About this file
This document contains a price schedule template and details for a federal contract solicitation for solid waste and recycling collection services on Gulf Islands in Florida. The solicitation seeks weekly waste collection and disposal, and recycling services for dumpsters ranging from 4 to 8 cubic yards at sites including Fort Pickens, Naval Live Oaks, Johnson Beach, and Opal Beach through a base year contract from April to December 2024 plus four optional one-year extensions. Offerors must provide pricing for the base period and all option years using the provided template, and rates for dumpster sizes. The contracting officer will evaluate pricing for best value by adding total option prices to the base price.

| NOTE: Offerors are required to submit an offer that conforms to the solicitation documents with pricing data for the Base line items and all option line items. Failure to do so may render the offer unacceptable. Round totals and extended prices to whole dollars. Offerors must also complete the ITEMIZED RATE sheet. If no specific line item exists for a portion of the work, include a seperate line item price on the ITEMIZED RATE sheet. In case of error in calculation of extended prices, the unit price governs. In case of error in summation, the total of the corrected amounts govern. OPTION(S): The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government reserves the right to award any or no options at or after the time of award. Pricing will be evaluated based on what is determined to be the best value to the Government. Options may be exercised in any combination, order, or grouping deemed in the judgment of the Contracting Officer to offer the best value to the Government. Evaluation of options shall not obligate the Government to exercise the option(s). | |||||
| PRICE REASONABLENESS: The contracting officer must determine that the proposed price is fair and reasonable. |
(1) Whenever possible, base price reasonableness on competitive quotations or offers.
(2) If only one response is received, include a statement of price reasonableness in the contract file. The contracting officer may base the statement on-
(i) Market research;
(ii) Comparison of the proposed price with prices found reasonable on previous purchases;
(iii) Current price lists, catalogs, or advertisements. (iv) A comparison with similar items in a related industry;
(v) The contracting officer’s personal knowledge of the item being purchased;
(vi) Comparison to an independent Government estimate; or
(vii) Any other reasonable basis.
