materials furnished under standard specifications.
b. Procedures: Deliver all submittals to the Contracting Officer within 30 calendar days after the Notice to Proceed, unless otherwise specified. Unless otherwise specified, furnish submittals in four (4) copies. One (1) signed and dated copy will be returned to the
Contractor after approval or disapproval by the Contracting Officer.
i. Transmit each item using AF Form 3000, Material Approval Submittal. When required by individual Statement of Work sections, submit samples that fully illustrate functional characteristics of the product including the mix design specific to the work performed under that Statement of Work. Identify project, Contractor, subcontractor, major supplier, identify pertinent drawing sheet and detail number, and
Statement of Work paragraph number, as appropriate. Identify deviations from contract documents. Contractor may submit “Letter of Intent” attached to AF 3000 identifying Statement of Work paragraphs where material used will be as specified.
ii. Governement’s review will be limited to 14 working days if submittals are in conformance with design concept and general requirements of the project. Approval by the Government shall not absolve the Contractor from his/her responsibilities for specific performance of the item or items submitted. Review, corrections, or comments made on the submittals do not relieve the contractor from compliance with the requirements of the drawings, addendums, and contract documents. By entering into this contract, the contractor agrees that the purpose of submittals is to demonstrate to the contracting officer that the contractor understands the design concept and that he demonstrates his understanding by indicating which equipment and material he intends to furnish, install, and use. Review of shop drawings will be general only for basic conformance with the design concept. The Government’s review of such drawings, schedules, or cuts shall not relieve the contractor from the responsibility for correcting all errors of any sort contained in the submittals.
iii. Submittals shall be accepted only from the Contractor (not sub-contractor or material supplier), who shall check submittals for completeness, accuracy for construction purposes, and conformance with contract requirements and shall indicate his/her concurrence on each submittal.
iv. Unless otherwise specified, submittals for a specific product/material make, model, formula, etc., will be required only upon first use under the provisions of the contract, not for each subsequent task order issued.

v. Materials incorporated into the work prior to approval from the Contracting Officer are at the Contractor's risk. He/she may be required to remove and replace them with approved materials at his/her own expense.
vi. Data for operational test reports and commercial warranty and/or guarantee shall be furnished in one (1) copy only.
c. Shop Drawings: When required by individual Statement of Work sections, submit drawings in triplicate which will be retained by the Government. "Shop Drawings" are defined as drawings, diagrams, illustrations, schedules, performance charts, brochures and other data prepared by the Contractor or any subcontractor, manufacturer, supplier, or distributor, which illustrates how specific portions of the work shall be fabricated and/or installed.
i. Shop drawings shall be prepared by persons competent and experienced in the trade involved. Drafting skill is not a requirement but accuracy and completeness of
Drawings shall reflect field measurements and conditions and shall show the relationship of the item to adjacent materials. Drawings shall be submitted in “.dwg” or “.dgn” and in “.pdf” format when required.
ii. Shop drawings are not part of the contract documents. Contract documents are prepared under the guidance of the design professional. Shop drawings by long standing tradition in the construction industry are usually prepared by trade people who are not registered architects or engineers but may be submitted in “.dwg” or
“.dgn” and in “.pdf” format when required.
iii. The purpose of shop drawings is not to depict or define design, but it is to show how the construction document or requirements are to be implemented.
d. Product Data: When required by individual Statement of Work sections, submit in duplicate product data that indicate compliance to listed standards.
i. Mark each copy to identify applicable products, models, options, and other data;
supplement manufacturers' standard data to provide information unique to the work.
Include manufacturers' installation instructions when required by the Statement of
Work section.
ii. Trade names of specific products used in this Statement of Work are used for purposes of defining general quality and performance. They are not used to preclude the use of products of equal characteristics by other manufacturers. The Government reserves the right to determine equality.

