Project 200156
PAVING IDIQ
1. Question 1: The UFGS (USACE) Guide Specification Section 32 11 13 does not adequately address the concrete pavement requirements of RAFB over the last 20 years, with the exception of the 2005 Ramp Addition. The section is meant for large (+10,000cy) new or replacement paving utilizing a central batch plant and slip-form paver. Paragraph 3.10 acknowledges the replacement of slabs but does not provide enough guidance. Using this section will require either thorough understanding and interpretation of the actual requirement by the project engineer and inspector or exorbitant cost and time requirements to adhere to the specifications. It is really a very serious disconnect.
a. Answer: Our spec does not efficiently address the replacement of slab or irregular sections of pavement on the airfields. We will revise the Project 200156 PAVING IDIQ SOW With Specifications. Formal amendment to be forthcoming
2. Question 2: Should we hand deliver the original bid bond to the Contracting Office or mail it?
Is FedEx a better option?
a. Answer: The original Bid Bond shall be submitted to the address in block 7 of the RFP, ATTN: DeAnna Thompson. If you elect to submit your proposal by any means other than electronically, please send a courtesy notification email to Deanna.thompson.3@us.af.mil to be used for tracking purposes only. It’s recommended you use a carrier that can show proof of delivery.
3. Question 3: Also, we wanted to make sure the procurement strategy for this contract is the same as the recent CEMACC II and SABER acquisitions.
a. Answer: Each solicitation stands on its own. Please see to page 52, Section M of the RFP to review the Basis for Award.
