The project encompasses comprehensive rehabilitation work at three locations: the 4th Street and Dunn parking lot (Lot #1), the 4th Street and Washington parking lot (Lot #3), and the 6th Street and Lincoln parking lot (Lot #5). The scope of work includes milling, surface material application, ADA compliance modifications, meter pole installation and removal, bumper block replacement, signage straightening, re-striping, curb capping, and debris removal across approximately 63,650 square feet of parking lot area. Sealed bids must be electronically submitted through the OpenGov e-Procurement Portal by December 15, 2025 at 12:00 p.m., with a public bid opening scheduled for the same date. Questions regarding the project must be submitted by December 1, 2025 at 12:00 p.m., with responses due by December 5, 2025 at 5:00 p.m. The project is scheduled to commence on June 1, 2026, with a required completion timeline of 45 calendar days, weather permitting, and includes a mandatory one-year maintenance period following final acceptance.

Contractors must comply with the City of Bloomington's Living Wage Ordinance requiring a 2026 wage rate of $16.66 per hour, with up to 15 percent potentially provided through health insurance contributions. Performance and payment bonds equal to 100 percent of the contract price are mandatory for contracts of $200,000 or more. Bidders must submit required documentation including State Form 96, Non-Collusion Affidavit, E-Verify Affidavit, and contract compliance certification. For bids exceeding $150,000, contractors must submit a written employee drug testing program plan compliant with Indiana Code. The City of Bloomington Board of Public Works reserves the right to accept or reject any or all bids.