iii. The Contractor shall submit to the Government with any request for approval of substitutions, complete data including performance and chemical makeup for both the specified and proposed item.
e. Certificates: Each certificate required by the contract documents shall be signed by an officer, agent, or individual lawfully authorized by the company or manufacturer to execute the certificate and such authority shall be cited in the certificate by description, title, or other acceptable evidence. Deliver all certificates to the Contracting Officer.
f. Manufacturers’ Detailed Instructions: Submit the manufacturers' detailed preparation and installation instructions for various materials specified to be installed in accordance with such instructions.
g. Material Furnished Under Standard Specifications: For various materials specified by reference to standard or reference type specifications, prepare and submit a list of such materials stating manufacturer's name and identifications to extent requested by the
O. QUALITY CONTROL:
a. Workmanship: Comply with GA DOT Handbook or the applicable industry specifications or standards except when more restrictive tolerances or specified requirements indicate more rigid standards or more precise workmanship.
i. Work shall be performed by persons qualified to produce workmanship of specified quality.
ii. Where specific instruction in this Statement of Work requires that a particular product and/or materials be installed and/or applied by "approved applicator" of the manufacturer, it shall be the Contractor's responsibility to ensure that any subcontractors used for such work be approved applicators.
b. Manufacturers’ Instructions and Certifications: When required, submit a manufacturer’s printed instructions, in accordance with Section L of this Statement of Work, for product data, assembly installation, and finishing.
i. Comply with instructions in full details including each step in sequence. Should instructions conflict with contract documents, request clarification from the
Contracting Officer before proceeding.

ii. When required by individual Statement of Work section, submit manufacturers' certificate, in duplicate, that products meet specified requirements.
c. Testing Laboratory Services: The Government will use the results of material testing accomplished by the Contractor to evaluate the construction for acceptance. Monitoring by the Government does not relieve the Contractor of responsibility for monitoring the construction.
i. Construction Materials Testing by Contractor: The Contractor shall obtain the services of an independent commercial testing laboratory, herein after referred to as the testing lab, with the approval of the Contracting Office. The testing lab shall perform those quality control functions which are necessary to monitor the work. The testing lab shall do soils analysis for compaction control, concrete strength tests, evaluate asphalt core samples, and any supporting construction process monitoring.
The minimum daily monitoring requirements are described in the individual
Statement of Work sections. Within 30 days of the Notice to Proceed date, the
Contractor shall submit the qualifications statement of the testing laboratory. The
Government will review the qualifications of the lab and, if necessary, visit the lab.
The Contracting Officer will, within 14 working days from the date that all qualifications data is received, either approve or reject the proposed lab. Evaluation criteria which will be used to determine the suitability of the lab shall include, as minimum, local area industry standards, ASTM E 548, and respective State Highway
Department certifications when applicable.
ii. The testing lab shall submit reports directly to the Contracting Officer, the project engineer, and the Contractor. Reports shall be submitted within 24 hours of the completion of the tests.
iii. Selection of samples shall be made by the authorized representative of the testing laboratory. Locations of soil samples, compaction tests, concrete tests, etc. may be selected by the Government.
iv. Payments shall be made for testing, including associated transportation costs, if applicable, by the Contractor. The Contractor shall include costs in his base bid for required testing services.
v. If required, as a result of the taking of samples, patching shall be done by the
Contractor at no cost to the Government.
vi. Work that does not pass the specified requirements shall be corrected and retested at the Contractor's expense until requirements are met.

vii. Include a written report of results of all tests performed to include a statement that the test passed the requirements of the contract specifications.
viii. Applicable Publications: The publications listed below form a part of this specification. The publications are referred to in the text by basic designation only.
The designations for publications are those that were in effect when this guide specification was prepared. To minimize the possibility of error, the letter suffixes, amendments, and dates are retained here and are omitted in the specifications.
Contractor may submit certification that concrete mix components meet these referenced standards in lieu of performing testing.

P. CONSTRUCTION FACILITIES AND TEMPORARY CONTROLS:
a. Sanitary Facilities: Provide proper sanitary and adequate toilet facilities for the use of all workers employed on the project, located where directed, and enforce their use by all personnel on the project. Enclose and weatherproof toilets and keep in a sanitary condition at all times. The Contractor shall be responsible to maintain the facility in sanitary condition.
Sanitary facilities in base buildings are not available to the contractor.
b. Barricades and Traffic Control Equipment: The Contractor shall be solely responsible for furnishing, erecting, maintaining, and removing all protective barriers, signs, temporary lighting, etc., as-required for protection of persons and property and prevent entry to construction areas IAW AFI 32-1041, UFC 3-260-4 and UFC 3-535-01.
i. Contractor shall also provide any traffic control signals, cones, drums, and lights as required by each task order.
ii. Placement of all barricades and traffic control equipment must meet industry standards and shall be coordinated through the Contracting Officer’s Representative.
iii. Flag Persons: Provide trained and equipped flagpersons to regulate traffic when construction operations or traffic encroach on public traffic lanes.
c. Storage Areas and Fences: The Contractor may request approval for an open-air, unsecured storage area on Base for storage of materials and equipment providing such a space is available at that time. The size and location of the area shall be as directed by the
i. The Contractor shall provide his/her own security for the area. The storage area shall be kept in a safe, neat, and in an orderly manner at all times.
d. Haul Routes: Confine construction traffic to designated haul routes. Haul routes will be determined for each delivery based on location.
i. Provide traffic control at critical areas of haul routes to regulate traffic, to minimize interference with public traffic. When required by specific Statements of Work, a traffic control plan may be submitted for approval by the government.
e. Construction Parking Control: Control construction personnel parking to prevent interference with public and airfield traffic and parking, access by emergency vehicles, and the Government's operations. Prevent parking on or adjacent to access roads or in non-designated areas.

f. Removal: Remove temporary materials, equipment, services, and devices prior to final payment. Clean and repair damage caused by installation or use of items and restore existing facilities used during construction to original or better condition.
i. The contractor shall protect existing work which is to remain in place, be reused, or remain the property of the government. Repair items which are to remain or which are to be salvaged and which are damaged during performance of the work to their original condition, or replace with new. Do not overload structural elements or pavements to remain. Provide new supports and reinforcement for existing construction weakened by demolition or removal work. Repairs, reinforcement, or structural replacement shall have contracting officer approval.
Q. MATERIAL AND EQUIPMENT:
a. Material and Equipment of Acceptable Manufacturer: An item of material or equipment may be submitted for review as a substitute for an item which is specified by manufacturer and model number, type, provided that all of the following provisions are met:
i. The item is manufactured by an acceptable manufacturer that is judged by the
Contracting Officer to be "or equal" to the item specified.
ii. It must also comply with the "Buy American" clause where applicable.
iii. It must meet the requirements of service and maintenance features of the specified item of material or equipment including compatibility with the specific or related systems of the installation.
iv. The item of material or equipment meets or exceeds minimum qualities and does not exceed dimensions (given or drawn to scale on the drawings) established by the specified item.
v. After review and approval, the item must be used consistently throughout the project so that all items of material or equipment used in place of specified items are of the same make and type.
vi. The entire cost of all modifications and impacts resulting from the use of contractor substituted items, in place of specified items, shall be borne by the Contractor at no

vii. The Contractor shall be responsible for submitting shop drawings showing variations from the contract requirements in accordance with FAR 52.236-21 and identify all the impacts resulting therefrom.
viii. The Government will not be responsible for changes to the Contract, additional work or modifications to the design, nor interfacing difficulties as a result of substitutions by the Contractor.
b. Products: Products include material, equipment, and systems.
i. Products shall comply with specifications and referenced standards as minimum requirements.
ii. The contractor shall at all times have on file and displayed MSDS sheets on all applicable materials used during the course of this contract.
iii. Components required to be supplied in quantity within a Statement of Work section shall be the same and shall be interchangeable.
iv. No products or materials prohibited by federal, state, or local laws or regulations shall be used in the performance of this contract.
v. Do not use used materials and equipment removed from other construction or demolition sites, except as specifically required by contract documents or approved by the Contracting Officer.
c. Transportation and Handling: Transport products by methods that avoid product damage;
deliver in undamaged, dry condition in manufacturer's unopened containers or packaging.
i. Provide equipment and personnel to handle products by methods that prevent soiling or damage.
ii. Promptly inspect shipments to assure that products comply with requirements, quantities are correct, and products are undamaged.
d. Storage and Protection: Store products in accordance with manufacturer's instructions, with seals and labels intact and legible. Store sensitive products in weather-tight enclosures;
maintain within temperature and humidity ranges required by manufacturer's instructions.

i. For exterior storage of fabricated products, place on sloped supports above ground.
Cover products subject to deterioration with impervious sheet covering; provide ventilation to avoid condensation.
ii. Store loose granular materials on solid surfaces in a well drained area; prevent mixing with foreign matter.
iii. Arrange storage to provide coverings to protect products from damage from traffic and construction operations. Remove such coverings when no longer needed.
iv. After installation, provide coverings to protect products from damage from traffic and construction operations. Remove such coverings when no longer needed.
e. Excess Materials: All materials resulting from demolition and removal shall become the property of the Contractor unless specified otherwise within the individual task orders or as determined by the Contracting Officer. Materials shall be recycled or disposed of in accordance with all local, state, and federal laws at the expense of the contractor. Disposal shall be at a permitted land fill.
i. Materials determined to be Government property shall be deposited by the Contractor as directed by the Contracting Officer.
R. TASK ORDER CLOSEOUT:
a. Contract Closeout Procedures: Provide the Contracting Officer with a requested date for final inspection, in writing, not less than two (2) weeks prior to the proposed date of final inspection. The Contracting Officer Representative will coordinate with the members of the inspection party and establish the final inspection date. If construction deficiencies are identified, a request for re-inspection must be given upon correction of the deficiencies.
Airfield Projects require Airfield Management and Safety to be present for final inspections.
b. Site Cleanliness: The contractor’s site and storage areas shall be kept clean, neat, and orderly at all times. Clean up shall be performed daily. Materials and trash shall be kept such that they will not be displaced by wind.
i. Cleaning of surfaces utilized by aircraft will be accomplished to the standards of the installation for aircraft use.
ii. Remove waste, rubbish, and left over construction materials equipment from the site.
Hauling and disposal of these materials shall be in accordance with all local, state, 01005 - 23 of 23 and federal laws. Disposal shall be at a permitted land fill at the expense of the contractor.
c. Warranties: All work shall be warranted for one year. Provide all manufacturer's warranty documents required by individual sections. Warranties will be obtained against each task order and will specify a time frame.
i. Submit the documents with a Table of Contents and assemble in a binder with a durable plastic cover.

PART 1 - GENERAL
1.01 SPECIAL REQUIREMENTS:
A. Controlled Areas (General):
1. This project (may include) includes work in one or more Controlled Area(s). The
Contracting Officer will assist in getting proper notation on personnel badges for applicable areas. such as warehouses, the Flightline, Command Posts, and similar.
2. Use no radios, pagers, or walkie-talkies in these areas.
3. Allow 15 minutes wait at arrival for escorts.
4. The contractor is responsible for all controlled/restricted area badges issued for this project. Fifty dollars ($50.00) per badge will be deducted from the final contract payment for badges lost or not returned, regardless of the reason for said loss/nonreturn. If a receipt is desired for badges turned in during the contract period, the contractor must furnish it for coordination.
B. Airfield Zone Waivers:
1. Construction Waiver: UFC 3-260-01, Appendix B, Section B1-2.5.4.7, requires a temporary waiver be obtained for construction on the airfield. This applies to any construction, construction equipment storage, or hauling of materials or waste products that will take place within the boundaries of the Airfield Zone as shown on the Location map of
Drawings. The Base Project Manager has advised the Base Community Planner to accomplish the necessary internal documents to obtain the temporary construction waiver for that area, and they are in process. Do not start any work in the Airfield Zone until the Technical
Representative of the Contracting Officer (TRCO = CE Inspector) has provided a copy of the approved waiver to the Contractor.
2. Crane Permit: If a crane is required for construction on the airfield, the Contracting
Officer will work with the Civil Engineering Community Planner to obtain this permit. Any crane activity on the airfield requires approval from the 78 ABW Commander prior to starting work. Submit a request in writing to the Contracting officer at least 45 days prior to the start of the work. The request shall detail the schedule for such work, hours of operation, height of the crane, and location of the crane. Be prepared to abide by any restrictions noted on the approval documents.
C. Airfield Zone Site Requirements:
1. The Airfield Zone is shown on the Location map of Drawings. It is also referred to as the Flightline. Note that Section 01580, Safety Requirements, contains additional guidance on eliminating Foreign Object Damage (FOD) to the aircraft on the Flightline.

2. Schedule: Furnish a schedule to the Contracting Officer on the anticipated work schedule for each area in the contract.
3. Storage Site Request: Request in advance and obtain approval from Airfield
Operations Management for any storage sites for all equipment and materials used on the contract.
4. Haul Route Request: Request in advance and obtain approval from Airfield
Management for all haul routes or other travel requirements on the airfield.
5. Prior to driving on the airfield, the contractor shall ensure that all personnel required to operate vehicles on the airfield are trained and certified IAW RAFB Instruction 13-
